An advisory council to the President established by the National <strong>Environmental</strong><br />

Policy Act (NEPA) of 1969.<br />

Cover Type<br />

The vegetative species that dominates a site. Cover types are named for one plant<br />

species or non-vegetated condition presently (not potentially) dominant, using<br />

canopy or foliage cover as the measure of dominance.<br />

Crown<br />

The upper part of a tree or other woody plant carrying the main branch system<br />

and foliage and surmounting at the crown base a more or less clean stem.<br />

Crown Fire<br />

Any fire that burns in canopy fuels.<br />

Crown Fire Hazard<br />

A physical situation (fuels, weather, and topography) with potential for causing<br />

harm or damage as a result of crown fire.<br />

Cubic Foot<br />

A unit of measure usually referring to wood volume (1 foot wide by 1 foot long<br />

by 1 foot thick).<br />

Culmination Mean Annual Increment (CMAI)<br />

The point at which a tree or stand achieves its greatest average growth, based on<br />

expected growth, according to the management systems and utilization standards<br />

assumed in the Forest Plan.<br />

Cumulative Effects<br />

Collective results of past, present, and reasonably foreseeable future actions,<br />

regardless of which agency or person undertakes the actions.<br />

Dead Fuels<br />

Fuels with no living tissue within which moisture content is governed almost<br />

entirely by solar radiation.<br />

Decision Documents<br />

Documents that provide the criteria and information used in the formulation and<br />

evaluation of alternatives and the preferred alternative.<br />

Design Criteria<br />

Management measures included in the design of a project to avoid or minimize<br />

potential resource impacts.<br />

Diameter at Breast Height (dbh)<br />

The diameter of a standing tree at a point 4 feet, 6 inches from ground level.<br />
