9) Local Accountability and Governance<br />

Drainage services are addressed by the <strong>Santa</strong> <strong>Cruz</strong> City Council during regular meetings. Public notice is<br />

provided for all meetings. Information on the Public Works Department and stormwater programs is<br />

provided on the City’s website.<br />

– City of Scotts Valley–<br />

1) Population and Growth<br />

Population within the City of Scotts Valley is expected to reach 14,275 by 2030 with an annual growth<br />

rate of 0.3%. Although growth is limited, there will be a continued need for drainage services for public<br />

protection.<br />

2) Infrastructure Needs and Deficiencies<br />

The City of Scotts Valley Storm Drain Master Plan identifies areas requiring improvement and<br />

infrastructure needs. Deficiencies and improvements are addressed as funding is available.<br />

The City’s storm water is discharged into Carbonera Creek and its two tributaries.<br />

3) Financing Constraints and Opportunities<br />

The City of Scotts Valley funds its drainage services through the City’s General Fund and development<br />

impact fees. Impact fee revenue will likely be reduced in the future due to decreasing development.<br />

4) Cost Avoidance Opportunities<br />

The City of Scotts Valley is avoiding flooding incidents by emphasizing pre-event debris removal.<br />

5) Management Efficiencies<br />

The City of Scotts Valley has allocated 1.25 full-time staff to drainage services.<br />

The City reports that it has had a very limited number of claims regarding flooding and drainage.<br />

6) Shared Facilities<br />

Other city departments provide support services for the Department of Public Works; no additional<br />

opportunities to share facilities were noted.<br />

7) Rate Restructuring<br />

The City of Scotts Valley charges a development impact fee for storm drain facilities on all residential,<br />

commercial and industrial projects. The fee structure is reviewed annually.<br />
