Order
RIICO has framed "Vocational Qualification Assistance Scheme" for the
words of Affected Land Owners of RIICO Industrial Areas.
The objectives of this scheme will be to provide financial assistance for
community welfare projects in the villages affected by new industries with
a view to ensure a linkage between the developments of the local
community with the process of industrialization. While acquiring the land
for these areas, RIICO contributes @ 1% of the compensation to Skill
Development Fund (SDF) meant for developing employable skills among the
words of affected land owner families. The fund is growing with the regular
acquisition of land by RIICO. This fund is to be utilized for the welfare of
affected land owner families through Skill Development/ Training.
To scrutinize and approve/reject the applications for disbursement of
assistance to the candidates the following committee is constituted :-
1. Any representative officer nominated by
the District Collector, not below the rank of
SDM/SDO - Chairman
2. General Manager/DIO of DIC - Member
3. In charge of RIICO Unit - Member Secretary
The Terms of Reference of the Committee shall be:-
1. The Committee may fix any day/date for a meeting, once in a
month to consider the applications received. The Member
Secretary will be responsible for ascertaining the authenticity of
the candidate through the records available at the Unit and
organize the meetings and issue minutes of the meeting.
2. The office of RIICO unit will reimburse the assistance to all the

candidates by way of Account Payee Cheque or direct transfer to
the applicant's accounts, within a week after the approval by the
Committee.
3. The Office of RIICO Unit will maintain a register having colums as
mentioned at Annex-A to keep records of all applications received
and financial assistance disbursed.

Dear Sir,
Kindly refer to your above mentioned letter whereby the RIICO has
framed " Vocational Qualification Assistance Scheme" for the wards of
Affected Land Owners of RIICO Areas. The following Scheme/Draft has been
approved by Compitant Authority.
1 Name of Scheme The Scheme will be known as "Vocational
Qualification Assistance Scheme" for the Wards
of Affected Land Owners of RIICO Industrial
Areas.
2 Introduction/ RIICO has established 323 Industrial Areas so far
Background in the state and is continuing to establish more
such Industrial Areas. While acquiring the land
for these areas, RIICO and the Industrial
Associations contribute @ 1% of the land cost to
Skill Development Fund (SDF) meant for
developing employable skills among the wards of
affected land owner families. The fund is
growing with the regular acquisition of land by
RIICO. This fund is to be utilized for the welfare
of affected land owner families through Skill
Development / Training.
3 Objectives The objective of the Scheme is as under:
• To assist the wards of affected land owner

leading to enhancement of their employable
skills.
• To enhance employment opportunities of the
wards.
• To uplift the social status of these families.
4 Scope of the Scheme The Scope of the Scheme lies in the fact that it
has benefits not only for the affected families of
land owners, but also for the Industries set up in
the RIICO Industrial Area or nearby areas. The
benefits can be sum up as follows:
Benefits for Families of Land Owner:
• The Scheme is open for the wards having
qualification as low as 5th Pass to 12th Pass or
having even higher qualifications.
• The Scheme can extend support to the wards
of affected land owner families, who wish to
acquire vocational qualification and have got
admission in that.
• The Scheme is open for both the genders, i.e
Male/Female.
• The Scheme is open for all categories
irrespective of any cast and creed.
• After acquiring the employable skills, the
wards may get job in any Industry running in
local RIICO Industrial Area or any nearby
areas, thus will be helpful in reducing
migration of youth away from their families.
• The Financial and Social status of affected
land owner families will improve.

SCHEME
• The Scheme will be helpful in bringing
prosperity and dignity in the life of affected
land owner families.
• It will help in reviving the diminishing family
bondage in the Society.
Benefits for the Industries:
• All Manufacturing and Service Sector
Industries will be able to hire locally available
trained manpower, thus fulfilling or reducing
their manpower needs to some extent.
• The attrition rate will reduce and thus
Industries will be able to retain experienced
manpower with them.
• The efficiency level of Industries will improve
and they will be able to maintain quality
standards of their products.
5 Eligibility of Any Son/Daughter/Grand Son/Grand Daughter
Candidates of the Land Owner, who has got admission in any
of the Institution/Vocational Qualification
mentioned below during the current financial
year, i.e 2012-13 or will get admission in
following years, will be eligible to get benefit
under the Scheme. However, the Scheme will be
limited to maximum two candidates belonging to
an affected land owner family and for acquiring
any one Vocational Qualification only, by each of
them.
Age of Candidate: 16-35 Years
6 Coverage: Vocational The Scheme will be implemented for all the
Qualifications, following Vocational Qualifications, which may

• All Short term Skill Development Certificate
Courses of not less than 240 hrs. duration
sponsored by Rajasthan Skill and Livelihoods
Development Corporation (RSLDC).
• All Online IT related Courses of not less than
75 hrs duration, run by Rajasthan Knowledge
Corporation Limited (RKCL).
• All Certificate Courses of 6 months/ 1 Year/ 2
Year duration run by Government Industrial
Training Institutes (Govt. ITI) including
Courses offered under Self Financing Scheme.
• All Diploma Courses of 2-3 Years duration run
by Government Polytechnics and Government
Management Institutes.
• All Degree Courses of 3-4 years duration
offered by Government Engineering Colleges
and Government Management Institutes.
• All Vocational Courses offered by Rajasthan
Tourism Development Corporation(RTDC),
I n d i a n T o u r i s m D e v e l o p m e n t
Corporation(ITDC), State / Central
Government run Hotel Management
Institutes/Medical Institutes/Pharma
Institutes in the state.
• All Vocational Correspondence Courses
offered by Vardhman Mahaveer open
University(VMOU), Kota and Indira Gandhi
National Open University(IGNOU) and
National School of Open Schooling(NIOS), New
Delhi through the Institutions in the State.
• All Vocational Courses offered by Institutions
established and run by Corporates in the

7 Date of Start 01st December, 2012
of the Scheme
SCHEME
• All Vocational Courses offered by other
Institutions set up by State/Central
Government in the State.
• All Engineering/IT related courses offered by
Government Universities and their Colleges.
8 Duration of Scheme Not fixed, till further notification.
The Scheme will continue on a regular basis for
all the affected land owner families of all RIICO
Industrial areas in the state.
9 Scheme Rajasthan State Industrial Development &
implementing AgencyInvestment Corporation Ltd. (RIICO) through all
its Units.
10 Assistance under 90% of Tuition Fee and Hostel Fee including
the Scheme lodging and boarding will be reimbursed for
completing the full course/qualification within
the stipulated/prescribed duration of the
course, under the Scheme on submission of
prescribed application form by the candidate,
along with required documents/proof, to the
office of concerned RIICO Unit, which has
acquired the land from the land owner.
The Application forms will be available in all the
offices of RIICO Unit Free of Cost.
11 Implementation • The office of RIICO Unit will publicize the
of the Scheme Scheme by way of advertisement in local news
p a p e r / d i s t r i b u t i o n o f p a m p h l e t s /
advertisement through public address system
etc.

SCHEME
• The office will made available the prescribed
Application Form to the wards of affected
land owner families Free of Cost.
• The office will receive the duly filled in
Application Form with all desired/relevant
documents and assign a code to the
application.
• The committee of following officers will meet
once in a month at RIICO Unit to scrutinize
and approve/reject the applications for
disbursement of assistance to the candidates:
