Harrison Rally Day Parade<br />

is charitable, educational,<br />

civic, patriotic and cultural.<br />

The <strong>Perrysburg</strong> Area<br />

Chamber of Commerce promotes<br />

and encourages community<br />

spirit and citizen<br />

participation within <strong>the</strong> confines<br />

of a family-oriented,<br />

safe and enjoyable environment.<br />

Policies and Procedures<br />

A. Applications<br />

•A Parade Entry Application<br />

can be obtained from<br />

<strong>the</strong> <strong>Perrysburg</strong> Area Chamber<br />

of Commerce and must<br />

be submitted to <strong>the</strong> Chamber<br />

office at 105 West Indiana<br />

Avenue, <strong>Perrysburg</strong>, Ohio<br />

43551.<br />

•All applications must be<br />

postmarked or returned to<br />

<strong>the</strong> Chamber office <strong>by</strong> August<br />

31, 2012.<br />

•Notification of participation<br />

will be made <strong>the</strong> first<br />

week of September.<br />

•A separate application<br />

must be submitted for each<br />

entry in parade.<br />

•Submission of application<br />

does not assure entry<br />

into <strong>the</strong> parade. Acceptance<br />

is based on appropriateness,<br />

creativity, entertainment<br />

value and number of entries.<br />

The use of creativity in <strong>the</strong><br />

design and execution of an<br />

entry is encouraged.<br />

•The Parade Committee,<br />

designated <strong>by</strong> <strong>the</strong> Board of<br />

<strong>the</strong> <strong>Perrysburg</strong> Area Chamber<br />

of Commerce, shall determine<br />

final parade entries.<br />

• All entries must include:<br />

Completed application form<br />

and <strong>the</strong> required fee.<br />

•The <strong>Perrysburg</strong> Area<br />

Chamber of Commerce and<br />

its Parade Committee reserve<br />

<strong>the</strong> right to determine<br />

what constitutes an appropriate<br />

entry for <strong>the</strong> parade.<br />

B. Fees:<br />

Below is a statement of intent to follow and enforce Policies & Procedures of <strong>the</strong> <strong>Perrysburg</strong> Area Chamber of Commerce<br />

for <strong>the</strong> Harrison Rally Day Parade:<br />

I am <strong>the</strong> ‘Responsible Individual’ designated on this application.<br />

I have read and received a copy of <strong>the</strong> Policies & Procedures of <strong>the</strong> <strong>Perrysburg</strong> Area Chamber of Commerce for <strong>the</strong><br />

Harrison Rally Day Parade including, but not limited to <strong>the</strong> following:<br />

•No handouts or giveaways of any kind are permitted during <strong>the</strong> parade, with <strong>the</strong> exception of candy, as defined and detailed<br />

in “Section I” of <strong>the</strong>se rules. This includes flyers, whe<strong>the</strong>r political, non-political, commercial or non-commercial.<br />

•As has become traditional, parade entrants may pass out small wrapped pieces of candy along <strong>the</strong> parade route. No person<br />

may pass out, toss or throw candy from a vehicle, float, bicycle or o<strong>the</strong>r conveyance, whe<strong>the</strong>r moving or stopped. Only<br />

persons walking <strong>the</strong> parade route may pass out candy. No person shall toss or throw candy toward any o<strong>the</strong>r person, under<br />

any circumstances.<br />

• You may enter <strong>the</strong> parade staging area no earlier than 9 a.m. and must be in position no later than 9:45 a.m. Only parade<br />

vehicles actually in <strong>the</strong> parade will be allowed into <strong>the</strong> staging area.<br />

• Please pick up your entry packet at <strong>the</strong> Chamber office, 105 W. Indiana Ave. on or after September 10, 2012.<br />

Without <strong>the</strong> materials in <strong>the</strong> entry packet, you will not be permitted into <strong>the</strong> staging area.<br />

I understand and agree to abide <strong>by</strong> <strong>the</strong> Policies and Procedures for <strong>the</strong> Harrison Rally Day Parade.<br />

C. Political:<br />

•The <strong>Perrysburg</strong> Chamber<br />

of Commerce is a<br />

non-political organization.<br />

•All current elected officials<br />

and candidates running<br />

for office must submit an application<br />

and pay applicable<br />

entry fees.<br />

D. Commercial:<br />

•Entries may be sponsored<br />

<strong>by</strong> an individual business<br />

or businesses in a<br />

mutual association.<br />

•A logo or business name<br />

may be used on an entry;<br />

however, <strong>the</strong> entry may not<br />

be used primarily for advertising<br />

purposes and must be<br />

in keeping with <strong>the</strong> spirit of<br />

<strong>the</strong> parade.<br />

E. Banners:<br />

•One banner placed on<br />

your entry or preceding your<br />

entry is mandatory. There is<br />

no size limit on banners.<br />

•This banner will state<br />

<strong>the</strong> name of your organization<br />

and identify your entry.<br />

•Banner carriers must be<br />

capable of maintaining <strong>the</strong><br />

parade pace.<br />

F. Hand-Outs and Giveaways;<br />

•No handouts or giveaways<br />

of any kind are permitted<br />

during <strong>the</strong> parade,<br />

with <strong>the</strong> exception of candy<br />

as defined and detailed in<br />

“Section I” of <strong>the</strong>se rules.<br />

This includes flyers, whe<strong>the</strong>r<br />

political, non-political,<br />

commercial or non-commercial.<br />

•Parade sponsors on <strong>the</strong><br />

prior written approval of <strong>the</strong><br />

<strong>Perrysburg</strong> Area Chamber of<br />

Commerce may be permitted<br />

to distribute handouts and<br />

giveaways in conjunction<br />

with <strong>the</strong> parade before <strong>the</strong><br />

parade begins.<br />

G. Performance:<br />

•Any performance along<br />

<strong>the</strong> route must be a moving/marching<br />

routine.<br />

•Any entry-unless<br />

specifically authorized <strong>by</strong><br />

<strong>the</strong> Parade Committee-that<br />

stops to perform shall not be<br />

a permitted entry <strong>the</strong> next<br />

year.<br />

•Special consideration<br />

will be given to those entries<br />

providing some sort of musical<br />

offering during <strong>the</strong> parade.<br />

H. Support Vehicles:<br />

•Motorized entries<br />

(floats, cars, etc.) are permitted.<br />

•Marching units and<br />

walking entries are permitted<br />

to have one support vehicle.<br />

•You must describe your<br />

vehicle on your application<br />

to be eligible to have a support<br />

vehicle in <strong>the</strong> parade.<br />

I. Safety Rules:<br />

•No child under 8 years<br />

of age will be allowed to<br />

walk in <strong>the</strong> parade. They<br />

may ride on floats, vehicles<br />

or bicycles under adult supervision.<br />

•Materials used in each<br />

entry should be fire retardant<br />

and not of a dangerous nature.<br />

An on-board fire extinguisher<br />

is highly<br />

recommended and mandatory<br />

if portable generators<br />

are used.<br />

•Bike riders must adhere<br />

to state and local laws regarding<br />

helmets.<br />

•Handholds must be provided<br />

for float riders.<br />

•All parade participants<br />

shall be required to adhere to<br />

Before<br />

<strong>the</strong> provisions of <strong>the</strong> State<br />

Concealed Weapons Requirements.<br />

•Walking units will be<br />

limited and must accompany<br />

a float and/or provide entertainment<br />

value such as performing<br />

a mobile routine,<br />

clowning, drill team, cheerleading,<br />

handling a giant balloon<br />

or inflatable, or use<br />

creative costuming.<br />

•Smoking is not permitted<br />

on floats, <strong>by</strong> participants,<br />

volunteers and/or during<br />

staging or on <strong>the</strong> parade<br />

route.<br />

•Consumption of alcohol<br />

<strong>by</strong> participants during staging<br />

or on <strong>the</strong> parade route is<br />

strictly prohibited.<br />

•Parade entrants may<br />

J. Animals:<br />

•Animals such as dogs,<br />

etc., must be approved <strong>by</strong><br />

<strong>the</strong> Parade Committee and<br />

be under strict control <strong>by</strong> <strong>the</strong><br />

authorized operator. Authorized<br />

operator is responsible<br />

for <strong>the</strong> removal/cleanup of<br />

all animal waste.<br />

•Horses are not permitted<br />

in <strong>the</strong> parade.<br />

K. Staging and Step-off Information<br />

for Participants:<br />

A Parade Participation<br />

Packet will be prepared for<br />

each parade entry. Packets<br />

can be picked at <strong>the</strong> Chamber<br />

office, 105 West Indiana<br />

Ave. on or after September<br />

10, 2012. Packets will include<br />

<strong>the</strong> following:<br />

•Parade Participant ID<br />

Number<br />

•Parade Stage Number<br />

and Staging Location<br />

•Vehicle passes, if indicated.<br />

Only vehicles with<br />

passes will be allowed in <strong>the</strong><br />

line-up area.<br />

L. Line Up<br />

•The parade is scheduled<br />

for Saturday, September 15,<br />

and will step off promptly at<br />

10 a.m.<br />

•You may enter <strong>the</strong> parade<br />

staging area no earlier<br />

than 9 a.m. and must be in<br />

position no later than 9:45<br />

a.m. Only parade vehicles<br />

actually in <strong>the</strong> parade will be<br />

allowed into <strong>the</strong> staging<br />

area.<br />

•It is important that<br />

everyone associated with<br />

your parade entry abide <strong>by</strong><br />

<strong>the</strong> parade policies or it may<br />

result in <strong>the</strong> immediate removal<br />

of <strong>the</strong> entire entry<br />

from <strong>the</strong> parade with forfeiture<br />

of your application fee.<br />

•If you are entered as a<br />

non-profit organization, unless<br />

through a pre-approved<br />

“sponsorship”, no commercial<br />

signage will be allowed<br />

on your entry, o<strong>the</strong>rwise you<br />

will be required to pay <strong>the</strong><br />

commercial fee.<br />

•Parade volunteers will<br />

be available throughout <strong>the</strong><br />

staging period for assistance.<br />
