3.15 Transmission of message data between AT&T and BHN will be distributed via<br />

Secure File Transfer Protocol (FTP) mailbox. It will be created on a daily basis<br />

Monday through Friday, except holidays. Details such as dataset name and<br />

delivery schedule will be addressed during negotiations of the distribution medium.<br />

If AT&T determines the Secure FTP Mailbox is nearing capacity levels, AT&T<br />

may move BHN to CONNECT:Direct file delivery.<br />

3.15.1 If BHN is moved to CONNECT:Direct, data circuits (private line or dial-up) may<br />

be required between AT&T and BHN for the purpose of data transmission.<br />

Where a dedicated line is required, BHN will be responsible for ordering the<br />

circuit, overseeing its installation and coordinating the installation with AT&T.<br />

BHN will also be responsible for any charges associated with this line. Equipment<br />

required on the AT&T end to attach the line to the mainframe computer and to<br />

transmit successfully ongoing will be negotiated on an individual case basis.<br />

Where a dial-up facility is required, dial circuits will be installed in the AT&T data<br />

center by AT&T and the associated charges assessed to BHN. Additionally, all<br />

message toll charges associated with the use of the dial circuit by BHN will be the<br />

responsibility of BHN. Associated equipment on the AT&T end, including a<br />

modem, will be negotiated on an individual case basis between the Parties. All<br />

equipment, including modems and software, that is required on the BHN end for<br />

the purpose of data transmission will be the responsibility of BHN.<br />

3.15.2 If BHN utilizes Secure File Transfer Protocol for data file transmission, purchase<br />

of the Secure File Transfer Protocol software will be the responsibility of BHN.<br />

3.16 All messages and related data exchanged between AT&T and BHN will be EMI<br />

formatted records and packed between appropriate EMI header and trailer records<br />

in accordance with accepted industry standards.<br />

3.17 BHN will maintain recorded message detail necessary to recreate files provided to<br />

AT&T for a period of three (3) calendar months beyond the related message dates.<br />

3.18 Should it become necessary for BHN to send data to AT&T more than sixty (60)<br />

days past the message date(s), BHN will notify AT&T in advance of the<br />

transmission of the data. AT&T will work with its connecting contractor and/or<br />

BHN, where necessary, to notify all affected LECs.<br />

3.19 In the event that data to be exchanged between the two Parties should become lost<br />

or destroyed, the Party responsible for creating the data will make every effort to<br />

restore and retransmit such data.<br />

3.20 Should an error be detected by the EMI format edits performed by AT&T on data<br />

received from BHN, the entire pack containing the affected data will not be<br />

processed by AT&T. AT&T will notify BHN of the error. BHN will correct the<br />

error(s) and will resend the entire pack to AT&T for processing. In the event that<br />

an out-of-sequence condition occurs on subsequent packs, BHN will resend these<br />
