Item 1: To re-determine <strong>th</strong>e minimum investment required for c<strong>on</strong>siderati<strong>on</strong><br />

under rule 3(W) of <strong>RIICO</strong> Disposal of Land Rules, 1979.<br />

C<strong>on</strong>siderati<strong>on</strong> of <strong>th</strong>e agenda item was deferred.<br />

Item 2: Policy for settlement of dispute in cases where possessi<strong>on</strong> of plot could not<br />

be handed over to <strong>th</strong>e allottee free from encumbrances.<br />

The Committee discussed <strong>th</strong>e agenda and <strong>th</strong>e recommendati<strong>on</strong>s of in-house<br />

group dated 9.1.13. After detailed deliberati<strong>on</strong>s, <strong>th</strong>e Committee accorded<br />

approval for <strong>th</strong>e following:<br />

1. No disputed plot/land should be allotted by <strong>th</strong>e unit offices. Only<br />

undisputed plot/land should be allotted and <strong>th</strong>at too after proper<br />

demarcati<strong>on</strong> at site.<br />

2. After depositi<strong>on</strong> of full land cost, <strong>th</strong>e unit office will inform <strong>th</strong>e allottee to<br />

take physical possessi<strong>on</strong> of plot. The intimati<strong>on</strong> will be given as per rule by<br />

a registered A/D post or by Courier. Physical possessi<strong>on</strong> of <strong>th</strong>e allotted land<br />

will have to be taken by <strong>th</strong>e allottee wi<strong>th</strong>in 30 days after depositi<strong>on</strong> of full<br />

cost of land, <strong>th</strong>e modalities of which have been stipulated in Corporati<strong>on</strong>’s<br />

office order No.IPI/P-6/IDC/2KX/3632 dated 5 <strong>th</strong> March 2010. In case,<br />

possessi<strong>on</strong> of <strong>th</strong>e allotted plot is not taken by <strong>th</strong>e allottee wi<strong>th</strong>in <strong>th</strong>e<br />

prescribed period, <strong>th</strong>en <strong>th</strong>eir claim for waiver of various charges due to<br />

dispute <strong>on</strong> <strong>th</strong>e plot reported later <strong>on</strong> will not be entertained by <strong>th</strong>e<br />

Corporati<strong>on</strong>.<br />

3. The allottee will be required to raise boundary wall/fencing wi<strong>th</strong>in 6 m<strong>on</strong><strong>th</strong>s<br />

from <strong>th</strong>e date of physical possessi<strong>on</strong>. During <strong>th</strong>is period dispute regarding<br />

un-au<strong>th</strong>orized possessi<strong>on</strong>/encumbrances over <strong>th</strong>e allotted land etc. will have<br />

to be reported by registered post al<strong>on</strong>gwi<strong>th</strong> full details to <strong>th</strong>e unit office<br />

c<strong>on</strong>cerned. In case, <strong>th</strong>e dispute as cited above is not reported wi<strong>th</strong>in <strong>th</strong>e<br />

above period, <strong>th</strong>en <strong>th</strong>e subsequent request of <strong>th</strong>e allottee for waiver of any<br />

charges will not be entertained.<br />

4. If <strong>th</strong>e dispute is about a small part of <strong>th</strong>e allotted land area which is not<br />

affecting <strong>th</strong>e building plan/c<strong>on</strong>structi<strong>on</strong> of factory shed/commencement of<br />

activity etc., <strong>th</strong>en <strong>th</strong>e disputed area may be reduced, after taking an<br />

undertaking from <strong>th</strong>e allottee <strong>th</strong>at <strong>th</strong>e such reduced area would be got reallotted<br />

to <strong>th</strong>em after resolving <strong>th</strong>e dispute. The cost of <strong>th</strong>is reduced land<br />

area will be refunded to <strong>th</strong>e allottee as per rule, if so desired by <strong>th</strong>e allottee.<br />

If <strong>th</strong>e allottee is not desirous to take refund of <strong>th</strong>e reduced area, <strong>th</strong>en <strong>th</strong>e cost<br />

of land towards <strong>th</strong>is area may remain wi<strong>th</strong> <strong>th</strong>e Corporati<strong>on</strong> but no interest<br />

will be payable <strong>on</strong> <strong>th</strong>is amount. However, <strong>th</strong>e allottee would pay all <strong>th</strong>e<br />

applicable land dues, as per prescribed schedule, as and when due. Fur<strong>th</strong>er<br />

to above, <strong>th</strong>e setback towards <strong>th</strong>e affected area may also be suitably relaxed,<br />

if required, for <strong>th</strong>e proposed building plan.<br />

5. If <strong>th</strong>e dispute is reported <strong>on</strong> substantial area of plot/full plot area, <strong>th</strong>en<br />

allottee may be given following opti<strong>on</strong>s:<br />

a. The entire amount deposited by <strong>th</strong>e allottee may be refunded wi<strong>th</strong><br />

interest as per rule wi<strong>th</strong>out any deducti<strong>on</strong>. The allottee has to make such<br />

request wi<strong>th</strong>in prescribed period of 6 m<strong>on</strong><strong>th</strong>s from <strong>th</strong>e date of physical<br />

possessi<strong>on</strong>.<br />

b. Alternate plot of +/- 15% of <strong>th</strong>e allotted plot size, if available, may be<br />

allotted in exchange of <strong>th</strong>e allotted plot in <strong>th</strong>e same/o<strong>th</strong>er industrial area<br />

wi<strong>th</strong> <strong>th</strong>e approval of <strong>th</strong>e Management. In <strong>th</strong>at case, <strong>th</strong>e period of<br />

completi<strong>on</strong> of c<strong>on</strong>structi<strong>on</strong> and commencement of producti<strong>on</strong> activity<br />

may be reck<strong>on</strong>ed from <strong>th</strong>e date of exchange of alternative plot.<br />

c. If <strong>th</strong>e allottee agrees to retain <strong>th</strong>e same plot, <strong>th</strong>en <strong>th</strong>e period for<br />

completi<strong>on</strong> of c<strong>on</strong>structi<strong>on</strong> and commencement of producti<strong>on</strong> activity<br />

may be reck<strong>on</strong>ed from <strong>th</strong>e date of resolving <strong>th</strong>e dispute. The allottee<br />

will have to pay <strong>th</strong>e cost of land as per <strong>th</strong>e prescribed schedule and no<br />

waiver of interest <strong>on</strong> delayed payment may be admissible. However, no<br />

service charges will be levied for <strong>th</strong>e disputed period but <strong>th</strong>e ec<strong>on</strong>omic<br />

rent shall be paid by <strong>th</strong>e allottee as per rules.<br />

The above dispensati<strong>on</strong> shall be available for a period of <strong>on</strong>e year, i.e. 1.6.<strong>2013</strong><br />

to 31.5.2014, and shall be applicable to <strong>th</strong>e old cases pertaining to period upto<br />

31.5.<strong>2013</strong>.<br />

Item 3: Taking policy decisi<strong>on</strong>s <strong>on</strong> <strong>th</strong>e various issues as cropped up out of <strong>th</strong>e cases<br />

of existing land allottees which are not covered under existing rules/policy.<br />

C<strong>on</strong>siderati<strong>on</strong> of <strong>th</strong>e agenda item was deferred.<br />

Item 4: Matter relating to regularizati<strong>on</strong> of unau<strong>th</strong>orized c<strong>on</strong>structi<strong>on</strong> in setbacks<br />

at industrial area Punayata, Distt. Pali.<br />

The Committee discussed <strong>th</strong>e agenda note and decided not to regularize<br />

unau<strong>th</strong>orized c<strong>on</strong>structi<strong>on</strong> in setbacks at industrial area Punayata, District Pali,<br />

in view of terms and c<strong>on</strong>diti<strong>on</strong>s stipulated by MoEF and RSPCB.<br />

Item 5: Relaxati<strong>on</strong> in provisi<strong>on</strong>s of existing policy for change of land use in <strong>th</strong>e<br />

case of sub-divided industrial plot from industrial to n<strong>on</strong>-industrial use,<br />

o<strong>th</strong>er <strong>th</strong>an residential, in case <strong>th</strong>e sub-divided plot is kept by allottee to put<br />

for n<strong>on</strong>-industrial use.<br />

The Committee discussed <strong>th</strong>e agenda and approved <strong>th</strong>e proposal in-principle.<br />

However, <strong>th</strong>e Committee formed a group of Managing Director, Financial<br />

Advisor, Advisor (Infra) and Company Secretary to fine-tune <strong>th</strong>e proposed<br />

policy before issuing office order.<br />

Item 6: Case of M/s. Karam Bhoomi Estate, Jaipur for executi<strong>on</strong> of lease deed of<br />

allotted land measuring 13 acres at industrial area Akeda Dungar, Jaipur.<br />

C<strong>on</strong>siderati<strong>on</strong> of <strong>th</strong>e agenda item was deferred.<br />

Item 7: Declarati<strong>on</strong> of industrial area Gangapur-city as saturated before<br />

allotment of 80% of <strong>th</strong>e saleable industrial land.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for declaring <strong>th</strong>e<br />

industrial area Gangapur City as saturated <strong>on</strong> allotment of 76.14% of <strong>th</strong>e<br />

saleable industrial land, looking to peculiar facts of <strong>th</strong>e case.<br />

Item 8: Allowing erecti<strong>on</strong> of equipment for loading/unloading (Gantry Crane) in<br />

side setbacks area of industrial plot, used for st<strong>on</strong>e based industries<br />

(processing units).<br />

The Committee discussed <strong>th</strong>e agenda and accorded in-principle approval for<br />

erecti<strong>on</strong> of equipments, for loading/unloading (Gantry Crane) inside setback<br />

areas of an industrial plot for st<strong>on</strong>e based industries (processing units), as a<br />

general provisi<strong>on</strong> in <strong>RIICO</strong> Disposal of Land Rules, 1979. The Committee<br />

au<strong>th</strong>orized <strong>th</strong>e Managing Director to decide minimum size of <strong>th</strong>e plot wherein<br />

such permissi<strong>on</strong> may be given.<br />

Item 9: Preferential allotment of industrial land at industrial area Karni (Ext.),<br />

Bikaner in favour of Shree Jaiambey Agricom Industries Pvt. Ltd. and<br />

Shri Bhawani Agricom Pvt. Ltd.<br />

C<strong>on</strong>siderati<strong>on</strong> of agenda was deferred wi<strong>th</strong> a note <strong>th</strong>at a Sub-group of Principal<br />

Secretary Energy, Commissi<strong>on</strong>er Industries and Managing Director to examine<br />

<strong>th</strong>is issue and give recommendati<strong>on</strong>s.<br />

Item 10: Preferential allotment of industrial land at industrial area Karni (Ext.),<br />

Bikaner in favour of M/s. Mangi Lal Agarwal.<br />

C<strong>on</strong>siderati<strong>on</strong> of agenda was deferred wi<strong>th</strong> a note <strong>th</strong>at a Sub-group of Principal<br />

Secretary Energy, Commissi<strong>on</strong>er Industries and Managing Director to examine<br />

<strong>th</strong>is issue and give recommendati<strong>on</strong>s.<br />

Item 11: Preferential allotment of industrial land at industrial area Karni (Ext.),<br />

Bikaner in favour of BISME Rabbik Foods Pvt. Ltd.<br />

C<strong>on</strong>siderati<strong>on</strong> of agenda was deferred wi<strong>th</strong> a note <strong>th</strong>at a Sub-group of Principal<br />

Secretary Energy, Commissi<strong>on</strong>er Industries and Managing Director to examine<br />

<strong>th</strong>is issue and give recommendati<strong>on</strong>s.<br />

Item 12: Case of M/s. Agarwal Prime Steel Pvt. Ltd., Plot No. SP-4, at Industrial<br />

Area SKS Reengus (Extn.), Sikar.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for:<br />

i) Allowing rebate in rate of allotment for large size plot.<br />

ii) Allowing change in <strong>th</strong>e product.<br />

iii) Allowing two years time period for commencement of producti<strong>on</strong><br />

activity from <strong>th</strong>e date of handing over actual possessi<strong>on</strong> of <strong>th</strong>e allotted<br />

land.<br />

Item 13: Issuance of Additi<strong>on</strong>al Administrative sancti<strong>on</strong> for undertaking<br />

upgradati<strong>on</strong> works at Industrial Area, Khushkhera.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for issuance of<br />

additi<strong>on</strong>al administrative sancti<strong>on</strong> of Rs.724.16 lac for undertaking upgradati<strong>on</strong><br />

works of existing infrastructure at Industrial Area, Khushkhera, as<br />

per <strong>th</strong>e cost sheet at Annexure ‘A’ to <strong>th</strong>e agenda note.<br />

Item 14: Acquisiti<strong>on</strong> of 17.05 hectares private khatedari land of village Shahdod<br />

Tehsil-Tijara (Alwar) for setting up of Comm<strong>on</strong> Effluent Treatment Plant<br />

(CETP) at Industrial Area, Kaharani.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for acquisiti<strong>on</strong> of<br />

17.05 hactares private khatedari land of village Shahdod, Tehsil Tizara (Alwar)<br />

for establishment of CETP for treatment of effluent generated from existing<br />

industrial area Kaharani.<br />

The Committee also desired <strong>th</strong>at issues like which body of entrepreneurs/SPV<br />

etc. will run <strong>th</strong>e CETP may be <strong>th</strong>oroughly examined before handing over<br />

possessi<strong>on</strong> of land. Fur<strong>th</strong>er, a paper may be placed before <strong>th</strong>e next meeting of<br />

<strong>th</strong>e Committee about <strong>th</strong>e proposed course of acti<strong>on</strong> c<strong>on</strong>templated by <strong>th</strong>e<br />

Corporati<strong>on</strong> to suggest interim measures to c<strong>on</strong>tain polluti<strong>on</strong> at industrial area<br />

Kaharani and o<strong>th</strong>er similar cases where <strong>th</strong>e establishment of new CETPs will<br />

take time.<br />

Item 15: Allotment of developed land in lieu of cash compensati<strong>on</strong> to khatedars of<br />

Village-Khidersar, Tehsil-Jhunjhunu against <strong>th</strong>eir acquired land for<br />

industrial area Jhunjhunu (II Phase).<br />

C<strong>on</strong>siderati<strong>on</strong> of <strong>th</strong>e agenda item was deferred.<br />

Item 16: Allotment of developed land in lieu of cash compensati<strong>on</strong> to <strong>th</strong>e khatedars<br />

of private land acquired for Industrial Area, Manda (Jaipur).<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for allotment of<br />

25% (20% developed industrial + 5% developed commercial) land to <strong>th</strong>e Cokhatedars,<br />

in lieu of cash compensati<strong>on</strong>, at industrial area Manda (Jaipur)<br />

subject to approval of <strong>th</strong>e State Government.<br />

Item 17: Recommendati<strong>on</strong>s of <strong>th</strong>e sub-group c<strong>on</strong>stituted by <strong>th</strong>e IDC regarding deacquisiti<strong>on</strong><br />

of acquired private land measuring 39.1225 hectares for<br />

Industrial Area Amberi (Udaipur).<br />

The Committee discussed at leng<strong>th</strong> <strong>th</strong>e agenda and <strong>th</strong>e recommendati<strong>on</strong>s of <strong>th</strong>e<br />

Sub-group dated 6 <strong>th</strong> July 2012. After discussi<strong>on</strong>s, <strong>th</strong>e Committee rejected <strong>th</strong>e<br />

proposal for de-acquisiti<strong>on</strong> of acquired private land measuring 39.1225<br />

hectares for Industrial Area Amberi (Udaipur).<br />

Item 18: Acquisiti<strong>on</strong> of 3.54 hectares private khatedari land and allotment of 0.30<br />

hectare government land of village-Fakrudinka, Tehsil-Tijara (Alwar) for<br />

setting up of Comm<strong>on</strong> Effluent Treatment Plant (CETP) for existing<br />

industrial area Chopanki and Chopanki (Extensi<strong>on</strong>) (Bandapur).<br />

The Committee desired <strong>th</strong>at suitable land may be identified wi<strong>th</strong>in industrial<br />

area Chopanki and Chopanki (Ext.) as acquisiti<strong>on</strong> of land would take time.<br />

Item 19: Approval of <strong>th</strong>e recommendati<strong>on</strong>s of <strong>th</strong>e Committee wi<strong>th</strong> respect to<br />

market rate determinati<strong>on</strong> of private land under acquisiti<strong>on</strong> for<br />

establishment of industrial area Kakani (Jodhpur).<br />

The Committee discussed <strong>th</strong>e agenda and au<strong>th</strong>orized <strong>th</strong>e Managing Director to<br />

take a view <strong>on</strong> <strong>th</strong>e recommendati<strong>on</strong>s of <strong>th</strong>e C<strong>on</strong>stituted Committee before<br />

forwarding it to <strong>th</strong>e Land Acquisiti<strong>on</strong> Officer for declarati<strong>on</strong> of <strong>th</strong>e award.<br />

Item 20: De-acquisiti<strong>on</strong> of 46.63 hectare private khatedari land of Village-Khoda<br />

District-Ajmer and allotment of 49.22 hectares government land for<br />

establishment of new powerloom industrial area at Ajmer.<br />

The Committee discussed <strong>th</strong>e agenda and desired to seek a report from<br />

District Collector, Ajmer <strong>on</strong> de-acquisiti<strong>on</strong> of 46.63 hectare private khatedari<br />

land.<br />

Item 21: Case of Bhartiya Jan Kalyan Trust, New Delhi – allotment of land at<br />

industrial area Karoli (Tapukara Extn.), Bhiwadi.<br />

The Committee discussed <strong>th</strong>e agenda and also perused <strong>th</strong>e recommendati<strong>on</strong> of<br />

<strong>th</strong>e in-house group dated 2.5.13. After detailed discussi<strong>on</strong>s, <strong>th</strong>e Committee<br />

approved <strong>th</strong>e recommendati<strong>on</strong> and <strong>th</strong>e modalities for allotment of land to SPV<br />

subject to following amendments:<br />

1. SPV would be allowed to develop <strong>th</strong>eir area wi<strong>th</strong>in a period of 2 years<br />

from <strong>th</strong>e date of providing motorable approach road to <strong>th</strong>e land.<br />

2. <strong>RIICO</strong> shall have a nominee(s) in <strong>th</strong>e SPV.<br />

3. SPV will submit a comprehensive polluti<strong>on</strong> c<strong>on</strong>trol plan to RSPCB and<br />

possessi<strong>on</strong> of <strong>th</strong>e land will be given after issuance of requisite approval by<br />

RSPCB/competent au<strong>th</strong>ority.<br />

Item 22: Reservati<strong>on</strong> of industrial land at industrial area Ghilo<strong>th</strong> in favour of<br />

Greenply Industries Ltd.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for reserving<br />

22.54 acre land in favour of Greenply Industries Ltd. at industrial area Ghilo<strong>th</strong><br />

as per reservati<strong>on</strong> policy of <strong>th</strong>e Corporati<strong>on</strong>.<br />

Item 23: Allotment of land to Rajas<strong>th</strong>an Corrugators CFC Pvt. Ltd. at industrial<br />

area Manda-Bhinda, Phase-I, Jaipur for setting up of CFC Cluster for<br />

corrugated packaging units.<br />

The Committee discussed <strong>th</strong>e agenda. A copy of letter dated <strong>29</strong>.8.2008<br />

received from Development Commissi<strong>on</strong>er, Ministry of Micro, Small &<br />

Medium Enterprises, GoI, Jaipur, approving <strong>th</strong>e project in favour of <strong>th</strong>e<br />

capti<strong>on</strong>ed company and letter dated 30.6.2011 recommending allotment of<br />

land were placed before <strong>th</strong>e Committee.<br />

After discussi<strong>on</strong>, <strong>th</strong>e Committee accorded approval for allotment of land to<br />

Rajas<strong>th</strong>an Corrugators CFC Pvt. Ltd., measuring 16821 sqm. (approx.) at<br />

industrial area Manda – Binda, Phase-I, Jaipur at <strong>th</strong>e prevailing rate of<br />

allotment by relaxing <strong>th</strong>e c<strong>on</strong>diti<strong>on</strong> of aucti<strong>on</strong>.<br />

Item 24: Ratificati<strong>on</strong> of <strong>th</strong>e decisi<strong>on</strong> taken by <strong>th</strong>e unit office to restore <strong>th</strong>e<br />

cancelled plot – Case of Smt. Veenu Wadhwa, Plot No. F-59, Agro Food<br />

Park, Alwar.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for ratificati<strong>on</strong><br />

of <strong>th</strong>e decisi<strong>on</strong> taken by <strong>th</strong>e <strong>th</strong>en unit head, Alwar to restore <strong>th</strong>e cancelled<br />

plot, subject to furnishing an undertaking by <strong>th</strong>e capti<strong>on</strong>ed allottee to <strong>th</strong>e<br />

effect <strong>th</strong>at she will commence <strong>th</strong>e producti<strong>on</strong> activity by 1.11.<strong>2013</strong> and will<br />

not seek any fur<strong>th</strong>er time extensi<strong>on</strong>.<br />

Item 25: Case of M/s. Mukesh Kumar Saini, Plot No. CP-4, Industrial Area<br />

Kolana (Bandikui) regarding allotment of additi<strong>on</strong>al land for setting up<br />

of Petrol Pump.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for allotment of<br />

additi<strong>on</strong>al land measuring 235 sqm. at original rate of allotment (aucti<strong>on</strong> rate)<br />

of <strong>th</strong>e plot wi<strong>th</strong> applicable interest from <strong>th</strong>e date of allotment to <strong>th</strong>e date of<br />

payment by relaxing <strong>th</strong>e relevant rule, in order to enable <strong>th</strong>e allottee to get<br />

license and establish a petrol pump in <strong>th</strong>e area.<br />

The Committee also directed <strong>th</strong>at an office order may be issued reiterating<br />

<strong>th</strong>at all <strong>th</strong>e aspects relating to size, setback etc. be followed, while planning a<br />

plot for specific use, as may be prescribed by Oil Marketing Companies<br />

and/or o<strong>th</strong>er regulatory au<strong>th</strong>orities.<br />

Item 26: Relaxati<strong>on</strong> of setback of industrial plot allotted to Proec Energy Ltd., at<br />

Grow<strong>th</strong> Centre, Abu Road phase-II.<br />

Agenda item was wi<strong>th</strong>drawn.<br />

Item 27: Case of M/s. Shanti Educati<strong>on</strong> Society, Plot No. BT-1, Bio-Tech Park,<br />

of <strong>th</strong>e Society may not be able to present <strong>th</strong>eir case before <strong>th</strong>e Committee as<br />

he will be out of town. In view of above, c<strong>on</strong>siderati<strong>on</strong> of agenda item was<br />

deferred.<br />

Item 28: Case of Digvijay Syn<strong>th</strong>etics Ltd. related to refund of amount of service<br />

charges and interest <strong>th</strong>ere<strong>on</strong>, recovered by <strong>th</strong>e Corporati<strong>on</strong> for <strong>th</strong>e<br />

closure period, as per <strong>th</strong>e rules.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for refund of <strong>th</strong>e<br />

amount of service charges and interest <strong>th</strong>ere<strong>on</strong>, if any, for <strong>th</strong>e period 2009-10<br />

and 2010-11, in view of <strong>th</strong>e fact <strong>th</strong>at <strong>th</strong>e allottee had already intimated to <strong>th</strong>e<br />

Corporati<strong>on</strong> about <strong>th</strong>e closure of <strong>th</strong>eir unit in August 2008. However, request<br />

for <strong>th</strong>e refund of amount recovered <strong>on</strong> account of service charges and interest<br />

<strong>th</strong>ere<strong>on</strong> for earlier period was rejected as <strong>th</strong>e allottee had failed to intimate<br />

<strong>th</strong>e Corporati<strong>on</strong> about <strong>th</strong>e closure of unit, in time as per <strong>th</strong>e <strong>th</strong>en policy.<br />

The Committee also desired to initiate minor penalty proceedings against <strong>th</strong>e<br />

c<strong>on</strong>cerned unit head for accepting service charges for <strong>th</strong>e period 2009-10 and<br />

2010-11 in spite of <strong>th</strong>e fact <strong>th</strong>at <strong>th</strong>e charges were not leviable as per <strong>th</strong>e rules.<br />

Item <strong>29</strong>: Appeal of M/s. Prasidhi Minerals for restorati<strong>on</strong> of allotment of<br />

cancelled Industrial Plot No. H-140 Industrial Area, Malpura T<strong>on</strong>k.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for restorati<strong>on</strong><br />

of allotment of cancelled industrial Plot No.H-140 Industrial Area, Malpura<br />

T<strong>on</strong>k, as per rules.<br />

Item 30: Case of M/s. Jain Industries, Commercial Plot No. CP-1, Paryavaran<br />

Industrial Area, Kota – regarding change of land use from commercial<br />

to industrial.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for change of<br />

land use from commercial to industrial use in respect to remaining land<br />

measuring 2258 sqm. of Plot No.CP-1, Paryavaran Industrial Area, Kota,<br />

wi<strong>th</strong> a c<strong>on</strong>diti<strong>on</strong> <strong>th</strong>at <strong>th</strong>e said part of industrial land shall <strong>on</strong>ly be used for<br />

making fly ash bricks, CC blocks etc. made out of fly ash. As agreed by <strong>th</strong>e<br />

allottee, no refund is to be made <strong>on</strong> <strong>th</strong>is account.<br />

Item 31: Case of M/s. Rajshree Enterprises, Plot No.F-236 (A) and M/s. Arbuda<br />

Enterprises, Plot No.F-228, Industrial Area Ambaji, Abu Road<br />

regarding executi<strong>on</strong> of lease deed.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for executi<strong>on</strong> of<br />

lease deed in favour of M/s. Rajshree Enterprises, Plot No.F-236 (A) and<br />

M/s. Arbuda Enterprises, Plot No.F-228, Industrial Area Ambaji, Abu Road<br />

Item 32: Case of M/s. Rahul St<strong>on</strong>e Industries, Plot No.B-253 (A), IPIA, Kota,<br />

regarding permissi<strong>on</strong> for transfer of lease hold rights.<br />

C<strong>on</strong>siderati<strong>on</strong> of <strong>th</strong>e agenda item was deferred wi<strong>th</strong> a note <strong>th</strong>at <strong>th</strong>e issue of<br />

installati<strong>on</strong> of mobile tower be examined wi<strong>th</strong> reference to guidelines issued<br />

by <strong>th</strong>e UDH, GoR and decisi<strong>on</strong>s/observati<strong>on</strong>s given/made by H<strong>on</strong>’ble<br />

Rajas<strong>th</strong>an High Court, Jaipur.<br />

Item 33: Allotment of land, in lieu of agriculture land, to khatedars of private<br />

land for khasra no.1376/1492 (New No.2061) of village – Kukas (Jaipur).<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for allotment of<br />

25% developed (20% industrial/residential + 5% commercial) land at<br />

industrial area, Kukas (Ext.) as per <strong>th</strong>e present policy of <strong>th</strong>e Corporati<strong>on</strong><br />

subject to approval of <strong>th</strong>e State Government. The khatedar will surrender<br />

0.25 ha land to <strong>RIICO</strong>.<br />

Item 34: Case of Airen Metal Pvt. Ltd., Plot No.SP-16, SKS Industrial Area<br />

(Extn.) Reengus, Distt. Sikar, regarding allotment of land for<br />

c<strong>on</strong>structi<strong>on</strong> of dormitory /residential quarters for <strong>th</strong>eir workers.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval for allotment of<br />

commercial plot measuring 5700 sqm. (approx.), at industrial area SKS,<br />

Reengus, in favour of Airen Metal Pvt. Ltd., for c<strong>on</strong>structi<strong>on</strong> of<br />

dormitories/quarters for captive use of <strong>th</strong>e company. It was also decided to<br />

allot <strong>th</strong>e land by c<strong>on</strong>sidering reserve rate for aucti<strong>on</strong> of <strong>th</strong>e commercial plot at<br />

four times of <strong>th</strong>e prevailing industrial rate of <strong>th</strong>is area and allowing 50%<br />

rebate <strong>th</strong>ere<strong>on</strong>, as per rules, as <strong>th</strong>e allotment is being made for c<strong>on</strong>structi<strong>on</strong> of<br />

dormitories/quarters.<br />

The Committee also desired <strong>th</strong>at a Standing Committee may be formed to<br />

ensure <strong>th</strong>at <strong>th</strong>e terms and c<strong>on</strong>diti<strong>on</strong>s for allotment of land for c<strong>on</strong>structi<strong>on</strong> of<br />

dormitories/ quarters for captive use are being fully complied wi<strong>th</strong>. In case<br />

of n<strong>on</strong>-compliance, <strong>th</strong>ere should be a provisi<strong>on</strong> for taking punitive acti<strong>on</strong><br />

against <strong>th</strong>e defaulting allottee. A paper be put up before <strong>th</strong>e Committee in its<br />

next meeting.<br />

Item 35: Ex-post-facto approval for allotment of additi<strong>on</strong>al land for setting up of<br />

facility of Center of Excellence for Test and Calibrati<strong>on</strong> of large area<br />

Solar Voltaic Panels and Telecom Equipments at industrial area<br />

Ajaymeru Palra, Ajmer.<br />

The Committee discussed <strong>th</strong>e agenda and accorded ex-post-facto approval for<br />

allotment of additi<strong>on</strong>al land measuring 5200 sqm. of Plot Nos. E-<strong>29</strong>5,<strong>29</strong>6 and<br />

D-<strong>29</strong>7, <strong>29</strong>8 & <strong>29</strong>9 at industrial area Ajaymeru, Palra, Ajmer <strong>on</strong> a token<br />

amount of Re.1/-, for setting up of facility of Center of Excellence for Test<br />

and Calibrati<strong>on</strong> of large area Solar Voltaic Panels and Telecom Equipments.<br />

Item 36: Allowing utilizati<strong>on</strong> of existing c<strong>on</strong>structi<strong>on</strong> in plots after change in land<br />

use of allotted plots.<br />

The Committee discussed <strong>th</strong>e agenda and accorded approval <strong>th</strong>at in case of<br />

change in land use of allotted plot, an opti<strong>on</strong> may be given to <strong>th</strong>e allottee to<br />

use <strong>th</strong>e existing c<strong>on</strong>structi<strong>on</strong> for n<strong>on</strong> industrial use, subject to fulfilling<br />

requirements of ground coverage, FAR, parking, fire fighting etc., as<br />

applicable for changed land use.<br />

GENERAL OBSERVATION:<br />

1. The Committee directed <strong>th</strong>at an office order may be issued to <strong>th</strong>e effect <strong>th</strong>at <strong>th</strong>e<br />

c<strong>on</strong>cerned c<strong>on</strong>trolling officer shall be fully resp<strong>on</strong>sible for menti<strong>on</strong>ing full, complete<br />

and correct facts including previous Government/Board/IDC decisi<strong>on</strong>s, if any, about<br />

<strong>th</strong>e subject matter of <strong>th</strong>e agenda items of Board and its Committees.<br />

2. A <strong>th</strong>ird party audit of expenditure proposed/incurred under <strong>th</strong>e head of arboriculture<br />

be got d<strong>on</strong>e to assess <strong>th</strong>e extent of benefit of <strong>th</strong>e expenditure incurred in <strong>th</strong>is regard,<br />

short comings observed and corrective acti<strong>on</strong> to be taken in <strong>th</strong>e matter, etc.<br />

3. No development scheme for a new area/expansi<strong>on</strong> of an existing industrial area be<br />

c<strong>on</strong>sidered for approval or an industrial area be declared as developed unless <strong>th</strong>ere is<br />

suitable provisi<strong>on</strong> in <strong>th</strong>e scheme for proper arrangement for Polluti<strong>on</strong> C<strong>on</strong>trol/CETP.<br />

A c<strong>on</strong>cept paper <strong>on</strong> <strong>th</strong>e subject may be placed before <strong>th</strong>e Board in <strong>th</strong>e next meeting.<br />

The meeting c<strong>on</strong>cluded wi<strong>th</strong> a vote of <strong>th</strong>anks to <strong>th</strong>e Chair.<br />
