6) Shared Facilities<br />

Other city departments provide support services for the Department of Public Works; no additional<br />

opportunities to share facilities were noted.<br />

7) Rate Restructuring<br />

The City of Watsonville charges a development impact fee for storm drain facilities as well as property<br />

assessments. The fee structure is reviewed annually.<br />

8) Government Structure Options<br />

The City of Watsonville provides drainage services through its Public Works Department. No other<br />

government structure options were identified.<br />

9) Local Accountability and Governance<br />

Drainage services are addressed by the Watsonville City Council during regular meetings. Public notice<br />

is provided for all meetings. The City’s website provides information on stormwater management.<br />

– <strong>Santa</strong> <strong>Cruz</strong> County <strong>Flood</strong> <strong>Control</strong> & Water Conservation District – Zones 5, 6, 7, 7A and 8 –<br />

1) Population and Growth<br />

The <strong>Santa</strong> <strong>Cruz</strong> County <strong>Flood</strong> <strong>Control</strong> & Water Conservation District is providing flood protection<br />

services within five zones of benefit for of the areas of the Mid-County (Live Oak, Capitola, and Soquel),<br />

Aptos, the Pajaro River watershed, and the San Lorenzo Valley. The rate of growth is expected to be<br />

slow to moderate. There will be a continued need for comprehensive flood control and stormwater<br />

protection services in these areas to protect life and property.<br />

2) Infrastructure Needs and Deficiencies<br />

The <strong>Santa</strong> <strong>Cruz</strong> County <strong>Flood</strong> <strong>Control</strong> & Water Conservation District operates underground storm drain<br />

systems and above ground ditches and water courses in Zones 5, 6 and 8. The District operates and<br />

maintains the federal flood control project on the Pajaro River and Salsipuedes Creek in Zone 7.<br />

Infrastructure needs and deficiencies are addressed in the Capital Improvement Plans for Zones 5, 6 and<br />

8. Due to the settlement following the Pajaro River flood, funding for capital improvements is<br />

particularly limited in Zone 7 Pajaro Valley.<br />

3) Financing Constraints and Opportunities<br />

The <strong>Santa</strong> <strong>Cruz</strong> County <strong>Flood</strong> <strong>Control</strong> & Water Conservation District finances its flood protection and<br />

stormwater management services through a portion of the 1% property tax in Zone 5, as well as permit<br />

processing fees and drainage charges for Zones 5, 6, 7, 7A and 8.<br />
