General <strong>Contract</strong> Administration 134.1<br />

131.4 <strong>Contract</strong> Pay Administration<br />

The Manager, Transportation <strong>Contract</strong>s, must take necessary actions to<br />

ensure that suppliers are <strong>com</strong>pensated properly and in a timely manner. This<br />

manager must also make appropriate deductions when the supplier fails to<br />

operate. The <strong>Contract</strong>ing Officer will issue PS Form 7440, <strong>Contract</strong> Route<br />

<strong>Service</strong> Order, to deduct pay for omitted service, in accordance with the<br />

general provisions of the contract, unless such omission is for reasons<br />

beyond the control of the supplier, such as “Acts of God,” road conditions,<br />

or instructions of authorized postal personnel.<br />

132 District Managers (or Designees)<br />

The District Manager (or designee) must:<br />

a. Approve the establishment of a contract delivery route at a Post Office<br />

not having any such service.<br />

b. Approve re<strong>com</strong>mendations to eliminate a contract delivery route by<br />

consolidation.<br />

c. Approve re<strong>com</strong>mendations to transfer territory between postal<br />

facilities.<br />

d. Approve re<strong>com</strong>mendations to relocate a contract delivery route from<br />

one Post Office to another.<br />

e. Review and concur with any proposed route changes re<strong>com</strong>mended<br />

by an Administrative Official and/or manager, PDC/F. Upon district<br />

approval, the proposals will be submitted to the Manager,<br />

Transportation <strong>Contract</strong>s, for implementation.<br />

f. Provide the necessary support for Administrative Officials charged with<br />

the responsibility of day-to-day management of contract delivery<br />

operations.<br />

133 Processing and Distribution Centers/Facilities and<br />

Postmasters<br />

Postmasters must:<br />

a. Make re<strong>com</strong>mendations for service changes through the district office.<br />

b. Ensure that accurate measuring devices are used to record <strong>Highway</strong><br />

<strong>Contract</strong> Route (HCR) miles, supplier performance, and exceptional<br />

service performed.<br />

c. Notify District Managers and the <strong>Contract</strong>ing Officer of any problems<br />

and corrective action being taken.<br />

134 Administrative Officials<br />

134.1 Administrative Responsibilities<br />

An Administrative Official is any postal official designated by the Manager,<br />

Transportation <strong>Contract</strong>s, to supervise and administer the performance of<br />

mail transportation and related services by suppliers. Generally, <strong>Contract</strong><br />

<strong>Delivery</strong> <strong>Service</strong> suppliers are administratively responsible to the postmaster<br />

at the head-out postal installation.<br />
