134.274 <strong>Highway</strong> <strong>Contract</strong> <strong>Routes</strong> <strong>—</strong> <strong>Contract</strong> <strong>Delivery</strong> <strong>Service</strong><br />
Mail volume counts are one criteria used in evaluating a supplier’s workload<br />
and adjusting the contract rate. It is important that these counts be accurate<br />
depending upon the individual route and circumstances involved. Other<br />
factors or alternate methods may be necessary to evaluate work hour<br />
requirements (i.e., seasonal routes or routes having extreme volume<br />
fluctuations).<br />
134.274 Copies for Supplier<br />
The Administrative Official must provide the supplier a copy of all route<br />
surveys, box counts, and mail volume counts.<br />
134.28 Vehicle Inspections<br />
134.281 Inspection Frequency<br />
The Administrative Official must inspect all vehicles to be used on the<br />
contract prior to the effective date of award or renewal and periodically<br />
during the year to ensure contract <strong>com</strong>pliance.<br />
134.282 Visual Inspection Requirements<br />
The Administrative Official makes periodic checks of the supplier’s vehicle to<br />
ensure the following:<br />
a. No mail is being left in the vehicle.<br />
b. Vehicle meets or exceeds the requirements of the contract.<br />
c. Vehicle offers adequate protection against loss or damage of the mail,<br />
including possible damage due to adverse weather conditions.<br />
d. All doors and locks work properly.<br />
e. Round trip mileage does not exceed the authorized mileage of the<br />
route. If excessive mileage frequency is shown, the reason must be<br />
determined and appropriate corrective action taken.<br />
f. Anonymous mail procedures are being followed as required, including<br />
identifying and isolating anonymous mail in the vehicle.<br />
134.29 Route Analysis<br />
134.291 Forms Used<br />
The Administrative Official analyzes the supplier’s operating data recorded<br />
on PS Form 5399, for service and economic performance.<br />
134.292 Supplier Work Area<br />
The Administrative Official periodically checks the supplier’s work area to<br />
determine:<br />
a. Is the routebook <strong>com</strong>plete and current?<br />
b. Are the entries of forwarding orders legible and <strong>com</strong>plete?<br />
c. Is PS Form 3982, Change of Address (card), being used properly?<br />
d. Is the case properly labeled?<br />
134.293 Operations Analysis<br />
The Administrative Official evaluates supplier’s operations to identify<br />
problems, takes necessary action, and passes along re<strong>com</strong>mendations to<br />
the local distribution networks office in the area for action by the Manager,<br />
Transportation <strong>Contract</strong>s.<br />
