Technical Bid<br />

1. Proposal<br />

This proposal (EOl) envisages calling consu lta nts/organizations for conducting<br />

Area Specific Survey for preparing Action Plan for proper disposal of Marble<br />

slurry by <strong>lndustrial</strong> units of Ajmer, Udaipur, Rajsam<strong>and</strong>, Kota, Chittorgarh,<br />

Jodhpur, Jalore <strong>and</strong> Sirohi districts.<br />

2. Description of Work<br />

l. Background<br />

<strong>Rajasthan</strong> is famous for its marble deposits. There are around 4000 marble mines<br />

<strong>and</strong> about 1100 marble cutters in medium sector spread over the 16 districts of<br />

<strong>Rajasthan</strong>. Marble slurry is generated as a by-product during cutting of marble.<br />

The waste is approximately in the range of 20% of the total marble h<strong>and</strong>led. The<br />

amount of marble slurry generated in <strong>Rajasthan</strong> every year is very substantial<br />

being in the range of 5-6 million tonnes.<br />

The marble cutting industries are dumping the marble slurry in any nearby pit or<br />

vacant spaces, near their unit although notified areas have been marked for<br />

dumping. This leads to serious environmental <strong>and</strong> dust pollution <strong>and</strong> occupation<br />

ofvast area of l<strong>and</strong> especially after the slurry dries up. This also contaminates the<br />

underground water reserves.<br />

Similarly, makeover process of raw stone found from mines to usable high value<br />

products involves generation of power stone slurry. The huge amount of stone<br />

debris produced is normally dumped near the stone mines forming large number<br />

of artificial i.e. Ramganj-M<strong>and</strong>i area producing Kota stone.<br />

Since, early 1980 the Government of lndia is planning so many initiatives to<br />

encourage economical viable management of slurry waste management. Still<br />

these problems are existing in some of the cities of <strong>Rajasthan</strong>, namely<br />

Rajsam<strong>and</strong>, Udaipur, Chittorgarh, Kishangarh, Kota, Jodhpur, Jalore & Sirohi<br />

district etc. ln these cities lot of Marble/stone slurry is produced <strong>and</strong> discharged<br />

in an unplanned way, which is not only a threat to nearby environment but have<br />

very adverse effect on human health.<br />

Il. Need of Study<br />

Slurry from processing dimensional stones such as marble, granite <strong>and</strong> kota stone<br />

is generated in areas like Rajsam<strong>and</strong>, Kishangarh, Udaipur, Chittorgarh, Kota,<br />

Sirohi, Jodhpur <strong>and</strong> Jalore districts. The marble <strong>and</strong> kota stone are lime stone by


their chemical cha racteristics. The marble <strong>and</strong> kota stone varies in chemical<br />

composition from quarry to quarry <strong>and</strong> area to area. The slurry generated during<br />

cutting of these stones has moisture content more than 300%.<br />

This slurry is having environmental threat due to the reason that their bed is<br />

fairly impervious. This slurry when dry becomes mass of fine powder <strong>and</strong> carried<br />

by wind <strong>and</strong> is spread in the surrounding field. This reduces the permeabillty of<br />

soil <strong>and</strong> agricultural potential.<br />

The various options studied so far for its disposal are as under:<br />

i. Converting into building blocks<br />

ii. Using as sub base material in road construction<br />

iii. Using it as raw material in cement production<br />

iv. Chemical conversion to lime<br />

lll. Extent of Project Area<br />

Sustainable Marble Slurry Waste Management <strong>and</strong> disposal plan will be prepared<br />

for industrial areas of eight districts:<br />

i. Rajsam<strong>and</strong><br />

ii. Ajmer<br />

iii. Udaipur<br />

iv. Chittorgarh<br />

v. Kota<br />

vi. Sirohi<br />

vii. Jodhpur<br />

viii. Jalore<br />

lV. Objective<br />

The main objective of sustainable Marble Slurry Waste Management <strong>and</strong><br />

Disposal is to improve the quality of life <strong>and</strong> to protect the nearby environment<br />

in general <strong>and</strong> public health In particular.<br />

3. ELIGIBITITY AND qUALIFICATION REQUIREMENTS<br />

3.1 The EOI is open to all eligible consultants (bidder) as per invitation of Bid,<br />

a. The bidder should have at least 3 years experience of working in the field of<br />

environmental engineering.<br />

b. The bidder should have an experience in preparing detailed project report<br />

(DPR) for an engineering project for Government of lndia/<strong>State</strong> <strong>lndustrial</strong><br />

detailed project report during the last three years having consultancy<br />

charges of Rs. 30 lacs or more.<br />

The bidder in the same name <strong>and</strong> style should have achieved a financial<br />

turnover of Rs. 100.00 lacs during any one of the last three financial years<br />

(2009 -2010, 20 r0 -20 rt, 20tt- t2l.<br />

identification of present disposal method, stakeholder consultation study of<br />

various option for lts end use, economic analysis of various options, cost<br />

estimation, project structuring <strong>and</strong> implementation framework.<br />

c) Final Report<br />

Waste Management plan after incorporating all suggestions <strong>and</strong><br />

recom mend ations.<br />

lV. Terms <strong>and</strong> Conditions<br />

L. The Consultant is expected to^fave visited the site of work personally <strong>and</strong><br />

acquainted himself in respect/tKd scope of work <strong>and</strong> other relevant information<br />

related to the work before tendering for the work.<br />

2. The consultant shall bear all cost associated with the preparation <strong>and</strong> submission<br />

of the bid including any site visit <strong>and</strong> collection of data made for this purpose.<br />

3. All prices to be quoted by the bidders shall be inclusive of all taxes, duties, levies<br />

etc.<br />

4. Bid shall remain valid <strong>and</strong> open for acceptance for a period of 70 days after the<br />

date of Financial Bid opening.<br />

5. The tender rates must be legibly written in both figures <strong>and</strong> in words. Overwriting<br />

of the rates will not be entertained.<br />

5. All tender documents should be complete in all respect <strong>and</strong> bidders must return<br />

the documents containing detailed terms <strong>and</strong> conditions duly signed on each<br />

page.<br />

7. The work is to be completely finished to the satisfaction of the Engineer ln-Charge<br />

within ninety days from the date of written order to commence the work.<br />

8. The corporation reserves the right to accept/reject any or all of the tenders<br />

without assigning any reason what so ever <strong>and</strong> its decision will be final.<br />

9. No conditional offer will be accepted.<br />

10. Price quoted should be firm <strong>and</strong> without any escalation clause.<br />

L7. lt will be responsibility of the bidders to provide deploy any machinery/<br />

equipment/ instrument which may be required for the purpose of the job.<br />

12. ln case the agency/bidder(s) fails to do the above work at any stage then all<br />

amount released by the Corporation shall be recovered from the agency / bidders<br />

with forfeiting earnest money/ performance guarantee amount..<br />

13. Alternative bids will not be considered.<br />

14. All the conditions of the bid shall be accepted by the bidder.<br />

15. Also the clauses such as agreement, force majeure paying authority etc. as per<br />

general conditions of contract of Corporation shall be accepted.<br />

L6. The scope of work can be increased or decreased at the discretion of the<br />

Corporation.<br />

17. Bid documents are not transferable. Bids received from bidders in whose name<br />

the bid documents have been issued only shall be considered.<br />

18. The bidder shall submit an authorisation letter mentioning the name of its<br />

representative alongwith its attested signature for participation in the bid.<br />

2. Description of Work<br />

Background<br />

Dyes are extensively used in the textile industry. Due to high concentration of<br />

organics in the effluents <strong>and</strong> higher stability of modern synthetic dyes, their<br />

discharges into rivers are harmful. The textile dyeing <strong>and</strong> printing industry has<br />

been recognized as one of the most polluting industry in lndia causing the<br />

pollution of the water environment. The effluent of textile dyeing <strong>and</strong> printing<br />

industries contains high COD <strong>and</strong> colour. lt is observed that, the pollution<br />

potential of the printing industries is negligible as compared to that of textile<br />

dyeing industries.<br />

Environmental problems being encountered in Balotara, Bhilwara <strong>and</strong><br />

Sanganer etc are quite similar. Most of textile process related industries are<br />

located in the industrial complexes. All these industrial areas came to<br />

existence in nineteen seventies. lnitially industrial activity was quite low <strong>and</strong><br />

therefore polluted water discharged by them was not considered as an<br />

environmental threat. Also environmental awareness was quite low at that<br />

time. All these industrial areas have grown at a rapid pace <strong>and</strong> as a result the<br />

effluent discharged by them has become a severe environmental concern.<br />

Several Effluent Treatment Plants (ETPs) <strong>and</strong> Common Effluent Treatment<br />

plants (CETPs) have been installed in these industrial areas eventually with the<br />

several initiatives <strong>and</strong> incentives of Government, both <strong>State</strong> <strong>and</strong> Central, as<br />

well as with co-operation of local industrialists, still the environmental<br />

pollution caused by effluent discharged by units located in these areas is quite<br />

substantial <strong>and</strong> warrant an immediate attention. polluted effluent discharged<br />

from these areas is adversely affecting the farmers located on the<br />

downstream side, as evident from agitation by local farmers, who in some<br />

cases have resorted to legal action also.<br />

There have been several studies, carried out periodically, to study the<br />

pollution related problems <strong>and</strong> suggest suitable solutions. These studies have<br />

been initiated by Govt. agencies as well as by the associations/trusts of these<br />

industrialists. Based on recommendations of these studies, some common


effluent treatment plants have been established, as well as improvements in<br />

conveyance system have been carried out. All these measures at best can be<br />

described as ad-hoc solutions only. All these studies presented solutions to<br />

. the then existing pollution problems only, by way of increasing capacity of<br />

conveyance system <strong>and</strong> putting up of CETP. What is needed is an integrated<br />

approach leading to sustainable development which can be achieved by<br />

conserving the water through water recycling, adoption of waste<br />

minimization <strong>and</strong> other environmental friendly measures.<br />

ll. Objective<br />

The main objective of lntegrated <strong>lndustrial</strong> Wastewater Management plan<br />

(llWMP) is to improve the quality of life <strong>and</strong> to protect the nearby<br />

environment in general <strong>and</strong> public health in particular.<br />

lll. Extent of Project Area<br />

lntegrated Wastewater Management Plan (llWM P) will be prepared for textile<br />

dyeing <strong>and</strong> printing industries units of Bhilwara, Balotara, Sanganer, Bithuja &<br />

Jasol ind ustria I areas.<br />

ll. Final Outputs<br />

Following output shall be furnished by the consultant:<br />

a) lnception Report<br />

Brief description of purpose of the plan, methodology, background of the<br />

project area, physical condition of project area, existing waste water<br />

management system <strong>and</strong> further work plan.<br />

b) Draft Report<br />

' Shortcoming in the dxisting system; ldentification, quality <strong>and</strong> quantification<br />

of waste generation sources; survey, recommendations for solution (the<br />

Plan), costing & estimation <strong>and</strong> implementation framework.


c) Final Report<br />

Waste water Management plan after incorporating all suggestions <strong>and</strong><br />

recom me nd ations.<br />

lll. Schedule of Completion of Tasks<br />

The followins schedule is to be reckoned from the date of award award.<br />

lV. Payment Schedule<br />

Consultancy Fee for services would be as per enclosed Financial proposal <strong>and</strong><br />

shall be paid as follows:<br />

> 25% on submission of lnception Report<br />

> 50% on submission of Draft Report<br />

> 25% on submission of Final Report<br />

V. Terms <strong>and</strong> Conditions<br />

1. The Consultant is expected to have visited the site of work personally <strong>and</strong><br />

acquainted himself in respect the scope of work <strong>and</strong> other relevant information<br />

related to the work before tendering for the work.<br />

2. The consultant shall bear all cost associated with the preparation <strong>and</strong> submission<br />

of the bld including any site visit <strong>and</strong> collection of data made for this purpose.<br />

3. All prices to be quoted by the bidders shall be inclusive of all taxes, duties, levies<br />

etc.<br />

4. Bid shall remain valid <strong>and</strong> open for acceptance for a period of 70 days after the<br />

date of Financial Bid opening.<br />

5. The tender rates must be legibly written in both figures <strong>and</strong> in words. Overwriting<br />

of the rates will not be entertained.<br />

6. All tender documents should be complete in all respect <strong>and</strong> bidders must return<br />

the documents containing detailed terms <strong>and</strong> conditions duly signed on each<br />

page.<br />

7. The work is to be completely finished to the satisfaction of the Engineer tn-Charge<br />

within ninety days from the date of written order to commence the work.<br />

8. The corporation reserves the right to accept/reject any or all of the tenders<br />

without assigning any reason what so ever <strong>and</strong> its decision will be final.<br />

9. No conditional offer will be accepted.<br />

L0. Price quoted should be firm <strong>and</strong> without any escalation clause.<br />

L1.. lt will be responsibility of the bidders to provide deploy any machinery/<br />

equipment/ instrument which may be required for the purpose of the job.<br />

L2. ln.case the agency/bidder(s) fails to do the above work at any stage then all<br />

amount released by the Corporation shall be recovered from the agency / bidders<br />

with forfeiting earnest money/ performance guarantee amount..<br />

L3. Alternative bids will not be considered.<br />

14. AII the conditions ofthe bid shall be accepted by the bidder.<br />

15. Also the clauses such as agreement, force majeure paying authority etc. as per<br />

general conditions of contract of Corporation shall be accepted.<br />

16. The scope of work can be increased or decreased at the discretion of the<br />

Corporation.<br />

17. Bid documents are not transferable. Bids received from bidders in whose name<br />

the bid documents have been issued only shall be considered.<br />

18. The bidder shall submit an authorisation letter mentioning the name of its<br />

representative alongwith its attested signature for participation in the bid.<br />

19. The tender/bids containing any concealment of any information or wrong<br />

information will be liable to be rejected also liable to be debarred from tendering<br />

works in the Corporation for a specific period Signed<br />
