Heating Modernization
of Dwelling Houses
by the Concept of OOO “Danfoss”
applying domestic and individual automatic control and
metering of heat consumption

We accumulated big experience of application
of our energy saving equipment
(more than 5000 heating substations
in different regions of Russia)
Moscow
Nerungri
Khimki
Surgut

Main idea of Danfoss concept:
application of automatic control and metering of
heating energy at the entrance of heating system
to the house and in every apartment

Components of the problem:
• Technical side
(project design, supply and installation of
equipment)
• Organizational side (service of equipment,
reading of the meters and billing of heating costs)
• Legislation and normative basis (Housing
Codex, Order of Russian Government № 307
«Rules of Accordance of Housing Services to
the Citizens», Construction Norm (SNiP)
“Heating, Ventilation and Air
Condiioning”,regional legislation)

Necessary
Technical Arrangements
-Installation of compact block automated
heating substation at the input of heating system to the
house
- Installation of domestic heat meter
with separation of transit heating piping
- Installation of balancing valves at every heating
raiser and thermostatic valves at every radiator in
every apartment
- Installation of individual heat metering devices (heat cost
allocators on every radiator in the case of vertical piping or
apartment heat meters in the case of horizontal piping)
Combination of automatic control and metering at the entrance of
the building and in every apartment gives maximal economic effect

Effect is achieved because of moving
of control functions closer
to the end-users and economical motivation
of end-users
Benefits of complex heating
modernization:
Improvement of heating quality; possibility to keep comfortable
temperature in apartments
reduction of heat consumption by 25-40% (especially important
because of expected energy deficit in many cities)
saving of energy resources; possibility to export disengaged fuel
reduction of heating bills of end-users, due to the possibility for
them to influence on their payments
reduction of social loading considering introduction of 100%
payment for communal cervices and annual growth of tariffs

Economical effect according
to the results of “Danfoss” projects
Changing from elevators to automatic substations, raiser balancing ~ 20-25%
Installation of TRVs and individual metering ~ 15-20%
Total average economical effect ~ 35-45%
Reduction of heating payments for economical users up to 65%
Capital investments per 1 square meter of the house ~ 150-300 RUR
Payback period of modernization ~ 2-4,5 years
Terms of life of equipment from 10 years (components of substations, meters) to
30 years (TRVs)

Application in Moscow
• June 2005 - Danfoss Concept was approved in Moscow
City Duma
•2005-2006 - realization of first 2 projects (Basmanny district
and Zhulebino)
•2006-2007 – monitoring of projects, planning of big-scale
project «Energy Efficient Building Block» in Zhulebino
• July - October 2007 – complex modernization of 2 dwelling
houses in “Metrogorodok” district in cooperation with
radiator production company “Santechprom” in the frames of
City capital renovation program

Conclusions:
- Results of the projects confirm effectiveness of modernization scheme
- If end-users are not motivated economically, the economical effect is only
partial
- Modernization in separate houses does not lead to the final saving of
energy resources, as far as saved heating energy “flows” to the neighboring
houses, connected to the same central station. Modernization has to be
performed simultaneously in all houses, connected to the heating station.
Necessary further steps:
-Realization of Methodic of Individual billing of heating costs in Moscow City
Billing center – as soon as possible
-Expansion of Heating modernization to the groups of buildings, connected
to the same Central heating stations
- Including of all-level heat control and metering arrangements to the new
construction and renovation as mandatory

Heat and Water metering System
INDIV AMR with automatic
distance reading
• Data transmission: inside the house – by
radio (frequency 868MHz), to the distant
computer – through Ethernet or GSM
• Individual heat metering provided by HCA
with radio transmitter INDIV-3R or
apartment heat meters
• Water metering – with pulse apartment
water meters + pulse adapter INDIV PAD
• possibility of integration of gas and
electricity apartment meters

Planned project
«Energy efficient building block»
including 2 ZTP in Zhulebino district
• Modernization of 8 buildings: 7 dwelling houses (1059
apartments) and kindergarten
• Installation of heating substations including hot water blocks. In
this way, the further possibility of liquidation of central heating
stations (and local hot water pipe networks) is provided
• Individual heat metering system is designed with automatic
distance reading, so that entering the apartments is excluded

Old (traditional) heat supplying scheme: 5 pipes

Modernized heat supplying scheme (3 pipes).
Heat losses are reduced

New Normative Document
AVOK Standard
Heat Cost Allocators for the Determination of
Consumption of Room Heating Radiators.
Allocators with Electrical Energy Supply
Standard is a structurally modified version of
European Standard EN 834:1994
«Heat cost allocators for the determination of the consumption
of room heating radiators. Appliances with electrical energy
supply»

Destination
of new Standard
For the producers of heat metering devices: standard
defines demands to the construction, technical and functional
characteristics of HCA, and corresponding necessary testing
procedures
For Consumers: Standard provides possibility to get
guarantees of quality and safety of metering devices, produced
and tested according to the Standard
For service companies: Standard gives general
recommendations of correct mounting of HCA and application of
radiator coefficients in billing procedures in order to get correct
heating bills

“Danfoss” proposals to the
City Administration of Voronezh:
Cooperate realization of heating modernization
program in the city housing economy
• I stage: realization of pilot project at one or several building
groups, connected to the common central heating stations
( “Danfoss” provides: technical support, training of project
design and installation companies, supply of equipment, control
of installation, support in organization of individual billing,
information and promotion)
• II stage: gradual transfer to mass-scale modernization
