We clarify for commenters that the standard we have adopted is a functional<br />

standard that enables the use <strong>of</strong> any source vocabulary that is included within RxNorm.<br />

Consequently, any one <strong>of</strong> these “source vocabularies” identified by NLM may be used, or<br />

any other source vocabulary successfully included within RxNorm.<br />

Comments. A few commenters stated c<strong>onc</strong>erns about this <strong>certification</strong> criterion<br />

causing two different workflows because <strong>of</strong> the restrictions placed on the electronic<br />

prescribing <strong>of</strong> controlled substances.<br />

Response. The Drug Enforcement Agency has since published an interim <strong>final</strong><br />

rule (75 FR 16236) on the requirements related to the electronic prescribing <strong>of</strong> controlled<br />

substances. At the present time, we do not require as a condition <strong>of</strong> <strong>certification</strong> for<br />

Complete EHRs and EHR Modules that they be capable <strong>of</strong> enabling compliance with the<br />

current DEA provisions for the electronic prescribing <strong>of</strong> controlled substances.<br />
