SUBJECT: <strong>Employment</strong> <strong>and</strong> <strong>Retention</strong> Measures for SESP <strong>RAD</strong> Data Entry<br />

The purpose of this memor<strong>and</strong>um is to notify select SESP partners on important guidance<br />

received from the USDOL regarding entered employment measure <strong>and</strong> 1st <strong>and</strong> 2nd Quarter<br />

retention in the <strong>RAD</strong> system.<br />

Entered <strong>Employment</strong>:<br />

Clarification was received that there is no time limit for a participant to Enter <strong>Employment</strong>.<br />

<strong>Employment</strong> can be reported at any point upon program completion <strong>and</strong> after program<br />

completion. In <strong>RAD</strong>, you can enter entered employment data into a participant’s file if they are<br />

still active, <strong>and</strong> also after exit. Although some of the tabs become locked <strong>and</strong> data cannot be<br />

entered, the exception is the employment tab which always stays active <strong>and</strong> can be updated.<br />

<strong>Retention</strong>:<br />

1. Changing jobs<br />

It was recently brought to our attention that <strong>RAD</strong> would not allow you to enter<br />

subsequent employment information if a participant changed jobs within one quarter.<br />

Therefore, the question was raised: Do case managers show retention for a participant<br />

even though the participant has changed jobs?<br />

The response from USDOL regarding this question noted the following:<br />

1. The <strong>Retention</strong> screen becomes available one quarter after the Entered <strong>Employment</strong> <strong>and</strong><br />

asks if the participant was still employed during the quarter;


2. The participant does not have to be employed with the same employer to be included as a<br />

positive outcome for <strong>Retention</strong> (it can be with different employers). In the event that a<br />

participant changes jobs during a <strong>Retention</strong> Quarter, the participant’s new employment<br />

should be noted in the Notes or Follow up Comments section; <strong>and</strong><br />

3. Hours of work for retention: The participant does not have to be employed during the<br />

entire quarter to be included as a positive outcome for <strong>Retention</strong>. (Even an hour’s worth<br />

of work is counted toward retention).<br />

Minimum number of follow up attempts:<br />

1. As a state policy, staff must attempt to contact each participant at least five times before<br />

considering the participant to be non-responsive, or follow up attempts to be<br />

unsuccessful.<br />

2. The number of attempts may be either for determining employment outcomes or retention<br />

outcomes. Thus, a minimum five attempts must be made to first determine employment<br />

outcome. If unsuccessful in making any contact, then no further attempts need to be<br />

made. If the participant is determined to be employed, then a minimum five attempts<br />

need to be made after that to detennine retention.<br />

3. All attempts must be recorded in <strong>RAD</strong>.<br />

4. An exception to the minimum number of attempts is if the participant is known to be<br />

institutionalized or otherwise unavailable for contact. In this case, no further attempts are<br />

necessary. Being out of state is not a sufficient reason to terminate follow up attempts<br />

unless there is no means of contact.<br />

Effective date: The procedures in this memor<strong>and</strong>um are effective immediately.<br />
