Response. Consistent with the changes we have made to the other <strong>certification</strong><br />
criterion, we have included the word “modify.”<br />

Comments. A few commenters suggested the use <strong>of</strong> SNOMED-CT® and UCUM<br />
Response. We do not believe that the industry and public health departments are<br />
currently able to support the use <strong>of</strong> SNOMED-CT® and UCUM for reporting on a<br />
widespread basis.<br />
d. Adoption and Realignment <strong>of</strong> Certification Criteria to Support the Final Requirements<br />
for Meaningful Use Stage 1.<br />
In the Interim Final Rule, we noted that the Secretary was adopting an initial set<br />
<strong>of</strong> standards, implementation specifications, and <strong>certification</strong> criteria to “establish the<br />
capabilities and related standards that certified electronic health record (EHR) technology<br />
will need to include in order to, at a minimum, support the achievement <strong>of</strong> the proposed<br />
meaningful use Stage 1.” We also noted that the reason we routinely referred to eligible<br />
pr<strong>of</strong>essionals and eligible hospitals in the Interim Final Rule was “because we have<br />
closely aligned the initial set <strong>of</strong> standards, implementation specifications, and<br />
<strong>certification</strong> criteria adopted by this rule to focus on the capabilities that Certified EHR<br />
Technology must be able to provide in order to support the achievement <strong>of</strong> the proposed<br />
criteria for meaningful use Stage 1 by eligible pr<strong>of</strong>essionals and eligible hospitals under<br />
the Medicare and Medicaid EHR Incentive Programs.” In this regard, and as many<br />
