2 <strong>Service</strong> Changes<br />
21 Existing <strong>Contract</strong><br />
211 Requirements<br />
211.1 Initiation<br />
The supplier, plant manager, customer service district manager, or<br />
Administrative Official may initiate re<strong>com</strong>mendations for service changes.<br />
The Manager, Transportation <strong>Contract</strong>s, must be provided with all relevant<br />
information.<br />
211.2 Route Extensions<br />
211.21 Policy<br />
Postal <strong>Service</strong> policy is that contract delivery service extensions will be made<br />
in a timely manner. Extension will not be made until approved by the<br />
Manager, Operations Programs Support.<br />
211.22 Petitions for Extensions<br />
Submit petitions for route extensions on PS Form 4027. Extensions should<br />
serve an average of at least one new residence per mile, including retrace<br />
(new residence is defined as an address where delivery has not been<br />
established previously). Extensions are not allowed to improve existing<br />
service, or to provide door-to-door curbside service, or service over private<br />
roads, driveways, or lanes.<br />
<strong>Delivery</strong> will not be extended into cul-de-sacs unless local factors such as lot<br />
size, driveway and apron paving dimensions, and public road acceptance<br />
indicate a clear and safe line of travel. Where cul-de-sac extension is<br />
practical, establish boxes at one location in the throat of the cul-de-sac if<br />
possible based on local conditions. Otherwise, curbside boxes or authorized<br />
collection box units (CBUs) and parcel lockers approved by the Postal<br />
<strong>Service</strong> should be erected at the intersection of the cul-de-sac on the<br />
contract carrier’s existing line of travel.<br />
Each proposal must be evaluated on its individual merits. New boxes will be<br />
located on the right-hand side of the road in the direction of travel by the<br />
carrier. Curbside boxes will be clustered, if possible.<br />
