Transmittal Letter Directives and Forms Catalog The Postal Service revises some handbooks and publications by issuing transmittal letters (TLs). The TL number is the latest revision. For some revisable directives, the TLs have been combined. For example, TL 4–7, 10/99, means that transmittal letters 4 through 7 were combined in the 1999 reprinting. Edition Date/Oldest Usable Date The edition date shows when the document was last issued. If the directive is nonrevisable (issued completely each time), the date of the current issue is shown. Some forms are revised with only minor changes and a previous version may still be usable. The oldest usable date column shows the oldest edition of that form that you may use. Title The title column lists the document’s complete title. It may also show the number of pages or type of document (pad, 5-part set, etc.). Stock Number The stock number (sometimes called the NSN (national stock number) or PSN (postal stock number)) is the number the Postal Service and the federal government use to stock and supply documents. This number must be used when ordering a document. Some documents do not have a stock number; in those instances, N/A is used. Where Used (for forms only) The where used column identifies the primary users of a form.
