2. The participant does not have to be employed with the same employer to be included as a
positive outcome for Retention (it can be with different employers). In the event that a
participant changes jobs during a Retention Quarter, the participant’s new employment
should be noted in the Notes or Follow up Comments section; and
3. Hours of work for retention: The participant does not have to be employed during the
entire quarter to be included as a positive outcome for Retention. (Even an hour’s worth
of work is counted toward retention).
Minimum number of follow up attempts:
1. As a state policy, staff must attempt to contact each participant at least five times before
considering the participant to be non-responsive, or follow up attempts to be
unsuccessful.
2. The number of attempts may be either for determining employment outcomes or retention
outcomes. Thus, a minimum five attempts must be made to first determine employment
outcome. If unsuccessful in making any contact, then no further attempts need to be
made. If the participant is determined to be employed, then a minimum five attempts
need to be made after that to detennine retention.
3. All attempts must be recorded in RAD.
4. An exception to the minimum number of attempts is if the participant is known to be
institutionalized or otherwise unavailable for contact. In this case, no further attempts are
necessary. Being out of state is not a sufficient reason to terminate follow up attempts
unless there is no means of contact.
Effective date: The procedures in this memorandum are effective immediately.
