The selection of stakeholders who got a score equal to 3 was based on the ranking they<br />

got by rankers from the same language community. The selection of the first 12 (out of<br />

20) gave a whole sample of 67 stakeholders.<br />

1. This provisional list was s<strong>en</strong>t to two last persons who have a sound<br />

knowledge of the stakeholders working in the GP and political field. They<br />

suggested a few other names and two stakeholders were further added.<br />

2. The researchers also s<strong>en</strong>t a letter to the INAMI/RIZIV, the Public Health<br />

Federal Service and the Sickness funds to inform them about the survey<br />

and to ask for possible additional names.<br />

3. Each stakeholder was asked during his/her interview to suggest other<br />

names as in classical snowball sampling 215. The interviewee could<br />

recomm<strong>en</strong>d a maximum of three persons in each group of stakeholders<br />

216: policymakers, unions, universities, media and sickness funds (this last<br />

group has be<strong>en</strong> tak<strong>en</strong> apart from the policymakers because they do not<br />

have the same status as policymakers).<br />

4. This last procedure allowed to check the validity of the list and to select<br />

new stakeholders who were not m<strong>en</strong>tioned beforehand but were cited by<br />

several interviewed persons.<br />

6.4.3 Sample size, stratification and participation rate<br />

Six from the 78 stakeholders contacted refused to participate either due to a lack of<br />

time or for private reasons. One person did not completely fill the questionnaire and<br />

was not tak<strong>en</strong> into account. The remaining 71 stakeholders were stratified as follows:<br />

The initial protocol of this project planned to interview 70 stakeholders from the first 4<br />

groups. Moreover, the protocol included interviews of 30 GPs to focus on the most<br />

interested group on the field. This sample size had be<strong>en</strong> defined according to logistical<br />

constraints and previous stakeholder survey sampling 198 , 217 , 218 , 219 , 220 .<br />

Those GPs have be<strong>en</strong> selected according to their status (presid<strong>en</strong>t of GP’s circles<br />

and/or training supervisors), their g<strong>en</strong>der and their language (reflecting their location -<br />

North or South-). A balance betwe<strong>en</strong> those elem<strong>en</strong>ts has be<strong>en</strong> reached.<br />

Thirty-eight GPs (n=38) were contacted. Sev<strong>en</strong> (n=7) refused to participate either for a<br />

lack of time or for private reasons. The characteristics of the 31 interviewed GPs are<br />

the following:
