<strong>Santa</strong> <strong>Cruz</strong> <strong>LAFCO</strong>: Countywide Service Review<br />
<strong>Flood</strong> Protection and Stormwater Services<br />
Zone 7 is governed by a seven member board consisting of the County Board of Supervisors, one member<br />
from the Pajaro Valley Water Management Agency and one member from the City of Watsonville. Zone<br />
7 has its own website to disseminate public information.<br />
– Pajaro Storm Drain Maintenance District –<br />
1) Population and Growth<br />
The Pajaro Storm Drain Maintenance District serves the Pajaro watershed in South County, excluding the<br />
City of Watsonville. There will be a continued need for stormwater collection and drainage services to<br />
protect life and property.<br />
2) Infrastructure Needs and Deficiencies<br />
The County operates and maintains the drainage facilities of the Pajaro Storm Drain Maintenance District.<br />
Limited funding is available to address infrastructure needs and deficiencies.<br />
3) Financing Constraints and Opportunities<br />
The Pajaro Storm Drain Maintenance District is funded through the District’s share of the 1% property<br />
tax. The District’s fund is managed as a Special Revenue Fund by the County.<br />
The settlement from the 1995 Pajaro River flood incident has impacted the finances of the District and<br />
limited service levels, including staffing and equipment.<br />
The District’s budget includes $300,000 in FY 2004-2005 for long-term debt service related to the<br />
Arreola Settlement<br />
4) Cost Avoidance Opportunities<br />
Administrative, operations and maintenance costs for the Pajaro Storm Drain Maintenance District are<br />
controlled by the County.<br />
5) Management Efficiencies<br />
The Pajaro Storm Drain Maintenance District is achieving management efficiencies through the use of<br />
County staff and operational experience.<br />
6) Shared Facilities<br />
The Pajaro Storm Drain Maintenance District shares resources with Zones 5, 6, 7A, and 8 of the <strong>Santa</strong><br />
<strong>Cruz</strong> County <strong>Flood</strong> <strong>Control</strong> & Water Conservation District as well as CSA 57.<br />
7) Rate Restructuring<br />
The Pajaro Storm Drain Maintenance District does not charge any fees or service charges.<br />
