General <strong>Contract</strong> Administration 134.242<br />

The route map, line of travel, current schedule, training workbook and all<br />

other tools necessary to promote consistent and efficient delivery are to be<br />

maintained in a three-ring route book to be kept at the contract carrier’s<br />

case, preferably in the slot designed for such in the 124-D case.<br />

134.14 Markups<br />

The Administrative Official will instruct the supplier on procedures to be<br />

followed in the forwarding and markup of mail. In those instances where<br />

central markup is available for postal personnel, it must also be made<br />

available to contract delivery suppliers. Where the Postal Automated<br />

Redirection System (PARS) has been implemented, the use of approved<br />

PARS procedures shall be required of <strong>Contract</strong> <strong>Delivery</strong> <strong>Service</strong> carriers.<br />

134.15 Reports<br />

Administrative Official prepares and maintains all regular and special reports<br />

requested by the Manager, Transportation <strong>Contract</strong>s, or District Manager,<br />

Operations Programs Support.<br />

134.2 Supervisory Responsibilities<br />

134.21 General<br />

Administrative Officials must carry out the supervisory responsibilities in<br />

134.22 through 134.29.<br />

134.22 Compliance With Regulations<br />

Ensure that mail is properly delivered to customers. The Administrative<br />

Official must be familiar with the terms of the contract and all regulations and<br />

policies pertaining to contract delivery operations, and he or she must<br />

supervise the operation efficiently in accordance with the contract<br />

regulations and policies.<br />

134.23 <strong>Service</strong> Changes<br />

Place service changes into effect only upon approval from the District,<br />

Manager Operations Programs Support (MOPS) (or designee). Postmasters<br />

may authorize additional boxes along the line of travel encouraging box<br />

clusters, wherever possible. Unless otherwise specified in the contract,<br />

suppliers receive an adjustment for an increase or decrease of 14 or more inline<br />

boxes. Therefore, an aggregate change in boxes of 14 or more must be<br />

reported immediately to the <strong>Contract</strong>ing Officer via PS Form 5454, <strong>Highway</strong><br />

<strong>Contract</strong> Route Enroute Box Change, for supplier payment adjustment.<br />

134.24 Monitoring<br />

134.241 Adhering to Schedule<br />

Ensure that suppliers report at times provided in their contracts and depart<br />

for their routes as close as possible to the published schedule.<br />

134.242 Reviewing and Certifying Performance Data<br />

Review supplier performance data daily on PS Form 5399, <strong>Contract</strong> Route<br />

Performance Record. This includes reporting time, departure time, return<br />

time, detours, and omitted service. PS Form 5399 must be certified monthly<br />

and signed by the Administrative Official or designee.<br />
