1 Corporation of Thiruvananthapuram has received grants from Government of India towards the
cost of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and it is intended that a
part of the proceeds of this grant will be applied to eligible payments under the contract named
above to be executed in, The Office of the Project Coordinator, Project Implementation Unit,
Kerala Water Authority, Thiruvananthapuram, Kerala, India. And the bidding is open to bidders
who satisfy the eligibility criteria.
2. The Project Coordinator, JNNURM Project Implementation Unit of Thiruvananthapuram,
Kerala now invites electronic bids from eligible bidders for the following works.

4. Bid documents can be obtained through our website www.kwa.kerala.gov.in, by clicking on
e-bid wizard which will link to www.tenderwizard.com/KWA where electronic bid format
document is provided. Bidders can access e-bid form (bid document) from 22.04.2013 (3 pm)
by making online request free of cost. Additional information on procedures of e-bidding can
also be obtained from the above mentioned web site. The procedure of e-bidding would be
clearly explained in the Bidding Document and the bidders can also obtain the clarifications
regarding e-bidding and the bidding documents from the office in the above mentioned
address.
The Bids shall be submitted electronically to the Project Coordinator, JnNURM Project
Implementation Unit, KWA, Kuriathy, Thiruvananthapuram in the method available at the
web site www.tenderwizard.com/KWA. All documents attested copy shall be submitted
electronically by scanning and up loading. The original / attested copy of the documents shall
be produced only after opening of the tender. The same shall be produced within a week from
the date of opening of tender. The Bidders can view the tender notification and download the
same free of cost by clicking the icon “TENDER FREE VIEW” in the website. Intending
Bidders may enroll for e- tendering from the website www.tenderwizard.com/KWA. One
time registration is valid for all KWA Tender. On enrolment, they will be allotted with a user
id and password. The contractors who are registered for e–tendering and have valid password
can only view the tender notice and the tender documents free of cost in tender free view.
However on submission of Bid, the Bidder will have to remit the cost of tender form
electronically. The cost of tender form once paid successfully and credited to Kerala Water
Authority account will not be refunded even if the tender is cancelled at a later stage or the
Bidder fails to upload the tender.
Preliminary agreement in the prescribed form in Rs. 100/- Kerala Stamp paper duly signed
and sealed shall be scanned and up loaded without fail and the original submitted to the
Project Coordinator along with the bid documents after opening of e-tender. The price bid
shall be filled up with prescribed format provided in tender document. For up loading the
technical and price bids, the Bidder has to remit the amount towards cost of tender documents
as well as the prescribed EMD through online payment gateway. The price bid of those
contractor whose technical bids are at par with the NIT and who have satisfied the necessary
prequalification criteria only will be opened by the Project Coordinator, JnNURM Project
Implementation Unit after giving due information about the time and date to all the selected
bidders in advance and in the presence of the bidders present at the time of opening. The
decision of the Project Coordinator regarding the eligibility to be selected for the opening of
the financial bids shall be final. The bidders are advised to be present for the opening of
tender.
5. Aspiring bidders who wish to submit bids electronically may obtain the user ID and password
for participating in the e-tendering in KWA from the website www.tenderwizard.com / KWA
through the Link “Register Me”.
6. Site visits and pre-bid meeting shall be organized as per programme below.

8. Corrigendum (if any) will be published in the website www.kwa.kerala.gov.in, and
www.tenderwizard.com /KWA and as well as sent by e-mail/ hard copy for all modifications/
corrections if any.
9. KWA will not be responsible for any costs or expenses incurred by the bidders in connection
with the preparation or delivery of the bids.
10. KWA reserves the right to modify the requirements as well as accept any bid or reject any or
all bids, without assigning any reasons whatsoever.
11.The Qualifying criteria for the bidders in respect of work experience and financial
capabilities shall be as per the clause 2.1 to 2.6 of section 3 Evaluation and
Qualification Criteria of Volume I – Bid Document.
12. The bid document must be submitted along with EMD amount of Rs 3,00,000/-(Rupees Three
Lakhs only) by e-payment mode to KWA on or before 01.00 pm on 20.05.2013. Difficulty, if
any in making e-payment of EMD it shall be brought to the notice of the under signed, at least 24
hours prior to the last date of submission of Tenders.
Bids will be opened at 03.00 pm on 20.05.2013 in the presence of Bidders’ or
representatives who choose to attend. Bidders are requested to visit the website
