2.1.9.1.1 In the event AT&T must dispatch to the End User’s location more than once due<br />

to incorrect or incomplete information provided by BHN (e.g., incomplete address,<br />

incorrect contact name/number, etc.), AT&T will bill BHN for each additional<br />

dispatch required to provision the circuit due to the incorrect/incomplete<br />

information provided. AT&T will assess the applicable Trouble Determination<br />

rates from AT&T’s FCC or state tariffs.<br />

2.1.4 Loop Testing/Trouble Reporting<br />

2.1.4.1 BHN will be responsible for testing and isolating troubles on the Loops. BHN<br />

must test and isolate trouble to the AT&T portion of a designed/non-designed<br />

unbundled Loop (e.g., UVL-SL2, UCL-D, UVL-SL1, UCL-ND, etc.) before<br />

reporting repair to the UNE Customer Wholesale Interconnection Network<br />

<strong>Services</strong> (CWINS) Center. Upon request from AT&T at the time of the trouble<br />

report, BHN will be required to provide the results of the BHN test which indicate<br />

a problem on the AT&T provided Loop.<br />

2.1.4.2 Once BHN has isolated a trouble to the AT&T provided Loop, and had issued a<br />

trouble report to AT&T on the Loop, AT&T will take the actions necessary to<br />

repair the Loop if a trouble actually exists. AT&T will repair these Loops in the<br />

same time frames that AT&T repairs similarly situated Loops to its End Users.<br />

2.1.4.3 If BHN reports a trouble on a non-designed or designed Loop and no trouble<br />

actually exists, AT&T will charge BHN for any dispatching and testing (both<br />

inside and outside the CO) required by AT&T in order to confirm the Loop’s<br />

working status. AT&T will assess the applicable Maintenance of Service rates<br />

from AT&T’s FCC#1 tariff Section 13.3.1 (E).<br />

2.1.4.4 In the event AT&T must dispatch to the End User’s location more than once due<br />

to incorrect or incomplete information provided by BHN (e.g., incomplete address,<br />

incorrect contact name/number, etc.), AT&T will bill BHN for each additional<br />

dispatch required to repair the circuit due to the incorrect/incomplete information<br />

provided. AT&T will assess the applicable Trouble Determination rates from<br />

AT&T’s FCC or state tariffs.<br />

2.1.5 Order Coordination and Order Coordination-Time Specific<br />

2.1.5.1 “Order Coordination” (OC) allows AT&T and BHN to coordinate the installation<br />

of the SL2 Loops, Unbundled Digital Loops (UDL) and other Loops where OC<br />

may be purchased as an option, to BHN’s facilities to limit End User service<br />

outage. OC is available when the Loop is provisioned over an existing circuit that<br />

is currently providing service to the End User. OC for physical conversions will<br />

be scheduled at AT&T’s discretion during normal working hours on the<br />

committed due date. OC shall be provided in accordance with the chart set forth<br />

below.<br />
