The Keynote Speaker will be Lt. Gen. Carl A. Strock, PE, Commander <strong>of</strong> the U.S. Army Corps <strong>of</strong><br />

engineers (USACE). Gen. Strock heads the largest military and civil works engineering organization in<br />

the World, providing service not only to the United States, but to other countries as well. He will be<br />

reflecting his involvement in military operations and natural disasters worldwide and bringing us upto-date<br />

on what the future holds.<br />

The Technical Program will be a comprehensive review <strong>of</strong> the global challenges and opportunities<br />

facing military engineering managers, and engineers aspiring to management. The Program deals with<br />

both military and civil works activities including the greatest natural disaster, hurricane Katrina and<br />

the aftermath <strong>of</strong> it.<br />

Spaced over a two day period, the technical program consists <strong>of</strong> four one-hour sessions and four twohour<br />

sessions.<br />

underwater crossing <strong>of</strong> the Mississippi River in New Orleans by high voltage<br />

power lines. In order to accommodate the operation <strong>of</strong> large cruise ships out<br />

<strong>of</strong> New Orleans, Entergy Corporation was required to “raise” the elevation <strong>of</strong><br />

existing power lines crossing the river. In investigating options, an<br />

underwater approach was deemed viable.

Lt Gen. Carl A. Strock, PE, USA was born in Georgia and grew up in an Army family. He enlisted in the Army<br />

and received his commission as an infantry second lieutenant following graduation from Officer Candidate<br />

School in 1972. After completing Ranger and Special Forces training, he served primarily with infantry units<br />

before transferring to the Engineer Branch in 1983. He holds a Bachelor <strong>of</strong> Science degree in civil engineering<br />

from the Virginia <strong>Military</strong> Institute and a master's degree in civil engineering from Mississippi State University.<br />

Prior to his selection as the Chief <strong>of</strong> <strong>Engineers</strong> and Commanding General <strong>of</strong> the U.S. Army Corps on <strong>Engineers</strong>,<br />

he served as Director <strong>of</strong> Civil Works, Headquarters, U.S. Army Corps <strong>of</strong> <strong>Engineers</strong>. In September 2003, he<br />

returned from a six-month tour <strong>of</strong> duty in Iraq as the Deputy Director <strong>of</strong> Operations for the Coalition<br />

Provisional Authority. His previous assignment was Director <strong>of</strong> <strong>Military</strong> Programs, Headquarters, U.S. Army Corps <strong>of</strong> <strong>Engineers</strong>.<br />

Col. Christopher J. Toomey, PE, USA, assumed command <strong>of</strong> the US Army Corps <strong>of</strong> <strong>Engineers</strong> Afghanistan<br />

Engineer District on July 10, 2005. In addition to serving as District Commander, Col. Toomey is the Staff<br />

Engineer for Combined Forces Command-Afghanistan. In this role, he oversees all engineering activities for the<br />

military and the Department <strong>of</strong> Defense, including construction <strong>of</strong> roads, bridges and forward operating bases.<br />

Col. Toomey was commissioned in the U.S. Army Corps <strong>of</strong> <strong>Engineers</strong> upon graduation as a distinguished cadet<br />

from the U.S. <strong>Military</strong> Academy in 1981. He also graduated with the highest distinction from the College <strong>of</strong><br />

Naval Warfare, U.S. Naval War College, and is a graduate <strong>of</strong> the British Army Command and Staff College,<br />

Camberly, England. He attended MIT where he received MSC’s in mechanical engineering and material science and engineering.<br />

Col. Dave Bender, PE<br />

Col. Dave Bender, PE, USA, assumed duties as the Government Director <strong>of</strong> Electric Sector, Project and<br />

Contracting Office on Marc 2005. Prior to Iraq Col Bender held the following positions: Director <strong>of</strong> Public<br />

Works at Ft. Eustis, VA; Base Support Battalion Commander <strong>of</strong> the 284 th BSB; Deputy District Engineer for the<br />

Savannah District, USACE; and DPW for Camp Casey, Korea. Col. Bender also served in a varied <strong>of</strong> command<br />

and staff positions that include Executive Officer for the 92 nd Engineer Battalion and the Deputy Garrison<br />

Commander for Reengineering at Ft. Stewart, Ga. and Chief <strong>of</strong> Infrastructure for the NATO Command,<br />

Landsoutheast, Izmir, Turkey. He has taught in the Department <strong>of</strong> Physics at West Point and also served as a<br />

Company Commander, Assistant Division Engineer, and Asst. S-3 in the 3 rd Engineer Battalion, 24 th Infantry Division at Ft.<br />

Stewart. Col. Bender is a graduate <strong>of</strong> the United States <strong>Military</strong> Academy at West Point and holds a masters degree from Yale<br />

Hurricane Katrina Recovery Task Force<br />

Charles Hess served as the director <strong>of</strong> the Iraq Project and Contracting Office (PCO) from June 19, 2004 to March<br />

24, 2005. Under his direction, PCO managed the infrastructure reconstruction <strong>of</strong> Iraq, a project the scope and<br />

complexity <strong>of</strong> which on <strong>of</strong>ficials said was matched in U.S. history only by the post-war Marshall Plan following<br />

World War II. Hess exercised oversight in connection with the $18.4 billion Iraqi Relief and Reconstruction Fund<br />

allocated by Congress for the people <strong>of</strong> Iraq. He boosted PCO’s project starts from 350 in July 2004 to 2,000 in<br />

March 2005. Hess was awarded the Decoration for Distinguished Civilian Service at his retirement ceremony. Throughout Mr.<br />

Hess’ 33 years <strong>of</strong> service he was involved with rebuilding Kuwait after Desert Storm, emergency management following floods in<br />

the Midwest (1995), and California (1997) and the USACE’s response to hurricanes George, Floyd and Lilli, as well as debris<br />

management following the strike on the World Trade Center Sept. 11, 2001.<br />

Capt. Stephen Bell, PE, USN<br />

Director <strong>of</strong> Facilities<br />

Navy Bureau <strong>of</strong> Medicine and Surgery<br />

Captain Stephen Bell, PE, USN reported as the Director <strong>of</strong> Facilities for the Navy Bureau <strong>of</strong> Medicine and Surgery in<br />

January 2006. From May to December 2005, Captain Bell served as the J7 Engineer for the Multi-National Security<br />

Transition Command – Iraq. He was responsible for management <strong>of</strong> a $3 billion construction program supporting<br />

standup and security transition <strong>of</strong> the Iraqi military and police, and the building <strong>of</strong> infrastructure capability within<br />

the Iraqi Defense and Interior Ministries. Capt. Bell received a bachelor <strong>of</strong> science degree in civil engineering from<br />

the University <strong>of</strong> Virginia and a masters degree in construction engineering and project management from the University <strong>of</strong> Texas<br />

at Austin. Captain Bell is a Seabee Combat Warfare Officer and Joint Specialty Officer. He is also a member <strong>of</strong> the Navy<br />

Acquisition Pr<strong>of</strong>essional Community, is a Level III Contracting Officer.<br />

Col. Kurt F. Ubbelohde, PE, USA (Ret)<br />

Corporate Director <strong>of</strong> Federal Programs<br />

LEO A DALY<br />

Col. Kurt Ubbelohde, FE, USA (Ret) is the Corporate Director <strong>of</strong> Federal Programs for LEO A DALY, an architectural,<br />

engineering, planning and interior design firm. Col. Ubbelohde joined the company following a distinguished 26year<br />

military career with the U.S. Army Corps <strong>of</strong> <strong>Engineers</strong>. His most recent assignment was as Commander and<br />

District Engineer for the Gulf Region’s Northern District in Mosul, Iraq, where he executed a construction<br />

management program totaling almost $2billion. Previously, he served as the Commander and District Engineer for<br />

the USACE’s’ Omaha District with an annual budget <strong>of</strong> $500million and a workforce <strong>of</strong> more than1200 civilian and<br />

military personnel operating in nine upper Midwest states. He has also served as the Construction Division Chief for the U.S.<br />

Army in Europe, as a Battalion Commander <strong>of</strong> USACE’s’ only Prime Power Engineer Battalion with missions worldwide, and as a<br />

Nuclear Operations Officer in the Pentagon. Col. Ubbelohde’s educational background includes a bachelor’s degree from the U.S.<br />

<strong>Military</strong> Academy at West Point, a master’s degree in physics from the University <strong>of</strong> California, San Diego, and a master’s degree<br />

in strategic studies from the U.S. Army War College.

Colonel Eric J. Wilbur, PE, REM, USAF, is the commander, 43rd Mission Support Group Pope Air Force Base,<br />

N.C. He provides leadership and direction for 1,885 personnel assigned to eight squadrons. Colonel Wilbur serves<br />

as the Emergency On-scene Commander, Base Magistrate, and wing representative for Close Watch Airlift<br />

missions. A career civil engineer, he has served in several base-level positions to include two as a squadron<br />

commander. He has also served at a MAJCOM and Unified Command Headquarters. Col. Wilbur holds a<br />

bachelor <strong>of</strong> science degree in construction engineering from Iowa State University and a master <strong>of</strong> science in<br />

engineering degree in construction systems from Arizona State University.<br />

James S. Cartner is Senior Vice President, Federal Projects Business Line, at Fluor. His responsibilities include<br />

pr<strong>of</strong>it and loss, operations, sales and marketing and all aspects <strong>of</strong> business management. Federal Projects serves all<br />

branches <strong>of</strong> the DOD, DOS, and FEMA, with a total revenue <strong>of</strong> $1.5 billion. Prior to assuming this position, Mr.<br />

Cartner served as Vice President, Iraq Operations. In his 28 years with Fluor, he has held a variety <strong>of</strong> positions<br />

including; Vice President, Operations for Fluor Power; Vice President Operations for Duke/Fluor Daniel, a joint<br />

venture responsible for execution <strong>of</strong> major Power projects worldwide; Vice President, Operations on Corporate<br />

Assignment to the CEO; and Vice President, Operations & General Management for Chemicals & Life Sciences<br />

Strategic Business Unit. Prior to joining Fluor in 1986, he worked for Celanese with various roles in research and development,<br />

James. R. “Randy” Hanchey, PE, currently serves as the Deputy Secretary for the Louisiana Department <strong>of</strong> Natural<br />

Resources (DNR). He has served in the position since 2004. As the department’s second in command, he also<br />

serves as the Secretary’s executive designee. He works closely with the state’s legislative body as well as with other<br />

state agency administrators.<br />

Mr. Hanchey retired from the U.S. Army Corps <strong>of</strong> <strong>Engineers</strong> in January 1998, after serving as a member <strong>of</strong> the<br />

Federal Senior Executive Service and in a number <strong>of</strong> high level positions including Director <strong>of</strong> Engineering and<br />

Technical Services with the Mississippi Valley Division in Vicksburg, MS, the Director <strong>of</strong> the Water Resource Support Center and<br />

the Director <strong>of</strong> the Institute for Water Resources in Washington, D.C. Mr. Hanchey was born in Louisiana where he received his<br />

undergraduate degree in civil engineering from the University <strong>of</strong> Southwestern Louisiana, and a masters degree in civil<br />

engineering from Tulane University. In addition he has completed two years <strong>of</strong> advanced studies at Stanford University.

Captain Sven E. Rodenbeck, ScD, PE, DEE, is a commissioned <strong>of</strong>ficer in the U.S. Public Health Service (PHS). Since<br />

September 1987, he has been stationed at the Agency for Toxic Substances and Disease Registry (ATSDR) performing<br />

various technical and managerial assignments. Recently, Captain Rodenbeck was also the Chief <strong>of</strong> Staff for the PHS<br />

Chief Engineer. He was the Team Leader for the ATSDR response to the World Trade Center attack and was<br />

deployed to assist with the recovery efforts after Hurricane Katrina. He received his bachelor <strong>of</strong> science degree in<br />

environmental engineering from the University <strong>of</strong> Central Florida, a master <strong>of</strong> science degree in environmental<br />

engineering from the University <strong>of</strong> Maryland, and a doctorate in environmental health from the Tulane University School <strong>of</strong><br />

Public Health and Tropical Medicine. Captain Rodenbeck is a registered pr<strong>of</strong>essional engineer in the states <strong>of</strong> Florida and<br />

Captain Paskewich is a 1981 graduate <strong>of</strong> the Coast Guard Academy earning a bachelor <strong>of</strong> science degree in naval<br />

architecture and marine engineering. Upon commissioning, he served on the USCGC HAMILTON homeported in<br />

Boston, MA as the Auxiliary Division Engineering Officer and Damage Control Assistant. In 1983, he commenced his marine<br />

Edward J. Peak, PE, is Executive Director <strong>of</strong> the Millennium Port Authority where he is responsible for planning<br />

improvements throughout Louisiana to bring container cargo to the lower Mississippi River and throughout the<br />

region. The Millennium Port Authority provides a systematic planning process to capitalize on the growing<br />

container market and coordinate projects across traditional Parish and port boundaries. Prior to that he worked for<br />

SAIC at Stennis Space Center, Mississippi leading an integrated product team developing an autonomous radio<br />

relay buoy for the Gulf <strong>of</strong> Mexico. While serving in the Coast Guard, Captain Peak was Commanding Officer <strong>of</strong> the<br />

U. S. Coast Guard Integrated Support Command in New Orleans. The 180 person unit provided a broad range <strong>of</strong> industrial,<br />

procurement, medical and personnel support to Coast Guard men and women throughout the Gulf coast from Florida through<br />

Texas. During an earlier assignment in New Orleans, Captain Peak was in charge <strong>of</strong> 6000 annual Coast Guard Search and Rescue<br />

cases in the 26 states between the Rockies and the Appalachians. During his military career he supervised all aircraft maintenance<br />

and flew Coast Guard helicopters and Falcon jets in Alaska and the Pacific Northwest, along the Gulf Coast and <strong>of</strong>f North<br />

Carolina.<br />

Mediterranean. After earning his masters and doctorate degrees at the Naval Postgraduate School, he worked at a<br />

he became an expert in environmental modeling, energy propagation through the environment, and sensitivity<br />

region that includes Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. He also is responsible for oversight<br />

and implementation <strong>of</strong> response and recovery operations for Presidentially-declared disasters in Region VI.<br />

Mr. Jones has 41 years <strong>of</strong> government experience at both state and federal levels. In 1993, he was designated<br />

Deputy Regional Director and has served as Acting Regional Director on four separate occasions. From 1983 until 1993, he<br />

worked in the FEMA Region VI Technological Hazards Branch serving as Branch Chief and Regional Assistance Committee<br />

Chairman. The branch program responsibilities included Radiological Emergency Preparedness, Radiological Defense,<br />

Rear Admiral Richard F. Barror, PhD, is the Chief Engineer <strong>of</strong> the U.S. Public Health Service (PHS) and a Senior<br />

Advisor, Office <strong>of</strong> the Commissioner, Food and Drug Administration. As Chief Engineer Officer, Rear Adm. Barror is<br />

responsible for providing leadership and coordination <strong>of</strong> PHS engineer and architect pr<strong>of</strong>essional affairs for the<br />

Office <strong>of</strong> the Surgeon General and the Department. Since 2003, Rear Adm. Barror has been a Senior Advisor in the<br />

Office <strong>of</strong> the Commissioner, Food and Drug Administration. In the Fall <strong>of</strong> 2005, Rear Adm. Barror also served as the<br />

Executive Officer for the Secretary’s Emergency Response Team (SERT) in Louisiana for the four weeks immediately following<br />

Hurricane Katrina; a month later returned to serve three more weeks as the SERT Commander.<br />

Rear Adm. Barror received a bachelor <strong>of</strong> science degree in engineering from Loyola University in 1974 and a master <strong>of</strong> science in<br />

civil engineering from Stanford University and a master’s degree in public health form John Hopkins University. He also earned<br />

a doctorate from the University <strong>of</strong> California at Davis in environmental engineering. He is a licensed civil engineer in California<br />

Daniel F. Packer is President and CEO <strong>of</strong> Entergy New Orleans Inc. He is responsible for the utility company’s<br />

electric distribution system, customer service, economic development, regulatory affairs, and governmental affairs,<br />

as well as the company’s financial performance. Packer joined Entergy in 1982 as the Waterford 3 Nuclear Plant<br />

Training Manager. He later served as Waterford’s Plant Manager, becoming the first African <strong>American</strong> in the United<br />

States to manage a nuclear plant. Under Packer’s leadership, the plant received the highest ratings in the region. He<br />

was named Entergy New Orleans President in 1996 and was named CEO <strong>of</strong> Entergy New Orleans in 1998.<br />

Packer holds a bachelors degree in business studies from Charter Oak College and a master <strong>of</strong> business administration from<br />

Brigadier General Robert Crear assumed command <strong>of</strong> the Mississippi Valley Division (MVD), Vicksburg, Miss.,<br />

June 23, 2004. He also serves as President-designee <strong>of</strong> the Mississippi River Commission (MRC). General Crear<br />

came to MVD from previous duty as Commander for the Corps’ Southwestern Division, Dallas, Texas. As MVD<br />

Commander, Crear is responsible for a $1 billion civil works program. In addition, he plays a vital role in<br />

managing the Corps water resources program in the Mississippi River Valley. The boundary <strong>of</strong> the Mississippi<br />

Valley Division extends from Canada to the Gulf <strong>of</strong> Mexico, includes portions <strong>of</strong> 12 states, and encompasses<br />

370,000 square miles. The programs and activities overseen by the MVD and MRC are conducted by district <strong>of</strong>fices located in St.<br />

Paul, Minn., Rock Island, Ill., St. Louis, Mo., Memphis, Tenn., Vicksburg, Miss., and New Orleans, La.<br />

Bill Chameides, PhD, Chief Scientist, Environmental Defense received his doctorate from Yale University. After<br />

spending 30 years in academia, most recently as regents Pr<strong>of</strong>essor and Smithgall Chair at the Georgia Institute <strong>of</strong><br />

Technology, Chamedies joined Environmental Defense in 2005. He is a member <strong>of</strong> the U.S. National Academy <strong>of</strong><br />

Walter O. Baumy, PE is the Task Force Guardian Deputy Commander responsible for planning and designing<br />

In 2003, Mr. Baumy became the New Orleans District’s Chief <strong>of</strong> Engineering Division, responsible for the<br />

engineering study, planning and design <strong>of</strong> civil works and support-for-other’s missions within the New Orleans<br />

District. He serves as the Principal Engineering Advisor to the District Commander. The Engineering Division has<br />

James W. Wright, PhD, PE, is the Chief Engineer and Director for Capital Improvements for the Naval Facilities<br />

Engineering Command (NAVFAC). He is responsible for NAVFAC’s <strong>Military</strong> Construction and Ocean Facilities<br />

Programs. Wright is the Senior Executive for design and construction engineering and facilities acquisition for<br />

Navy shore facilities and is the final technical authority for Navy on-shore facilities engineering policy, standards,<br />

and criteria. He provides overall oversight, policy and guidance, pr<strong>of</strong>essional community management, and<br />

resources for over 2500 engineering design and construction pr<strong>of</strong>essionals deployed worldwide. Prior to<br />

assuming his present position, Wright was NAVFAC’s Director for Environmental Programs. He received a bachelor’s degree in<br />

Gene F. Mesick is the Architect <strong>of</strong> the Air Force and Chief <strong>of</strong> the Built Infrastructure Division at the Headquarters<br />

Air Force Center for Environmental Excellence, Brooks City-Base, Texas. In these roles, he is responsible for<br />

establishing standards, procedures, and policy to promote design and construction excellence for the Air Force<br />

worldwide. He oversees centers <strong>of</strong> expertise in architecture, community planning, landscape architecture, interior<br />

design, sustainable design, military construction, military family housing, and Air Force medical design and<br />

construction. After several years in the private architectural practice, Mr. Mesick began his Air Force career as a<br />

staff architect with the Air Force Morale, Welfare and Recreation Agency, Randolph AFB, Texas, in 1990. Besides managing<br />

numerous military construction projects at several locations, he spearheaded the reconstruction <strong>of</strong> Homestead AFB, Florida, in<br />

the aftermath <strong>of</strong> Hurricane Andrew. Mr. Mesick holds a bachelor’s degree in architectural studies form the University <strong>of</strong> Illinois<br />

and a Master’s degree in biblical studies from the Dallas Theological Seminary.<br />

Capt. Joanne McCaffrey, USCG<br />

US Coast Guard (USCG)<br />

Captain Joanne McCaffrey is serving as the Commanding Officer <strong>of</strong> Facilities Design and Construction Center,<br />

Atlantic, in Norfolk, VA. Following graduate school Captain McCaffrey reported to Shore Maintenance<br />

Detachment Cleveland where she was a member <strong>of</strong> the Ocean Engineering Team responsible for the maintenance,<br />

design, and construction <strong>of</strong> aids to navigation in the Fifth and Ninth Coast Guard Districts. Following that<br />

assignment Captain McCaffrey was discharged from the Coast Guard for two years. She returned to active duty in<br />

1994 and reported to the Facilities Design and Construction Center in Norfolk, VA where she served as a design<br />

and construction team leader. In 1998, Captain McCaffrey was assigned as the Facilities Engineer at ISC Portsmouth. Her last<br />

assignment was as Deputy Division Chief for the Civil Engineering Division at Maintenance & Logistics Command, Atlantic.<br />

Captain McCaffrey holds a bachelor’s degree and master’s degree in ocean engineering from the Coast Guard Academy.

Michael C. Loulakis, Esq, is President <strong>of</strong> Wickwire Gavin, PC, a national law firm that specializes in the<br />

representation <strong>of</strong> domestic and international clients on construction-related matters. Since joining Wickwire Gavin in<br />

1979, Mr. Loulakis has represented clients on projects around the world in the power, telecommunications,<br />

healthcare, public facility and transportation sectors <strong>of</strong> the construction industry. He has been the lead counsel in<br />

the drafting and negotiation <strong>of</strong> design-build contracts on numerous high visibility projects around the country, as<br />

well as for projects in Mexico, Ireland, Nepal and Pakistan. He represents numerous contractors and design pr<strong>of</strong>essionals around<br />

the country by providing strategic planning, training, contract drafting and conflict resolution advice on their design-build<br />

Gary Lynn, AIA, is a Senior Vice President at 3D/I. As the company’s national practice leader for DOD marketing, he<br />

coordinates 3D/I’s efforts to win work with the Army, Navy and Air Force. He serves as the <strong>of</strong>ficer in charge on key<br />

projects for the DOD like the Air Force Dormitory Master Plan, the Army Corps <strong>of</strong> <strong>Engineers</strong> design/build contract<br />

and the Air Force Design/Build contract. Gary has worked since the 1970s in planning, design and construction. He<br />

is committed to developing and implementing customer-focused problem solving techniques. Gary is currently<br />

<strong>of</strong>ficer in charge <strong>of</strong> the Air Force Dormitory Master Plan, the Army Wellness Lodging Project, the Lackland Recruit Housing and<br />

Training Master Plan, the Air Force Design/Build Contract with AFCEE, and the Tulsa District Corps <strong>of</strong> <strong>Engineers</strong> design/build<br />

contract. He holds a bachelor’s <strong>of</strong> architecture from Kansas State University, a masters <strong>of</strong> architecture from the University <strong>of</strong><br />

Illinois, and a master’s <strong>of</strong> interdisciplinary studies from the University <strong>of</strong> Texas.<br />

Bruce S. Wilkinson, CSP, is a leadership, communication, customer service, human resources, loss prevention<br />

pr<strong>of</strong>essional keynote speaker, trainer, consultant and implementation specialist who reinforces personalized<br />

messages with humor, passion, enthusiasm and authenticity. He has degrees in both safety engineering and<br />

occupational safety and health. Mr. Wilkinson recently completed a six year term as an elected member <strong>of</strong> the<br />

National Speakers Association and he is one <strong>of</strong> fewer than 500 people worldwide to earn the prestigious Certified<br />

Speaking Pr<strong>of</strong>essional (CSP) designation. He is President and Chief Leadership Officer <strong>of</strong> Workplace Consultants<br />

Inc. / Wilkinson Seminars and Presentations and is retired after 22 years <strong>of</strong> service as a post certified reserve police <strong>of</strong>ficer with<br />

the Jefferson Parish Sheriff's Office, where he worked in patrol, emergency rescue and as a member on the police academy staff.
