The COCI must be compatible with the lower capacity facility and ordered with<br />

the lower capacity facility. This service is available as defined in NECA 4.<br />

4.8.2 AT&T shall make available the following channelization systems and interfaces:<br />

4.8.2.1 DS1 Channelization System: channelizes a DS1 signal into a maximum of<br />

twenty-four (24) DS0s. The following COCI are available: Voice Grade, Digital<br />

Data and ISDN.<br />

4.8.2.2 DS3 Channelization System: channelizes a DS3 signal into a maximum of<br />

twenty-eight (28) DS1s. A DS1 COCI is available with this system.<br />

4.8.2.3 STS-1 Channelization System: channelizes a STS-1 signal into a maximum of<br />

twenty-eight (28) DS1s. A DS1 COCI is available with this system.<br />

4.8.3 Technical Requirements. In order to assure proper operation with AT&T provided<br />

central office multiplexing functionality, BHN’s channelization equipment must<br />

adhere strictly to form and protocol standards. BHN must also adhere to such<br />

applicable industry standards for the multiplex channel bank, for voice frequency<br />

encoding, for various signaling schemes, and for sub rate digital access.<br />

4.9 Dark Fiber Transport. Dark Fiber Transport is defined as Dedicated Transport<br />

that consists of unactivated optical interoffice transmission facilities without<br />

attached signal regeneration, multiplexing, aggregation or other electronics.<br />

Except as set forth in Section 4.9.2 below, AT&T shall not be required to provide<br />

access to Dark Fiber Transport Entrance Facilities pursuant to this Agreement.<br />

4.9.1 Dark Fiber Loop. Dark Fiber Loop is a Loop as defined in 2.1.1 within an<br />

existing fiber optic cable that has not yet been activated through optronics to<br />

render it capable of carrying communications services.<br />

Transition for Dark Fiber Loop<br />

4.9.1.1 For purposes of this Section 4.9.1, the Transition Period for Dark Fiber Loops is<br />

the eighteen (18) month period beginning March 11, 2005 and ending<br />

September 10, 2006.<br />

4.9.1.2 For purposes of this Section 4.9.1, Embedded Base means Dark Fiber Loops that<br />

were in service for BHN as of March 10, 2005. Subsequent disconnects or loss of<br />

End Users shall be removed from the Embedded Base.<br />

4.9.1.3 During the Transition Period only, AT&T shall make available for the Embedded<br />

Base Dark Fiber Loops for BHN at the terms and conditions set forth in this<br />

Attachment.<br />
