Emergency Contracting
(How does it work?)
USACE EOC Mission Assignments
Turn on “Advance Contracting Initiative”
(ACI) Contractors = (ACI KTRs)
ACI KTRs {SATOC / MATOCers} Mobilize
ACI KTR responsible for hiring all Subs
3

What is the Advance
Contracting Initiative?
• Contract Award Actions (IDIQs) executed in
advance of a given emergency.
• Standardized solicitation and acquisition
procedures.
• Contract areas identified as those most likely to
need disaster response.
• Short-Term Strategy.
4

Emergency Preparedness
The Advanced Contract Initiative (ACI) is a capability that allows
for immediate activation of contract support:
Power
► Three National Contracts
► Issued by Pittsburg District
Commodities
► Ice = {Issued by Charleston & Albuquerque – District Offices}
► Water = {Issued by New England & Kansas City – District Offices}
Debris removal and disposal
► SATOC vs. MATOC
► Issued by New Orleans District
Temporary roofing
► 8 Contracts CONUS (Maine to Texas) & OCCONUS
► Issued by Omaha & Jacksonville
5

Emergency Preparedness
The ACI – IDIQs (particularly Debris & Housing) are only
temporary or bridge type response actions, (1 st 120 days).
Longer term recovery actions will require new procurements.
Issued by Local District
► Local Contractors (Stafford Act)
► Small/Disadvantaged Business
Current Contracts May Be Modified
► A-E for Monitoring (Debris/Housing)
► O&M for temp housing, etc.
All ACIs are currently awarded at various stages of contract
lifespan. Additional information on upcoming bid opportunities
are publicly posted at www.fbo.gov.
6

Initial Disaster Response!
• Clearing of Right of Ways
• Search & Rescue
• Power, Ice, Water
7

Strategy for “Debris” ACIs
• 10 Regional, Unrestricted Awards – With Backup
• 3 Pooled, Sub-regional, Set-Asides For 8(a) and HUB-Zone For
Coastal States – CA to MD (Western, Southern, Eastern Sub-
Region)
• Increased Capacity
• $200M over 5YRs – Regional, Unrestricted Awards (Single
Award Task Order Contract – SATOC)
• $200M over 5YRs – For Sub-Regional Set-Asides (Multiple
Award Task Order Contract - MATOC Pools)
• Total Capacity - $3.1 B
8

Strategy for “Debris” ACI Contracts
(Cont)
• Two Separate Solicitations: SATOCs and MATOCs
• KTRs must designate specific regions or pools for which
they wish to compete
• Offerors are allowed to volunteer to participate in the “reach
back” program
• Contract Type: FFP or T&M Task Orders
• Preference is FFP Task Orders
• MATOC task orders are competed.
“Debris” ACI MATOC Pool Coverage
No Contract
Coverage
* Use for the collection and disposal of all vegetative and C&D in
disaster areas with less than 500 thousand CY of debris.
12

New ACI Concept -
“Automated Debris MGT System” (ADMS)
• GPS based tracking system, that greatly
enhances USACE’s ability to accurately
and more efficiently monitor & track debris
removal production activities.
• Cuts down significantly on the number of
Quality Assurance Representatives and
Field oversight personnel, since
reconciliation of a mountain of a yellow trip
tickets are now a thing of the past.
13

ACI - Performance Measures
• Contract Level Measures:
• Actual Competition Results of Task Orders
• Socio-Economic Goals
• Client Satisfaction
• Task Order Level Measures:
• Production
• Quality Control
• Safety
• Operations
• Subcontracting
14

Performance & Payment Bonds
•Bonding is required for ACI Debris Management Task Orders:
• Failure is not an option when responding to Incidents of
National Significance.
• Bonding provides additional information about potential
offerors in responsibility determinations.
• Bonding facilitates payment relief to suppliers and
subcontractors at the 1st and 2nd tier.
•Results from not bonding ACI Debris Management Task Orders:
• Not protecting the Government’s interests to the maximum
level provided by the regulation and statue.
• Loss of payment protection to subcontractors at any level.
*Important Fact: FAR Clause 52.219-14, “Limitations on Subcontracting”, may exclude more
small businesses than requirements for bonding since 50% of labor costs must be expended by
employees of the small business.
15

How will it Work?
• SATOC Contracts will have requirement for providing the ADMS for
its specific region
• All contractors working in that region must use ADMS
managed by the SATOCer!!
• Each SATOC region will have a designated “backup” SATOC
contractor as long as it is in the Government’s best interest.
• ADMS is implemented with a “planning” task order that is issued
following the SATOC award.
• Storm threatens a particular region, the SATOC contractor will assist
in planning.
• Less than 500K CY of Debris: Only MATOC pools may be used.
• > 500K - < 10M CY of Debris: SATOC and MATOC pools used.
• Over 10M CY of Debris in a Single Event: SATOC, SATOC
backup, and MATOC pools will be used.
16

ACI Debris Mission Scenarios
• Earthquake – Region 5
– 23M CY Debris over 4 counties = SATOC, then
SATOC reach-back KTR, and then MATOC pools
• Hurricane – Region 4
– 3M CY Debris over 2 counties = SATOC and MATOC
pools utilized
• Tsunami – Region 6b
– 500K CY Debris in 1 county = SB MATOC pools
• Terrorist Attack – Region 1
– 750K CY Debris in 1 county = SATOC and MATOC
pools utilized
17

Long-Term Strategy
• After Presidential Declaration, RFO must decide if debris mission
will exceed 120 calendar days.
• If so, (or sooner if practicable), the District will begin exploring
acquisition strategies that comply with the Stafford Act, by setting
aside solicitations allowing only local firms within the specific
geographic disaster area to compete.
• Requirements must be well defined and detailed in follow-on
solicitation.
• Generally we will compete geographic areas within debris field.
Multiple Debris Mission contractors working in same geographic
area is not preferred.
What to do next?
Communicate with Corps of Engineers CT
and SADBU Offices and/or Small Business
Administration (SBA) Office.
SADBU OFC can provide information
pertaining to contracting/subcontracting
opportunities.
Check Regional Small Business
Development Centers if: You are a new
business and/or if you have not yet had any
government contracts.
20

The moment is now! Success starts today!
40% of all businesses do not have any knowledge of how
to apply for federal contracts. Do Your Homework!
Start small and work your way up.
Most successful federal contractors started by
subcontracting and teaming with other companies.
Network!
Time and money.
CONCLUSION!
Success is a function of outreach and the number of prime
and subcontracts you propose for. Research pertinent
District websites and review their list of upcoming
requirements.
Make the most of your investment today!
