What is Listed in This <strong>Catalog</strong><br />

Postal Service <strong>Directives</strong> (Chapter 2)<br />

<strong>Directives</strong> are documents that contain statements of policy or procedure<br />

meant to guide Headquarters, field organizations, or the public. They make<br />

available the types of information the Postal Service needs to manage for<br />

legal, contractual, <strong>and</strong> business purposes; <strong>and</strong> include h<strong>and</strong>books,<br />

headquarters circulars, kits, labels, management instructions, manuals,<br />

notices, the Postal Bulletin, posters, publications, signs, <strong>and</strong> tags.<br />

Chapter 2 lists directives numerically by document identifier. There is also a<br />

list of directives that are free to the public.<br />

Postal Service <strong>Forms</strong> (Chapter 3)<br />

Postal Service forms are documents — both printed <strong>and</strong> electronic — used<br />

for collecting, sorting, transmitting, <strong>and</strong> recording data.<br />

Chapter 3 lists all forms numerically by Postal Service Identification Number<br />

(PSIN). This catalog does not list forms designed by field units.<br />

International Documents (Chapter 4)<br />

Chapter 4 consolidates international postal documents into a list<br />

cross-referenced by Postal Service Identification Number (PSIN) <strong>and</strong><br />

Universal Postal Union number.<br />

Miscellaneous Postal Service <strong>and</strong> Non-Postal<br />

Government Documents (Chapter 5)<br />

<strong>USPS</strong> Documents<br />

Chapter 5 lists some miscellaneous Postal Service documents that are not<br />

directives such as the Comprehensive Statement on Postal Operations.<br />

Non-Postal Government Documents<br />

Chapter 5 also lists non-postal government documents that are widely used<br />

in the Postal Service. These documents usually have an identifier that shows<br />

their source, for example, IRS (Internal Revenue Service) Form 3435.<br />
