2.1.5 Billing. AT&T will provide BHN nondiscriminatory access to billing information<br />

as specified in Attachment 7 to this Agreement.<br />

2.2 Change Management. AT&T and BHN agree that the collaborative change<br />

management process known as the Change Control Process (CCP) will be used to<br />

manage changes to existing AT&T interfaces, introduction of new AT&T<br />

interfaces and retirement of AT&T interfaces. AT&T and BHN agree to comply<br />

with the provisions of the documented Change Control Process as may be<br />

amended from time to time and incorporated herein by reference. The change<br />

management process will cover changes to AT&T’s electronic interfaces, AT&T’s<br />

testing environment, associated manual process improvements, and relevant<br />

documentation. The process will define a procedure for resolution of change<br />

management disputes. Documentation of the CCP as well as related information<br />

and processes will be clearly organized and readily accessible to BHN at AT&T’s<br />

interconnection website.<br />

2.3 Rates. Charges for use of OSS shall be as set forth in this Agreement.<br />

3. MISCELLANEOUS<br />

3.1 Pending Orders. Orders placed in the hold or pending status by BHN will be held<br />

for a maximum of thirty (30) days from the date the order is placed on hold. After<br />

such time, BHN shall be required to submit a new service request. Incorrect or<br />

invalid requests returned to BHN for correction or clarification will be held for<br />

thirty (30) days. If BHN does not return a corrected request within thirty (30)<br />

days, AT&T will cancel the request.<br />

3.2 Single Point of Contact. BHN will be the single point of contact with AT&T for<br />

ordering activity for network elements and other services used by BHN to provide<br />

services to its End Users, except that AT&T may accept a request directly from<br />

another CLEC, or AT&T, acting with authorization of the affected End User.<br />

BHN and AT&T shall each execute a blanket letter of authorization with respect<br />

to customer requests so that prior proof of end-user authorization will not be<br />

necessary with every request (except in the case of a local service freeze). The<br />

Parties shall each be entitled to adopt their own internal processes for verification<br />

of customer authorization for requests, provided, however, that such processes<br />

shall comply with applicable state and federal law and industry and regulatory<br />

guidelines. Pursuant to a request from another carrier, AT&T may disconnect any<br />

network element being used by BHN to provide service to that End User and may<br />

reuse such network elements or facilities to enable such other carrier to provide<br />

service to the End User. AT&T will notify BHN that such a request has been<br />

processed but will not be required to notify BHN in advance of such processing.<br />

3.2.1 Neither AT&T nor BHN shall prevent or delay an end-user from migrating to<br />

another carrier because of unpaid bills, denied service, or contract terms.<br />
