State <strong>to</strong> conduct performance audit of school<br />

district; board <strong>to</strong> discuss grade reconfiguring<br />

<strong>The</strong> <strong>Rossford</strong> Board of<br />

Education is moving ahead<br />

with a full performance audit<br />

of the school district by the<br />

state audi<strong>to</strong>r’s office.<br />

<strong>The</strong> performance audit<br />

will examine and make recommendations<br />

on four areas<br />

of school operations: financial,<br />

human resources, facilities<br />

and transportation.<br />

At a November 19 meeting,<br />

the board approved a full<br />

audit, by a vote of 4-1 with<br />

board member Doug Miller<br />

voting no.<br />

A proposal from the state<br />

audi<strong>to</strong>r’s office explaining the<br />

potential scope of the audit set<br />

a cost of $62,000.<br />

<strong>The</strong> goal of the report is <strong>to</strong><br />

help the district save money,<br />

become more efficient and<br />

more effective and provide an<br />

objective third party analysis.<br />

Mr. Miller questioned<br />

<strong>The</strong> <strong>Rossford</strong> Public<br />

Library has recorded another<br />

series of oral his<strong>to</strong>ries<br />

from a group of community<br />

residents.<br />

This series focuses on<br />

longtime <strong>Rossford</strong> residents.<br />

<strong>The</strong> first-person narratives<br />

are casual s<strong>to</strong>ries <strong>to</strong>ld<br />

by each person, prompted by<br />

questions from library staff<br />

member Kris Goldsmith.<br />

Anita Nawrocki Shufritz<br />

graduated from <strong>Rossford</strong><br />

High School in 1958, but in<br />

essence, she’s never truly<br />

left.<br />

Her parents Anita (Baker)<br />

and Adalbert Nawrocki were<br />

from <strong>Rossford</strong>. She was<br />

raised <strong>here</strong> along with her<br />

sister Agnes, after the loss of<br />

their brother at age 9.<br />

She is a lifelong resident<br />

and has worked for the<br />

<strong>Rossford</strong> School system, primarily<br />

at the high school, for<br />

the past 54 years and is still<br />

going strong.<br />

Mrs. Shufritz remembers<br />

her own high school years<br />

both fondly and vividly. She<br />

recalls great participation in<br />

athletics and clubs, and sock<br />

dances after nearly every<br />

game. Students had more<br />

time then <strong>to</strong> take part in<br />

extracurricular activities, and<br />

although girls played on<br />

whether a full audit would<br />

overlap with areas currently<br />

being examined by Garmann<br />

Miller Architects for a Needs<br />

Assessment and a Condition<br />

Assessment of the district’s<br />

facilities.<br />

“T<strong>here</strong> are some aspects<br />

that will overlap with<br />

Garmann Miller but for the<br />

most part, t<strong>here</strong> will be many<br />

items that are different,”<br />

Superintendent Bill McFarland<br />

explained.<br />

Mr. Miller responded, “I<br />

think we should wait and<br />

decide on the scope [of the<br />

audit] later with the overlap.”<br />

Board president Dawn<br />

Burks said the audit will take<br />

four <strong>to</strong> six months for the<br />

audi<strong>to</strong>r’s office <strong>to</strong> complete.<br />

Data collected from<br />

<strong>Rossford</strong> will be compared <strong>to</strong><br />

peer data from five <strong>to</strong> seven<br />

school districts–which the<br />

school board would agree<br />

intramural teams or through<br />

the GAA, t<strong>here</strong> were plenty<br />

of school-related activities.<br />

She began working as an<br />

office assistant as a sophomore.<br />

Little did she know<br />

that would be the beginning<br />

of her life’s work.<br />

During her junior year,<br />

she became assistant <strong>to</strong> the<br />

Athletic Direc<strong>to</strong>r, Al<strong>to</strong>n<br />

(Bud) Gladieux. Doing such<br />

a good job, she was<br />

approached during her senior<br />

year by Rosemary Miller and<br />

Bernice Baughman about a<br />

permanent job at the school.<br />

She recalled that her<br />

interview was conducted as<br />

she and the superintendent<br />

walked through the tunnel<br />

under the school. She was<br />

instructed <strong>to</strong> keep the interview<br />

confidential and did<br />

so–until she was congratulated<br />

on her new position in<br />

front of a group of senior<br />

girls who were initially not<br />

happy that she was hired<br />

instead of any of them.<br />

Eventually, her good<br />

friends Helen Klena (Fix),<br />

Elaine Kalisik (Jackson) and<br />

Judy Steward (Sattler) joined<br />

her in the office and they had<br />

such a good time working<br />

<strong>to</strong>gether, it all worked out<br />

well.<br />

Mrs. Shufritz initially<br />

handled payroll for the entire<br />

upon–plus industry standards<br />

from academic journals and<br />

best practices.<br />

Grade Reconfiguring<br />

<strong>The</strong> board of education<br />

will discuss options for reconfiguring<br />

grades and school<br />

buildings at the December 5<br />

work session.<br />

Board members Beverly<br />

Koch and Jackie Brown will<br />

meet prior with school administra<strong>to</strong>rs<br />

<strong>to</strong> hear their comments<br />

on the plan.<br />

<strong>The</strong> board had asked the<br />

superintendent <strong>to</strong> explore<br />

some cost-saving options for<br />

the district, which may<br />

include changing grades and<br />

school buildings.<br />

Among the options are<br />

clustering with younger<br />

grades in one building and<br />

older grades in another building,<br />

or adding sixth grade <strong>to</strong><br />

the junior high school.<br />

After the meeting, Mr.<br />

district–both classified and<br />

certified employees, as well<br />

as the purchasing of supplies.<br />

She moved <strong>to</strong> the junior high<br />

school after that and commented<br />

that during those<br />

years “those junior high kids<br />

needed a mom, an aunt and a<br />

grandma–and in that office,<br />

you were it.”<br />

After a short time in the<br />

administration building, she<br />

was asked by then superintendent<br />

Gail Brubaker <strong>to</strong><br />

oversee payroll and purchasing<br />

once again, although the<br />

accounting was now being<br />

done “by machine.”<br />

Mrs. Shufritz really<br />

wanted <strong>to</strong> be “back with the<br />

kids” so she bargained <strong>to</strong> do<br />

along with his wife, Camille, and children, Neil IV and Nadia, pulled the<br />

switch <strong>to</strong> turn on the lights. A reception with hot chocolate and cookies<br />

followed. Cub Scout Pack 43 led the singing of Christmas carols.<br />

McFarland said he has compiled<br />

“a look at the numbers<br />

with the teachers and rooms.”<br />

Reconfiguring is supported<br />

by the teachers, he said,<br />

because it allows those teaching<br />

the same grade levels <strong>to</strong><br />

work <strong>to</strong>gether in the same<br />

building.<br />

“Assessment and the new<br />

Common Core standards<br />

depend on teachers working<br />

<strong>to</strong>gether,” he added.<br />

Wrestling Room<br />

Improvements<br />

Mr. McFarland updated<br />

the board on improvements <strong>to</strong><br />

the high school wrestling<br />

room, which recently was<br />

switched with the weight<br />

room.<br />

“<strong>The</strong> majority of the work<br />

is complete,” he explained.<br />

“Wrestlers are practicing in<br />

the larger room, and all the<br />

weight room equipment has<br />

been moved in<strong>to</strong> the other<br />

her work out of the high<br />

school building. She remembers<br />

using a dit<strong>to</strong> machine<br />

with all of the purple ink and<br />

going from making copies <strong>to</strong><br />

scanning documents. She<br />

believes she can track her<br />

years through the many<br />

changes in technology.<br />

Working for a <strong>to</strong>tal of<br />

nine principals so far, she<br />

added, “Don’t even ask me<br />

my favorite. I’ve had a few.”<br />

She commented that current<br />

Pat Murtha are very involved<br />

and really get <strong>to</strong> know their<br />

students.<br />

When asked about<br />

changes in the student body<br />

over the years, she noted that<br />

back in the day, more students<br />

were involved in activities.<br />

“We were all involved<br />

in something” she remembers,<br />

“not just athletics, but<br />

drama, band, choir, clubs.”<br />

But not so much anymore.<br />

“We offer nine different<br />

activities in the fall–you<br />

would think that they’d find<br />

something.”<br />

Another change among<br />

students is a declining level<br />

of respect, according <strong>to</strong><br />

“Miss Anita” as she is known<br />

<strong>to</strong> the students.<br />

She believes student dress<br />

has something <strong>to</strong> do with<br />

room.”<br />

<strong>The</strong> board of education<br />

last month agreed <strong>to</strong> switch<br />

the rooms following concerns<br />

about deplorable conditions<br />

for student wrestlers.<br />

At a past board meeting,<br />

parents complained of water<br />

leaking on<strong>to</strong> mats, mold<br />

growing on walls, peeling<br />

paint and 100-degree temperatures<br />

among the conditions<br />

of the wrestling practice<br />

room.<br />

<strong>The</strong> superintendent said<br />

the cost of the move is nearly<br />

$10,000, which includes the<br />

mold air quality test.<br />

<strong>The</strong> rooms were thoroughly<br />

cleaned, lighting was<br />

installed and ceilings were<br />

dropped, he said, but doors<br />

and mirrors still need <strong>to</strong> be<br />

installed.<br />

themselves better.” She recognizes<br />

that some families<br />

are struggling, but believes<br />

t<strong>here</strong> is no excuse for poor<br />

manners or a bad attitude.<br />

During her time as cheerleading<br />

advisor, she had an<br />

extra inch added <strong>to</strong> the cheerleading<br />

skirts, and three of<br />

her aunts were nuns–one of<br />

whom instilled the parochial<br />

school uniforms policy at St.<br />

Mary Magdalene.<br />

While uncertain about<br />

whether uniforms should be<br />

required attire at RHS, she<br />

said they do look nice at<br />

other schools and take away<br />

the decision of what <strong>to</strong> wear<br />

each day.<br />

In other areas concerning<br />

student life <strong>to</strong>day, Mrs.<br />

Shufritz said with a laugh<br />

that t<strong>here</strong> is “<strong>to</strong>o much going<br />

on with Facebook–I’m not<br />

on it because I don’t want <strong>to</strong><br />

know! <strong>The</strong>n t<strong>here</strong>’s the technology–you<br />

see third graders<br />

walking around athletic<br />

events with cell phones<br />

now.”<br />

Each day after morning<br />

attendance, she calls the<br />

homes of students who are<br />

absent without notice and has<br />

had <strong>to</strong> wake up some students,<br />

which never would<br />

Toledo author <strong>to</strong> speak Dec. 5 at library<br />

Local illegal gambling clubs <strong>to</strong> be discussed<br />

Gambling clubs like<br />

Hollywood Casino are nothing<br />

new in the Toledo area.<br />

It’s just that, in this generation,<br />

they are now legal.<br />

Terry Shaffer, author of a<br />

new book on the his<strong>to</strong>ry of<br />

Toledo area gambling clubs,<br />

will give a presentation<br />

Wednesday, December 5, at<br />

the <strong>Rossford</strong> Public Library.<br />

“We had a very colorful<br />

past in Toledo,” said the<br />

author of “Illegal Gambling<br />

Clubs of Toledo: <strong>The</strong> Chips,<br />

the Dice, the Places and<br />

Faces.”<br />

“Back <strong>to</strong> the late 1800s,<br />

we had a serious gambling<br />

problem <strong>here</strong>.”<br />

Mr. Shaffer’s book discusses<br />

the sites, mobsters and<br />

illegal activities. Included are<br />

detailed descriptions of the<br />

clubs with dates of operation,<br />

addresses, owners and opera<strong>to</strong>rs,<br />

as well as police raids<br />

that attempted <strong>to</strong> shut them<br />

down.<br />

His interest began more<br />

than 15 years ago with a collection<br />

of vintage dice, chips<br />

and matchbooks from Nevada<br />

casinos in the 1930s and<br />

1940s.<br />

He then discovered chips<br />

from Toledo clubs at local<br />

antique malls and started<br />

researching their origins.<br />

“I became more and more<br />

interested–and once casinos<br />

were legalized in Ohio, my<br />

goal was <strong>to</strong> finish this book<br />

by the opening of the new<br />

casinos this summer.”<br />

A local business owner,<br />

Mr. Shaffer has lived in<br />

Toledo since 1966 and is a<br />

graduate of DeVilbiss High<br />

School and the University of<br />

Toledo.<br />

His writing was fueled by<br />

a chance visit <strong>to</strong> the Toledo<br />

Police Museum w<strong>here</strong> the<br />

direc<strong>to</strong>r <strong>to</strong>ld him about the<br />

“missing files” on mobsters<br />

and gamblers.<br />

“<strong>The</strong>se were mob files,<br />

missing for decades,” he<br />

explained. “<strong>The</strong>y had been<br />

subpoenaed, and the police<br />

department was unable <strong>to</strong><br />

deliver them.”<br />

“Finally, they were discovered,<br />

and I was the first<br />

researcher <strong>to</strong> have access.”<br />

From those files, the<br />

author was able <strong>to</strong> include in<br />

his book the mug shots of the<br />

Licavoli family and the<br />

Purple Gang operating in<br />

Detroit, Cleveland and<br />

Toledo.<br />

<strong>The</strong> very old documents,<br />

<strong>to</strong> build the first<br />

Energy Star 3.0 home in<br />

northwest Ohio at 219<br />

Bacon Street.<br />

“We are so close <strong>to</strong> completion,”<br />

said Jennifer<br />

Kephart, executive direc<strong>to</strong>r,<br />

Habitat for Humanity of<br />

Wood County Ohio, earlier<br />

this week.<br />

“Siding goes up Tuesday<br />

and Wednesday, carpet is <strong>to</strong><br />

be installed Thursday and<br />

we’ll finish electrical work<br />

this week. We’ll be just<br />

about done by the weekend.”<br />

<strong>The</strong> Fisher family has<br />

been selected <strong>to</strong> receive the<br />

<strong>Rossford</strong> home, which will<br />

be the 31st Habitat home<br />

built in Wood County.<br />

<strong>The</strong> new build will be<br />

complete and ready for the<br />

family <strong>to</strong> call it home before<br />

Christmas, she said.<br />

<strong>The</strong> construction is funded<br />

by a Neighborhood<br />

Stabilization Program Grant.<br />

“We are all thrilled with<br />

the progress,” Ms. Kephart<br />

said. “We’ve seen daily<br />

prayers answered, that’s for<br />

sure.”<br />

treasure hunt for me,” he<br />

He also discovered communications<br />

between Toledo<br />

police officials and J. Edgar<br />

Hoover, before the FBI had<br />

been established.<br />

<strong>The</strong> police department had<br />

a “hoodlum squad” and<br />

“morals squad” working<br />

gambling-related cases.<br />

One pho<strong>to</strong>–shot when<br />

even pinball machines were<br />

illegal–shows two morals<br />

squad detectives with a confiscated<br />

pinball machine in<br />

the evidence room.<br />

Mr. Shaffer also tracked<br />

news s<strong>to</strong>ries about illegal<br />

gambling for his research.<br />

He noted that after the turn<br />

of the century, “nearly every<br />

mayor used gambling as a<br />

platform.<br />

“T<strong>here</strong> would be lots of<br />

police activities around election<br />

time, when the police<br />

chief was directed <strong>to</strong> conduct<br />

the raids,” he explained.<br />

Police officers were challenged<br />

in making arrests by<br />

locked doors and electronic<br />

buzzers at the clubs, as well<br />

as lookouts, membership<br />

cards and passwords <strong>to</strong> be<br />

admitted.<br />

“By the time the officers<br />

could get inside, no one was<br />

gambling–they were playing<br />

gin rummy,” Mr. Shaffer<br />

added.<br />

Clubs were managed by<br />

different types of opera<strong>to</strong>rs,<br />

he explained, such as the infamous<br />

mobsters Pete, Thomas<br />

or “Yonnie,” and James<br />

Licavoli.<br />

He described Thomas as<br />

“an Al Capone type,” adding<br />

that the mobsters were committing<br />

ex<strong>to</strong>rtion and murder<br />

and blowing up businesses<br />

with firebombs. <strong>The</strong>ir “reign<br />

of terror” in the area lasted<br />

from 1931 <strong>to</strong> 1933.<br />

However, t<strong>here</strong> also were<br />

gamblers operating establishments,<br />

such as Jimmy “<strong>The</strong><br />

Gentleman Gambler” Hayes.<br />

To help direct cus<strong>to</strong>mers<br />

<strong>to</strong> their clubs, a shuttle service–known<br />

as “fish wagons”–ran<br />

from the Toledo<br />

hotels, taking clientele <strong>to</strong><br />

whatever club was operating<br />

that day.<br />

Toledo can boast of the<br />

“largest illegal gambling<br />

facility in the country,” he<br />

said, which was Club Devon<br />

on Benore Road.<br />

David Kosmyna,<br />

trumpet soloist<br />

All Saints Christmas concert <strong>to</strong> be Dec. 9<br />

<strong>The</strong> 11th annual Toledo<br />

Symphony Christmas concert<br />

at All Saints Catholic<br />

Church in <strong>Rossford</strong> will be<br />

held on Sunday, December 9.<br />

<strong>The</strong> performance will be<br />

filled with a collection of<br />

holiday and classical<br />

favorites from the symphony’s<br />

reper<strong>to</strong>ire, led by conduc<strong>to</strong>r<br />

Jeffrey Pollock.<br />

It also will feature trumpet<br />

soloist David Kosmyna<br />

and Jennifer Perry Edwards<br />

as the soloist.<br />

Dr. Kosmyna, a Toledo<br />

native, teaches trumpet, theory<br />

and jazz ensemble at<br />

Ohio Northern University.<br />

During the summer, he<br />

teaches trumpet, chamber<br />

brass, and composition at the<br />

Pennsylvania Governor’s<br />

School for the Arts at<br />

Mercyhurst College in Erie,<br />

Pennsylvania.<br />

He holds a bachelor of<br />

music education from the<br />

University of Toledo, a master<br />

of music in composition<br />

from Ohio University and a<br />

Terry Shaffer displays the “missing files” from the Toledo<br />

Police Department’s investigation of local mobsters and<br />

the no<strong>to</strong>rious Purple Gang.<br />

Mr. Shaffer has collected.<br />

It operated from 1941 <strong>to</strong><br />

1944 and eventually closed<br />

when a Detroit business executive<br />

committed suicide over<br />

$30,000 in gambling debts.<br />

He wrote detailed letters <strong>to</strong><br />

the FBI, Toledo mayor and<br />

police officials about his<br />

experiences in the clubs.<br />

Although that building is<br />

no longer in existence, some<br />

of the old clubs still stand<br />

around Toledo <strong>to</strong>day.<br />

For instance, the<br />

Chesterfield Club, at 4649<br />

Detroit Avenue, operated in<br />

the 1940s. It is probably best<br />

known as the Old Nut House<br />

and the Hull Nut Company,<br />

which it later housed.<br />

With a few exceptions, the<br />

his<strong>to</strong>ry of illegal gambling in<br />

the area neared an end in 1951<br />

when Congress began <strong>to</strong><br />

investigate organized crime.<br />

Hearings, led by U.S.<br />

Sena<strong>to</strong>r Estes Kefauver, were<br />

held across the country,<br />

including Cleveland.<br />

Testimony at the hearings led<br />

<strong>to</strong> the closings of many clubs.<br />

trumpet performance from<br />

the University of Cincinnati<br />

College-Conserva<strong>to</strong>ry of<br />

Music.<br />

Dr. Kosmyna served as<br />

principal trumpet of the<br />

Western New York Chamber<br />

Orchestra. He has performed<br />

with the Kentucky<br />

Symphony, the Slee<br />

Sinfonietta (Buffalo, New<br />

York), the Buffalo<br />

Philharmonic Orchestra and<br />

the Cincinnati Pops<br />

Orchestra.<br />

Dr. Kosmyna is active as<br />

a composer and arranger, and<br />

in 2007 the New York<br />

Philharmonic Brass Quintet<br />

performed some of his works<br />

in Fukui, Japan.<br />

He has recorded extensively<br />

in both classical and<br />

jazz styles and in 2003 was<br />

awarded Best Traditional<br />

Classic Jazz Album by the<br />

Canadian Collec<strong>to</strong>r’s<br />

Congress for his work with<br />

the Climax Jazz Band of<br />

Toron<strong>to</strong>, Canada.<br />

Mr. Shaffer’s presentation<br />

will take place at 6:30 p.m. at<br />

the library.<br />

He will bring a display of<br />

old gambling club memorabilia<br />

and will hold a question<br />

and answer session after his<br />

talk. Books will be available<br />

for purchase and signing the<br />

night of the event.<br />

As a specialist in New<br />

Orleans style jazz, he has<br />

<strong>to</strong>ured North America and<br />

Europe and is in demand on<br />

cornet, trombone, piano, and<br />

banjo. He also has been a<br />

repeat guest soloist, performer<br />

and lecturer at the<br />

Toron<strong>to</strong> Jazz Festival.<br />

Ms. Perry Edwards is an<br />

international champion barbershop<br />

singer who sings<br />

lead for the barbershop quartet<br />

Moxie Ladies, who were<br />

recognized as the first place<br />

Champion Quartet at the<br />

62nd annual Sweet Adelines<br />

International Convention and<br />

Competition in 2009.<br />

Ms. Edwards performs as<br />

lead vocalist and banjoist in<br />

the traditional jazz band,<br />

Chuck Taylor and the Dixie<br />

Squid.<br />

Her performances as a<br />

soloist and ensemble member<br />

have spanned the globe,<br />

including Poland, Germany<br />

and across the United States.<br />

Dave Jones, superintendent of the public works department,<br />

reminds residents that leaves are <strong>to</strong> be placed near<br />

the edge of the curb–and not in the street or gutter.<br />

Leaves left in the gutter will wash in<strong>to</strong> the sewers causing<br />

back-ups and basement flooding, he added.<br />

Grass clippings are not <strong>to</strong> be mixed in with leaves. Any<br />

leaf piles with grass clippings will not be picked up.<br />

quickly came up. “We used<br />

<strong>to</strong> have the snake dance that<br />

went from the high school<br />

down Maple Street and up<br />

Beech Street and then back <strong>to</strong><br />

the football field for the bonfire.<br />

That was all such great<br />

fun, until t<strong>here</strong> was an explosion<br />

in the fire in 1995. I got<br />

the wood delivered myself,<br />

so I know that it was safe, so<br />

who knows what happened? I<br />

had <strong>to</strong> have all the answers<br />

and I did, but after that, t<strong>here</strong><br />

were no more bonfires.”<br />

She’s glad <strong>to</strong> see that the<br />

whitewashing of local business<br />

windows has returned,<br />

but misses the Homecoming<br />

floats and platform for the<br />

attendants. She agreed that<br />

many students don’t know<br />

what they’re missing since<br />

many of those traditions <strong>to</strong>ok<br />

place long before they were<br />

born.<br />

She’s never seen anything<br />

like the time in 1966 when<br />

she had 2,200 tickets available<br />

for a basketball game<br />

leading up <strong>to</strong> the state playoffs,<br />

and the line stretched<br />

from the fieldhouse down <strong>to</strong><br />

Glenwood Road. Even later<br />

playoff teams never saw the<br />

excitement exhibited that<br />

year. She hopes that the<br />

many generations of RHS<br />

students still living in <strong>Rossford</strong><br />

along with parents and<br />

grandparents will help keep<br />

the pride alive and growing.<br />

Forms of student discipline<br />

also have changed dramatically<br />

over time.<br />

“Kids used <strong>to</strong> be paddled<br />

by the teachers, and then they<br />

would turn around and sign<br />

the paddle.” Now she says<br />

with an improper attitude,<br />

she won’t respond until they<br />

correct themselves. This<br />

seems <strong>to</strong> work well for her,<br />

and they quickly catch on<br />

that she won’t <strong>to</strong>lerate that<br />

behavior.<br />

When questioned about<br />

students’ maturity compared<br />

<strong>to</strong> the past, Mrs. Shufritz<br />

believes seniors generally<br />

have always grown <strong>to</strong> be<br />

mature, which is one of her<br />

favorite parts about working<br />

with teens–<strong>to</strong> watch them<br />

grow up and find themselves<br />

and who they want <strong>to</strong> be.<br />

<strong>The</strong> other students’ maturity<br />

seems <strong>to</strong> fluctuate with<br />

what is going on in the<br />

world. More kids are driving<br />

and having <strong>to</strong> work <strong>to</strong> pay for<br />

their car insurance so while<br />

that is seen as mature, they<br />

are not being involved in as<br />

many group activities at<br />

school, which may be seen as<br />

important for team building<br />

and learning <strong>to</strong> work <strong>to</strong>gether,<br />

she added.<br />

(OSBA) <strong>to</strong> assist with a<br />

search for a new superintendent<br />

at an estimated cost of $6,900.<br />

“Oh, I could write a memoir”<br />

she said, “and some kids<br />

could have their own chapter;<br />

but I will never forget the<br />

time that a student said that<br />

they had been caught by a<br />

train on their way <strong>to</strong> school,<br />

but I happened <strong>to</strong> know that<br />

they lived on this side of the<br />

tracks!”<br />

Mercy breaks ground on new emergency and diagnostic center<br />

Last spring, Mercy<br />

announced plans for a freestanding<br />

emergency and<br />

diagnostic center in Perrysburg.<br />

And recently, a groundbreaking<br />

ceremony was held<br />

for the new $12.7 million,<br />

15,000 square foot facility–Mercy<br />

Emergency and<br />

Diagnostic Center–located<br />

near the intersection of State<br />

Route 25 and Eckel Junction<br />

Road.<br />

Welcoming the crowd,<br />

Andrea Price, Mercy president<br />

and CEO, said the<br />

health care company is honored<br />

<strong>to</strong> be in Perrysburg and<br />

work with people in the city<br />

and northern Wood County.<br />

Manet (1832–83) came of<br />

age during a time of prolific<br />

change in Paris and in French<br />

artists produced works of<br />

biblical and mythological<br />

allegory, artists like Manet<br />

began <strong>to</strong> paint more freely<br />

Rudolph/Libbe Inc. has been honored with a prestigious<br />

2012 Build Ohio Award for its work on the new Lake High<br />

School in Wood County. <strong>The</strong> awards were announced on November,<br />

16 by the Associated General Contrac<strong>to</strong>rs (AGC) of<br />

Ohio in Columbus.<br />

<strong>The</strong> project won <strong>to</strong>p honors in the category of New Construction<br />

over $20 million. This is Rudolph/Libbe’s ninth<br />

Build Ohio Award. Rudolph/Libbe Inc. served as design/build<br />

contrac<strong>to</strong>r for Lake High School.<br />

<strong>The</strong> Lake High School project was, unofficially, Ohio’s<br />

first construction reform project, using the design/build delivery<br />

method. This project delivery process was permitted<br />

under an urgent necessity provision for construction in an<br />

emergency situation.<br />

Construction began in April 2011, but the project truly<br />

began June 5, 2010, when a killer <strong>to</strong>rnado destroyed most of<br />

the existing high school. Rudolph/Libbe Inc. responded<br />

within an hour after the s<strong>to</strong>rm <strong>to</strong> assess damage <strong>to</strong> the high<br />

school. A full crew mobilized before dawn the next day <strong>to</strong><br />

begin securing the site and cleaning up debris.<br />

School officials wanted the new 144,980-square-foot high<br />

school ready for students in July 2012.<br />

Under the construction management delivery system, they<br />

would have waited three years or longer <strong>to</strong> obtain occupancy.<br />

However, the design/build delivery method gave school officials<br />

the high-tech, cost-efficient high school they wanted in<br />

15 months.<br />

“We’re pleased <strong>to</strong> receive this recognition for our work on<br />

the Lake High School project,” said Tim Alter, president of<br />

Rudolph/Libbe Inc. “We had a great client in Lake Local<br />

Schools. We also had outstanding people–the project team,<br />

craftspeople, subcontrac<strong>to</strong>rs and suppliers–providing the skill,<br />

dedication and hard work that are integral <strong>to</strong> a successful project.<br />

It’s an honor <strong>to</strong> have worked on a building which means<br />

so much <strong>to</strong> our community and serves as an example of the<br />

importance of Ohio Construction Reform <strong>to</strong> the owners of<br />

public improvement projects.”<br />

In 2011, Ohio Governor Kasich signed House Bill 153,<br />

which included the first changes in the state’s method of performing<br />

public construction in over 134 years. <strong>The</strong>se changes,<br />

known as Ohio Construction Reform or OCR, will substantially<br />

change how public improvement projects are completed<br />

and will permit the use of alternative construction delivery<br />

methods.<br />

Ohio Construction Reform retains the current multipleprime<br />

design-bid-build project delivery method, but gives<br />

public owners other construction options that are faster, involve<br />

less risk and provide greater flexibility and most important,<br />

lower cost. Ohio Construction Reform includes the<br />

design/build delivery method which was used <strong>to</strong> construct<br />

Lake High School.<br />

“Lake High School is a strong example of the value that<br />

the design/build delivery method brings <strong>to</strong> a project in terms<br />

of speed, efficiency, quality and cost-effectiveness,” Alter<br />

says.<br />

Build Ohio is an annual awards competition that honors<br />

members of the Associated General Contrac<strong>to</strong>rs of Ohio for<br />

excellence in construction. A panel of retired construction<br />

professionals selected winners based on excellence in project<br />

management, innovation in construction techniques or materials,<br />

client service and meeting project challenges.<br />

images of these beings on<br />

their funerary monuments.<br />

All Saints kindergarteners visit Cherry Street Mission<br />

All Saints kindergarten students surprised residents of the Cherry Street Mission<br />

with gift bags and funds they had collected for meals. A volunteer from the mission<br />

visited the class and shared with the students that for $1.73 the mission in down<strong>to</strong>wn<br />

Toledo can provide a meal <strong>to</strong> a person in need.<br />

As a service project, students sponsored a jeans pass day for the school. Any All<br />

Saints student who brought in $1.73 on November 13 could wear jeans <strong>to</strong> school<br />

instead of their uniform. <strong>The</strong> jeans day generated enough funds for 188 meals.<br />

<strong>The</strong> kindergarten students also collected candy from fellow students. With the help<br />

of middle school students, they filled 275 gift bags with candy <strong>to</strong> take <strong>to</strong> the residents<br />

of the mission. Another 100 gift bags were filled with candy and donated <strong>to</strong> the All<br />

Saints Food Pantry for local neighbors in need.<br />

while practicing their English.<br />

classes as Owens Community<br />

College and the<br />

non-profit Connect Ohio organization<br />

announce training<br />

opportunities during the<br />

at JOBsolutions of Wood<br />

County, 1928 East Gypsy<br />

Lane, Bowling Green; the<br />

Owens Learning Center at<br />

Learning Center at Arrowhead<br />

Park in Maumee.<br />

<strong>The</strong> educational initiative,<br />

Every Citizen Online, is led<br />

by Connect Ohio as part of a<br />

$6.9 million federal grant the<br />

organization has received <strong>to</strong><br />

help expand access <strong>to</strong> broadband<br />

Internet <strong>to</strong> consumers<br />

across the state. Each class<br />

will highlight computer basics,<br />

an introduction <strong>to</strong> the<br />

Internet and discussion how<br />

broadband can be helpful in<br />

daily life.<br />

classes will take place Saturdays,<br />

December 1 and 8 from<br />

9 a.m. <strong>to</strong> noon at the college’s<br />

December 6 and 13 from 9<br />

a.m. <strong>to</strong> noon at the Owens<br />

Learning Center at <strong>The</strong><br />
