on a time and material basis, except where AT&T does not charge its retail<br />

customers to perform the same functions. When BHN deploys its own local loops<br />

in a multiple-line termination device, BHN shall specify the quantity of NID<br />

connections that it requires within such device.<br />

2.4.4.4 The NID shall be equal or better than normal requirements for NIDs set forth in<br />

applicable industry standard technical requirements.<br />

2.5 Sub-loop Elements<br />

2.5.1 Where facilities permit, AT&T shall offer access to its Unbundled Sub-Loop<br />

(USL) elements as specified herein.<br />

2.5.2 Unbundled Sub-Loop Distribution<br />

2.5.2.1 The Unbundled Sub-Loop Distribution facility is a dedicated transmission facility<br />

that AT&T provides from an End User’s point of demarcation to a AT&T crossconnect<br />

device. The AT&T cross-connect device may be located within a remote<br />

terminal (RT) or a stand-alone cross-box in the field or in the equipment room of a<br />

building. The unbundled sub-loop distribution media is a copper twisted pair that<br />

can be provisioned as a 2-Wire or 4-Wire facility. AT&T will make available the<br />

following sub-loop distribution offerings where facilities exist:<br />

Unbundled Sub-Loop Distribution – Voice Grade<br />

Unbundled Copper Sub-Loop<br />

Unbundled Sub-Loop Distribution – Intrabuilding Network Cable (aka<br />

riser cable)<br />

2.5.2.2 Unbundled Sub-Loop Distribution – Voice Grade (USLD-VG) is a copper subloop<br />

facility from the cross-box in the field up to and including the point of<br />

demarcation at the End User’s premises and may have load coils.<br />

2.5.2.3 Unbundled Copper Sub-Loop (UCSL) is a copper facility of any length provided<br />

from the cross-box in the field up to and including the End User’s point of<br />

demarcation. If available, this facility will not have any intervening equipment<br />

such as load coils between the End User and the cross-box.<br />

2.5.2.3.1 If BHN requests a UCSL and it is not available, BHN may request the copper<br />

Sub-Loop facility be modified pursuant to the ULM process to remove load coils<br />

and/or excessive bridged taps. If load coils and/or excessive bridged taps are<br />

removed, the facility will be classified as a UCSL.<br />

2.5.2.4 Unbundled Sub-Loop Distribution – Intrabuilding Network Cable (USLD-INC) is<br />

the distribution facility owned or controlled by AT&T inside a building or between<br />

buildings on the same property that is not separated by a public street or road.<br />

USLD-INC includes the facility from the cross connect device in the building<br />
