Patient-specific education resources. Enable<br />
a user to electronically identify and provide<br />
patient-specific education resources<br />
according to, at a minimum, the data<br />
elements included in the patient’s: problem<br />
list; medication list; and laboratory test<br />
results; as well as provide such resources to<br />
the patient.<br />
Comments. The <strong>Department</strong> received many comments, including comments from<br />
both the HIT Policy Committee and MedPAC, that this capability should be included<br />
among the <strong>certification</strong> criteria for Certified EHR Technology, to enable eligible<br />
pr<strong>of</strong>essionals and eligible hospitals to achieve meaningful use. Commenters indicated<br />
that the availability <strong>of</strong> education resources that could be linked to EHR technology is<br />
widely available.<br />
Response. We agree that this capability should be included as a <strong>certification</strong><br />
criterion for a Complete EHR or EHR Module designed for an ambulatory or inpatient<br />
setting. Accordingly, we have included this <strong>certification</strong> criterion in the general<br />
<strong>certification</strong> section. We clarify that we do not specify how Certified EHR Technology<br />
must be used to provide such resources to a patient. That is, such resources could be<br />
printed out, faxed, or emailed.<br />
Automated Calculation <strong>of</strong> Percentage-based Meaningful Use Measures<br />
While the Interim Final Rule only expressly provided for the calculation <strong>of</strong> BMI<br />
and the calculation and electronic display <strong>of</strong> certain quality measures, the <strong>Department</strong>’s<br />
operating assumption in the Interim Final Rule was that Certified EHR Technology<br />
would provide for the automated calculation <strong>of</strong> meaningful use Stage 1 measures. The<br />
Medicare and Medicaid EHR Incentive Programs proposed rule for instance stated that
