The Rossford Police 

Department has accepted 

equipment that will allow 

patrolling officers to constantly 

scan license plates 

for warrants and stolen vehicles. 

Police Chief Glenn Goss 

said the device was obtained 

from the Northwest Ohio 

Regional Information 

System (NORIS), an agency 

that offers information sharing 

for law enforcement 

agencies including local, 

state and federal departments. 

“Grant funding from the 

Ohio Department of 

Homeland Security was 

secured for the project and 

there is no cost to Rossford 

residents or city agencies,” 

the chief said. 

Chief Goss explained that 

there are two cameras 

mounted to the rear of a 

police cruiser as part of the 

Automatic License Plate 

Reader (ALPR). 

While passing other vehicles 

on the roadway or in a 

parking lot, the cameras continually 

take pictures of 

license plates and run them 

through a software program 

uploaded into a computer in 

the police car. 

“An alert will be posted 

on the computer screen, 

along with a picture of the 

vehicle and license plate, if a 

warrant has been entered on 

the vehicle, owner or previous 

drivers–in addition to 

alerting the officer if the car 

is stolen,” the chief continued. 

When the plate reader 

system captures an image of 

a car, it also “meta-tags” 

each file with the GPS location 

and the time and date 

showing where and when the 

photograph was snapped. 

Chief Goss said the 

police department received 

the equipment last week 

from NORIS and it was 

installed Thursday. 

Only one patrol car in his 

fleet has the ALPR equipment 

at this time. 

“Currently every patrol 

vehicle has an onboard computer 

that allows officers to 

manually check license 

plates and subjects that the 

officers come in contact with 

for warrants and criminal 

histories through the NORIS 

system,” he explained. 

“The ALPR system 

works in the background and 

performs this function automatically 

for the police officers, 

leaving them more time 

to focus on their surroundings 

while being mobile,” 

the chief said. 

He believes the plate 

reader system will be very 

beneficial to the department. 

“With Rossford having I- 

75, the Ohio Turnpike, U.S. 

Route 20, State Route 795 

and State Route 65 running 

through town, this technology 

hopefully will be utilized 

greatly,” Chief Goss said. 

“Through the years, I 

have always wondered how 

many suspects and stolen 

cars I might have passed 

unknowingly. The license 

plate reader will help eliminate 

the guessing.” 

Officer Mike Hudak, an 

18-year veteran of the 

department, is the primary 

officer using the new equipment 

while on patrol.

RHS drama club to perform ‘Almost, Maine’ 

The Rossford High School drama club’s production 

of the romantic comedy, “Almost, Maine,” by John 

Cariani, opens tonight, November 8, at 7:30 p.m. 

Mr. Cariani, a struggling New York City actor and 

native of Presque Isle, Maine, was sick of relentless 

images of drugs and violence in today’s media, so he 

wrote this play as a fictional homage to residents of his 

hometown and his own personal moments of “almost” 

falling in love. 

On a cold, clear, moonless night in the mythical 

backwoods town of Almost, Maine, knees are bruised 

and hearts are broken as people almost fall in love 

when the Northern Lights appear. 

This “Midwinter Night’s Dream” is told through a 

quirky series of vignettes that highlight the heartbreak 

and hilarity of love. 

Since 2006, “Almost, Maine” has been produced by 

hundreds of colleges and community theaters across 

the United States and has been voted the most popularly 

licensed play for the past two years, according to 

both “Dramatics” magazine and the New York Times. 

The RHS production is directed by Julie Zatko and 

Ryan Mahaffey. Lighting design is by Eddie Czubinski.

Police department receives automatic 

license plate scanning equipment 

The Automatic License Plate Reader installed, above, on 

the rear of a police car will continually take pictures of 

license plates on vehicles passing by or in a parking lot. 

It then will post an alert, below, if a warrant has been 

entered into the NORIS system on the vehicle, owner or 

previous drivers.

More than four decades 

after his military service 

ended, U.S. Army veteran 

Joe Morelock finally 

received the homecoming 

he once deserved. 

The Perrysburg Township 

resident joined 142 

area Vietnam veterans for 

an October 23 trip with 

Honor Flight of Northwest 

Ohio. 

Mr. Morelock served as 

an E-4 corporal in the U.S. 

Army during the Vietnam 

war. 

After spending the day 

in Washington, D.C. to see 

the Vietnam memorial, the 

veterans were greeted by 

hundreds of family members 

and friends, waving 

flags and thanking the veterans 

for their service. 

“I was treated really, 

really, really great,” Mr. 

Morelock said. “So many 

friends and family were 

there–it made you tear up. 

All the kids there, they 

wanted to touch you and 

give you high five.” 

Dangerous Duty 

The Perrysburg 

Township native and 

Eastwood High School 

graduate was working at 

Rymer’s Precision Casting 

in Waterville when drafted 

in November 1966. 

He began with eight 

weeks of training at Fort 

Jackson, South Carolina, 

plus another eight weeks of 

advanced infantry training, 

and was assigned to drive a 

truck. 

“We’d carry everything– 

people, equipment, a lot of 

supplies,” he explained. 

“We moved the 101st 

Airborne one time. We 

moved people different 

places.” 

Following more training 

in Virginia, he was sent to 

Oakland, California, to be 

shipped overseas. 

Mr. Morelock was 

among 7,500 soldiers on 

three ships headed for 

Vietnam, “and the last thing 

I saw was Alcatraz,” he 

recalled with a laugh. 

The troops spent 21 days 

at sea over the Christmas 

and New Year’s holidays 

before landing in Cam 

Ranh Bay, Vietnam. 

It was the farthest the 

19-year-old had ever been 

from home. 

“I never really was out 

of Ohio,” he added. 

He was stationed at Phan 

Rang Air Base in a terrain 

of jungle and mountains. 

“Pretty much, five miles 

out of Cam Ranh Bay, all 

paved roads ended,” he 

said. 

Driving throughout the 

region led Mr. Morelock 

into dangerous territory in 

the mountains above Da 

Nang, and he believes he 

traveled into Cambodia at 

some point. 

“But it’s not like they 

had ‘welcome to 

Cambodia’ signs there,” he 

said. 

Among his dangerous 

duties was entering battle 

zones to pick up artillery 

and move it to new locations–hopefully, 

before the 

enemy could target its location 

and destroy or steal it. 

“Wherever you went, 

there was always someone 

with a gun. It was an adrenaline 

rush every time you 

left Phan Rang.” 

The young soldier recognized 

his responsibility 

transporting personnel and 

supplies: “you were in 

charge of everyone in that 

truck with you.” 

“You knew, but you didn’t 

know,” he recalled. 

“You did what you were 

told to do–you just did it 

like you go to work every 

day.” 

Coming Home 

Mr. Morelock was honorably 

discharged one year 

later in November 1967. 

Leaving Vietnam, he 

went to Fort Lewis, 

Washington, and was cautioned 

by Army officials 

not to wear his uniform in 

public. 

“It was kind of sad the 

way they treated everybody,” 

he said. “But we 

knew we had to do what we 

had to do–no matter what 

was going on at home. A lot 

of people didn’t understand 

what we were doing. If they 

just knew.” 

Mr. Morelock spent six 

years in the reserves in St. 

Louis and went to work at 

Libbey-Owens-Ford when 

he returned home. He 

retired in 2001, after 36 

years at L-O-F working in a 

variety of positions. 

Trip to Washington 

Honor Flight Northwest 

Ohio is a non-profit organization 

formed in 2007 to 

send northwest Ohio veterans 

to Washington, D.C. to 

see the memorials built to 

honor their service. To date, 

1,381 veterans have safely 

flown on 28 flights to see 

their memorials. 

Mr. Morelock was recommended 

for the trip by a 

friend from church who had 

traveled with World War II 

veterans on a previous trip. 

He had never visited the 

memorial and had two 

names to search for among 

those engraved on the wall. 

A National Park Service 

ranger helped him locate 

the names among the 

58,000 on the wall. 

He also was very 

impressed to visit Arlington 

National Cemetery and witness 

the changing of the 

guard. 

“That was so great–I 

knew Arlington was big, 

but to see row after row of 

white crosses–to know that 

many soldiers gave up their 

lives for this country.” 

The $55,000 expense for 

this Honor Flight trip was 

funded by the estate of an 

anonymous donor, a World 

War II veteran who recently 

passed away. 

The veterans received a 

letter from the donor’s 

daughter, explaining her 

father’s wishes and appreciation 

for their service. 

Election results: next week 

Due to the Tuesday deadline of the Record Journal, 

precinct results from Tuesday’s general election were not 

available and will be printed in next week’s edition. 

The veterans also 

received thank you letters 

from local school children, 

including Glenwood 

Elementary students. 

Mr. Morelock said he 

was touched by the letters 

and is in the process of 

responding to all of them. 

Although he has cancer 

from the Agent Orange 

used in Vietnam, he has 

continued his service to 

other veterans. 

Through a Veterans 

Administration program, 

Mr. Morelock assists service 

members returning from 

Iraq and Afghanistan, talking 

with them about their 

experiences in battle and 

“telling them it will get better.” 

“When I came back, you 

just kept it to yourself,” he 

said. “I would work 16 

hours each day–as long as 

you were working, you 

didn’t remember it.” 

He also credited his pastor, 

Chuck Campbell of 

Lutheran Church of the 

Master for his helpful counseling. 

Mr. Morelock expressed 

his appreciation for the support 

of his wife, Renee, and 

two daughters, Kelli and 

Kim. 

Kim Morelock said she 

and her son, Trent, were 

amazed by the turnout to 

welcome the Vietnam veterans 

home from their trip.

Dr. Zouhary said he was 

inspired to undertake the 

collection when he brought 

out his sweaters for the 

colder weather. 

“A thought occurred to 

me: why not throw 80 percent 

of this montage–all the 

ones I never wear–into a 

plastic bag and deliver 

them to the homeless shelters 

in Toledo?” he 

explained. 

“And then, I had a second 

thought. I bet that 

many other people have a 

collection similar to mine.” 

He is encouraging anyone 

with clean, gently-used 

sweaters to place them in a 

plastic bag, keeping men’s 

and women’s sweaters separate. 

The bags can be 

dropped off at Dr. 

Zouhary’s office, 849 Dixie

Monday through Thursday 

from 8 a.m. to 6 p.m. and 

Friday from 8 a.m. to 1 

p.m. 

“Santa will deliver them 

to the shelters and you’ll

Letter to the Editor 

Dear Editor: 

Without a doubt, the 

Rossford Halloween parade 

is a long-time tradition that 

I can remember being a 

part of as far back as when 

I was about 8 years old. I 

watched it grow from being 

a small parade that went 

from the old Rossford Saving's 

Bank (across from 

Elm Street) to the Rossford 

Public Library where silver 

dollars were handed out to 

the winners in costume. I 

don’t recall any floats then. 

My brother Fred and I 

were so excited when our 

parents allowed us ride in 

the parade on Rossford’s 

only fire truck. If I had 

misbehaved that week, my 

punishment would be that I 

wasn’t allowed to ride on 

the fire truck. Needless to 

say, my brother got to ride 

the fire truck more times 

than I did. 

I couldn’t wait until I 

had kids of my own and 

could dress them up and 

have them be a part of the 

fun. 

Now I am enjoying seeing 

my granddaughters participate 

with the Rossford 

United Methodist Youth 

Group and they seem to 

share my enthusiasm. Congratulations 

to this group 

for taking second place in 

the large float category. 

I want to give special 

credit to Rossford’s DECA 

students and their teachers 

for what they have done to 

keep this tradition alive. 

They have it well-organized 

and hopefully this will 

continue for many years to 

come.

recently arrived at two 

churches acting as distribution 

centers in Brooklyn and 

Queens, New York. Hundreds 

of people were waiting 

for the supplies. 

Although aid is beginning

areas, the need is still great. 

ISOH/IMPACT will be sending 

in additional trucks filled 

with supplies in the days 

ahead. 

Area residents can help in

with the transport of supplies.

annual “Home for the Holidays” 

parade, Sunday, November 

25, from 4 to 6 p.m. 

The parade will begin at 

4 p.m., beginning at Toth Elementary 

on East Seventh 

Street to Louisiana Avenue 

to Front Street. 

Area individuals, organizations, 

teams, scouts, students 

and businesses are 

encouraged to participate in 

the Home for the Holidays 

parade. 

Participants may enter the 

staging area no earlier than 

2:30 p.m. and must be in position 

no later than 3:45 p.m. 

There is no fee for parade 

entries, and there will be no 

“Santa Claus” persons permitted 

in the parade–with the

Tree Lighting 

The tree lighting ceremony

Historic wedding show planned 

by Rossford Methodist Church 

The Rossford United Methodist Church 

will present a fund-raising program in April 

2013, “Weddings Past and Present.” 

Judy Sikorski is compiling a small book 

displaying photos of early weddings in 

Rossford. 

The photos can be of the bride and 

groom or the wedding party. All photos 

must be signed and the wedding dates included. 

Photos will be returned. Copies of 

photos are also acceptable. 

The event will feature a fashion show of 

wedding gowns worn through the decades 

and models wearing their mothers’ or 

grandmothers’ gowns.

Ronald and Judith Schramm 

celebrate 50th wedding anniversary 

Ronald and Judith (Bilski) Schramm, of Rossford, 

celebrated their 50th wedding anniversary on Saturday, 

November 3, with family at the W.W. Knight Preserve. 

The gathering was hosted by their children: Ron 

(Pat), Leann (Mark) Marek, Jennifer and Mark. They 

have two grandsons, Ron III and Jim Grandowicz, and 

two step-grandchildren, Megan (Jim) Inglis and Geoffrey 

(Karla) Marek. 

Mr. and Mrs. Schramm were married on November 3, 

1962, at St. Mary Magdalene Church in Rossford. They 

are planning to take a Hawaiian vacation next year. 

Cocoon Shelter offers help 

for victims of domestic violence 

The Cocoon provides the 

most comprehensive 

resources in the county for 

victims of domestic violence. 

Shelter is available for victims 

in need of emergency 

safe housing. 

In addition, advocates are 

available to assist with safety 

planning, obtaining protection 

orders, navigating the complex 

legal system, and many 

other decisions faced by victims 

of domestic violence. 

Unfortunately, there is no 

simple solution for ending 

domestic violence. 

Having the assistance of 

an advocate better enables 

victims to navigate their complex 

circumstances and 

needs. Of course, Clossick 

adds, “communities have a 

responsibility to hold abusers 

accountable as they are the 

only ones who can truly stop 

the violence.” 

Those who are being 

abused may feel frightened, 

hurt, confused, disappointed, 

angry, ashamed, or hopeless. 

Following are some recommendations 

from the Cocoon 

Shelter for those experiencing 

abuse: 

•Talk with somebody you 

trust: a friend or relative, 

someone from your job or 

house of worship. 

•Put together an “emergency 

kit” of things you 

would really need if you had 

to leave suddenly, such as 

identification, medicine, keys, 

and money. 

•Call the Link at 800-472- 

9411 to access advocacy, support, 

and/or shelter services. 

•Call the police if you are 

in danger. 

•Remember that you are 

the expert about your own 

life. Don't let anyone talk you 

into doing something that’s

Obituary 

•WALTER STACHOWICZ 

Walter “Beans” Stachowicz, 

89, died Thursday, 

November 1, 2012. He was 

born July 17, 1923, in Rossford, 

where he lived most of 

his life. For the past six 

months, he resided in 

Shelby, North Carolina, near 

his son and family. 

He graduated from Rossford 

High School, served his 

country in World War II, 

being decorated with a Purple 

Heart, and worked at 

Libby-Owens-Ford for 35 

years. 

He was an avid fan of the 

Detroit Tigers. 

Mr. Stachowicz is survived 

by his daughter, Celia 

(John) Blanchong; son, 

Scott (Lisa) Stachowicz; 

grandchildren, Tammy 

(Greg) Liakos, Matthew 

Blanchong, Gina, Sam, Alec 

and Liana Stachowicz, and 

great-grandchildren, Nick 

and Jack Liakos. He was 

preceded in death by his 

wife of 60 years, Rita. 

The family will receive 

friends on Friday, November 

9, from 9 to 11 a.m., at

FROM THE GENERAL MANAGER 

On behalf of the Toledo Area Regional Transit Authority’s 

employees and Board of Trustees, I am pleased to present 

our 2011 Annual Report. 2011 marked the 40th year buses 

with TARTA’s name have been carrying passengers 

throughout our member communities. The TARTA Board 

of Trustees and I recognize that without the support of our 

employees, passengers and constituents, the Authority 

would not have succeeded. 

While an Annual Report’s content normally is dedicated to 

looking back at the previous year, I prefer to use this 

opportunity to look forward to the exciting changes and 

improvements on the horizon. Several changes will 

transform how TARTA interacts with its existing and 

potential passengers. These include:

so they can track bus routes from their home, work

Autism Center open house showcases services 

Local families and representatives 

from area healthcare 

organizations recently 

celebrated the opening of the 

ProMedica Toledo Children’s 

Hospital Autism Center, located 

at 2040 West Central 

Avenue in Toledo. 

Families learned how the 

facility is bringing together 

local healthcare organizations, 

universities, community 

groups, and parents to set 

standards for early diagnosis. 

They also learned options for 

individualized intensive interventions 

and for continued 

care and support for the 

unique needs of families affected 

by autism. 

The 9,200-square-foot facility 

is home to ProMedica

FINANCIAL REPORT 

In order to provide its services, TARTA obtains revenues 

from a variety of sources, including passenger fares, local 

property taxes, Federal and State governments and other 

income. TARTA distributes these funds among a range of 

categories relating to service, including labor and fringes, 

fuel, paratransit services, materials and supplies, insurance 

and utilities. Here is a breakdown of TARTA’s income and 

expenses for 2011.

Leslie Adams: Drawn 

from Life, through January 

13, in Gallery 18. As a young 

girl Leslie Adams attended 

art classes at the Toledo Museum 

of Art. Today she is nationally 

known for her 

portraits of distinguished 

members of society and civic 

leaders. The first recipient of 

the Solo Exhibition Award of 

the venerable Toledo Area 

Artists Exhibition in 2011, 

Ms. Adams presents a new 

body of approximately 20 

works incorporating Old 

Master painting compositions 

and drawing techniques. This 

work is autobiographical, 

weaving classical references 

with a dash of 20th-century 

pop culture. In it, she conveys 

memories of TMA and its 

collection together with other 

people, places and objects 

that have shaped her career 

and life. 

Prints and Authors from 

the Time of Manet, through 

January 13, in Works on 

Paper Gallery. Édouard 

Manet (1832–83) came of 

age during a time of prolific 

change in Paris and in French 

society in general. While earlier 

artists produced works of 

biblical and mythological 

subjects full of history and allegory, 

artists like Manet 

began to paint more freely 

and to be inspired by the life 

around them. Prints, photographs 

and illustrated books 

are included in this exhibition 

of artworks produced during 

Manet’s lifetime. Approximately 

120 works by some of 

the most talented artists 

working in the period–including 

Renoir, Corot, Daumier, 

Whistler and Manet

RJHS eighth grade football team wins NBC championship 

The Rossford Junior High School eighth grade football team finished its perfect season 

at the Northern Buckeye Conference championship game on October 25, at Jackson-Ferguson 

Stadium. The team entered the championship following an undefeated regular season, 

with a record of 6-0-1. The Bulldogs capped it off with a 24-6 victory over Otsego, to take the 

NBC trophy. 

On the third play of the game, Cota Sinclair intercepted, but the Bulldogs were unable to 

score until late in the second quarter on a 70-yard run by Cota. 

He then completed a slant pass to Jacob Perry for the two-point conversion. Rossford led 

8-0 at the half. 

In the third quarter, the Bulldogs marched the ball down the field and Drake Stolar ran it 

in from five yards out. He then ran in the two-point conversion to put the team up 16-0.

If cars are parked over a pile of dry leaves, the heat from the catalytic 

converter could cause a fire. 

If it snows before leaves are collected, leaves that are in the street freeze 

to the pavement and make it difficult to keep the streets open to traffic. 

Piles of leaves in the street impede collection by city crews 

If cars are parked on or beside leaf piles, 

city crews cannot collect these leaves. 

When it rains, leaf piles in the street 

cause drainage blockages that can cause 

streets to flood and storm sewers to become 

clogged with leaf debris. 

When the storm sewers become clogged, 

the public works crews must then clean 

the storm sewer to reinstate the free flow 

in the storm sewer. 

Do not place brush or any other debris 

with leaves. This debris damages 

the leaf vacuum.
