Technical Bid
1. Proposal
This proposal (EOl) envisages calling consu lta nts/organizations for conducting
Area Specific Survey for preparing Action Plan for proper disposal of Marble
slurry by lndustrial units of Ajmer, Udaipur, Rajsamand, Kota, Chittorgarh,
Jodhpur, Jalore and Sirohi districts.
2. Description of Work
l. Background
Rajasthan is famous for its marble deposits. There are around 4000 marble mines
and about 1100 marble cutters in medium sector spread over the 16 districts of
Rajasthan. Marble slurry is generated as a by-product during cutting of marble.
The waste is approximately in the range of 20% of the total marble handled. The
amount of marble slurry generated in Rajasthan every year is very substantial
being in the range of 5-6 million tonnes.
The marble cutting industries are dumping the marble slurry in any nearby pit or
vacant spaces, near their unit although notified areas have been marked for
dumping. This leads to serious environmental and dust pollution and occupation
ofvast area of land especially after the slurry dries up. This also contaminates the
underground water reserves.
Similarly, makeover process of raw stone found from mines to usable high value
products involves generation of power stone slurry. The huge amount of stone
debris produced is normally dumped near the stone mines forming large number
of artificial i.e. Ramganj-Mandi area producing Kota stone.
Since, early 1980 the Government of lndia is planning so many initiatives to
encourage economical viable management of slurry waste management. Still
these problems are existing in some of the cities of Rajasthan, namely
Rajsamand, Udaipur, Chittorgarh, Kishangarh, Kota, Jodhpur, Jalore & Sirohi
district etc. ln these cities lot of Marble/stone slurry is produced and discharged
in an unplanned way, which is not only a threat to nearby environment but have
very adverse effect on human health.
Il. Need of Study
Slurry from processing dimensional stones such as marble, granite and kota stone
is generated in areas like Rajsamand, Kishangarh, Udaipur, Chittorgarh, Kota,
Sirohi, Jodhpur and Jalore districts. The marble and kota stone are lime stone by

their chemical cha racteristics. The marble and kota stone varies in chemical
composition from quarry to quarry and area to area. The slurry generated during
cutting of these stones has moisture content more than 300%.
This slurry is having environmental threat due to the reason that their bed is
fairly impervious. This slurry when dry becomes mass of fine powder and carried
by wind and is spread in the surrounding field. This reduces the permeabillty of
soil and agricultural potential.
The various options studied so far for its disposal are as under:
i. Converting into building blocks
ii. Using as sub base material in road construction
iii. Using it as raw material in cement production
iv. Chemical conversion to lime

Sustainable Marble Slurry Waste Management and disposal plan will be prepared
for industrial areas of eight districts:

lV. Objective
The main objective of sustainable Marble Slurry Waste Management and
Disposal is to improve the quality of life and to protect the nearby environment
in general and public health In particular.
3. ELIGIBITITY AND qUALIFICATION REQUIREMENTS
3.1 The EOI is open to all eligible consultants (bidder) as per invitation of Bid,

environmental engineering.
b. The bidder should have an experience in preparing detailed project report
(DPR) for an engineering project for Government of lndia/State lndustrial

and/or MoEF/World Bank/ADB financed projects.
The bidder must have satisfactorily completed and submitted at least one
detailed project report during the last three years having consultancy
charges of Rs. 30 lacs or more.
The bidder in the same name and style should have achieved a financial
turnover of Rs. 100.00 lacs during any one of the last three financial years
(2009 -2010, 20 r0 -20 rt, 20tt- t2l.

Waste Management plan after incorporating all suggestions and
recom mend ations.

lV. Terms and Conditions
L. The Consultant is expected to^fave visited the site of work personally and
acquainted himself in respect/tKd scope of work and other relevant information
related to the work before tendering for the work.
2. The consultant shall bear all cost associated with the preparation and submission
of the bid including any site visit and collection of data made for this purpose.
3. All prices to be quoted by the bidders shall be inclusive of all taxes, duties, levies
etc.
4. Bid shall remain valid and open for acceptance for a period of 70 days after the
date of Financial Bid opening.
5. The tender rates must be legibly written in both figures and in words. Overwriting
of the rates will not be entertained.
5. All tender documents should be complete in all respect and bidders must return
the documents containing detailed terms and conditions duly signed on each
page.
7. The work is to be completely finished to the satisfaction of the Engineer ln-Charge
within ninety days from the date of written order to commence the work.
8. The corporation reserves the right to accept/reject any or all of the tenders
without assigning any reason what so ever and its decision will be final.
9. No conditional offer will be accepted.
10. Price quoted should be firm and without any escalation clause.
L7. lt will be responsibility of the bidders to provide deploy any machinery/
equipment/ instrument which may be required for the purpose of the job.
12. ln case the agency/bidder(s) fails to do the above work at any stage then all
amount released by the Corporation shall be recovered from the agency / bidders
with forfeiting earnest money/ performance guarantee amount..
13. Alternative bids will not be considered.
14. All the conditions of the bid shall be accepted by the bidder.
15. Also the clauses such as agreement, force majeure paying authority etc. as per
general conditions of contract of Corporation shall be accepted.
L6. The scope of work can be increased or decreased at the discretion of the
Corporation.
17. Bid documents are not transferable. Bids received from bidders in whose name
the bid documents have been issued only shall be considered.
18. The bidder shall submit an authorisation letter mentioning the name of its
representative alongwith its attested signature for participation in the bid.

2. Description of Work
Background
Dyes are extensively used in the textile industry. Due to high concentration of
organics in the effluents and higher stability of modern synthetic dyes, their
discharges into rivers are harmful. The textile dyeing and printing industry has
been recognized as one of the most polluting industry in lndia causing the
pollution of the water environment. The effluent of textile dyeing and printing
industries contains high COD and colour. lt is observed that, the pollution
potential of the printing industries is negligible as compared to that of textile
dyeing industries.
Environmental problems being encountered in Balotara, Bhilwara and
Sanganer etc are quite similar. Most of textile process related industries are
located in the industrial complexes. All these industrial areas came to
existence in nineteen seventies. lnitially industrial activity was quite low and
therefore polluted water discharged by them was not considered as an
environmental threat. Also environmental awareness was quite low at that
time. All these industrial areas have grown at a rapid pace and as a result the
effluent discharged by them has become a severe environmental concern.
Several Effluent Treatment Plants (ETPs) and Common Effluent Treatment
plants (CETPs) have been installed in these industrial areas eventually with the
several initiatives and incentives of Government, both State and Central, as
well as with co-operation of local industrialists, still the environmental
pollution caused by effluent discharged by units located in these areas is quite
substantial and warrant an immediate attention. polluted effluent discharged
from these areas is adversely affecting the farmers located on the
downstream side, as evident from agitation by local farmers, who in some
cases have resorted to legal action also.
There have been several studies, carried out periodically, to study the
pollution related problems and suggest suitable solutions. These studies have
been initiated by Govt. agencies as well as by the associations/trusts of these
industrialists. Based on recommendations of these studies, some common

effluent treatment plants have been established, as well as improvements in
conveyance system have been carried out. All these measures at best can be
described as ad-hoc solutions only. All these studies presented solutions to
. the then existing pollution problems only, by way of increasing capacity of
conveyance system and putting up of CETP. What is needed is an integrated
approach leading to sustainable development which can be achieved by
conserving the water through water recycling, adoption of waste
minimization and other environmental friendly measures.
ll. Objective
The main objective of lntegrated lndustrial Wastewater Management plan
(llWMP) is to improve the quality of life and to protect the nearby
environment in general and public health in particular.
lll. Extent of Project Area
lntegrated Wastewater Management Plan (llWM P) will be prepared for textile
