Finally, in considering public comments on the Interim Final Rule, we analyzed<br />

whether we had structured the regulation text in an optimal and understandable manner.<br />

For several provisions, we received comments requesting additional clarification and we<br />

felt that the original regulatory structure contributed to the commenters’ confusion.<br />

Because <strong>of</strong> those comments and in an effort to better structure the regulation text for<br />

future revisions, we have revised the structure c<strong>onc</strong>eptually to group content exchange<br />

standards and associated implementation specifications and vocabulary standards, and<br />

separated them into different sections. In line with this “c<strong>onc</strong>eptual” restructuring, we<br />

have determined that specifying how a Complete EHR or EHR Module must comply<br />

with an adopted standard should be solely reflected in the <strong>certification</strong> criteria. As a<br />

result, several <strong>certification</strong> criteria have been revised to more clearly reflect how a<br />

Complete EHR or EHR Module must comply with adopted standards and, where<br />

applicable, the relevant adopted implementation specifications.<br />
