This Two-Way CMRS Interconnection <strong>Agreement</strong> under Sections 251 and 252 of the Telecommunications Act of 1996 for<br />

Commercial Mobile Radio Service (CMRS) (the <strong>Agreement</strong>), by and between one or more of the AT&T Inc. owned ILEC’s<br />

hereinafter referred to as BellSouth Telecommunications, Inc. d/b/a AT&T LOUISIANA, (only to the extent that the agent for<br />

such AT&T owned ILEC executes this <strong>Agreement</strong> for such AT&T Inc. owned ILEC and only to the extent that such AT&T Inc.<br />

owned ILEC provides Telephone Exchange Services as an ILEC in each of the state(s) listed below) and Wireless Service<br />

Provider, Cricket Communications, Inc., on behalf of itself and its affiliates (“Cricket”, also referenced as “WSP”), (a Delaware<br />

Corporation), shall apply to the State of Louisiana.<br />

WHEREAS, Cricket holds authority from the Federal Communications Commission to operate as a Commercial<br />

Mobile Radio Services licensee to provide Authorized Services in the State(s), and intends to provide Commercial Mobile<br />

Radio Services employing such licensed frequency(ies); and<br />

WHEREAS, the Parties desire to enter into an agreement for the Interconnection of their respective networks within<br />

the portions of the State in which both Parties are authorized to operate and deliver traffic for the provision of<br />

Telecommunications Services pursuant to the Telecommunications Act of 1996 and other applicable federal, state and local<br />

laws; and<br />

WHEREAS, the Parties are entering into this <strong>Agreement</strong> to set forth the respective obligations of the Parties and the<br />

terms and conditions under which the Parties will Interconnect their networks and Facilities and provide to each other services<br />

as required by the Telecommunications Act of 1996 as specifically set forth herein;<br />

NOW, THEREFORE, the Parties hereby agree as follows:<br />

1.0 Introduction<br />

1.1 Capitalized Terms used in this <strong>Agreement</strong> shall have the respective meanings specified in Section 2.0 below<br />

“Definitions”, and/or as defined elsewhere in this <strong>Agreement</strong>.<br />

1.2 This <strong>Agreement</strong> is composed of the foregoing recitals, the General Terms and Conditions (GT&Cs), set forth below,<br />

and certain Attachments, Schedules, Exhibits and Addenda immediately following this GT&Cs, all of which are<br />

hereby incorporated in this <strong>Agreement</strong> by this reference and constitute a part of this <strong>Agreement</strong>.<br />

2.0 Definitions<br />

2.1 “Act” means the Communications Act of 1934 [47 U.S.C. 153], as amended by the Telecommunications Act of 1996,<br />

Public Law 104-104, 110 Stat. 56 (1996) codified throughout 47 U.S.C.<br />

2.2 “Access Service Request (ASR)” means the industry standard form used by the Parties to add, establish, change or<br />

disconnect trunks for the purposes of Interconnection.<br />

2.3 “Access Tandem” mean a local exchange carrier switching system that provides a concentration and distribution<br />

function for originating and/or terminating traffic between a LEC end office network and IXC POP’s.<br />

2.4 “Accessible Letter(s)” means the correspondence used to communicate pertinent information regarding AT&T<br />

LOUISIANA to the CMRS Provider community.<br />

2.5 “Affiliate” means As Defined in the Act.<br />

2.6 “Ancillary Services” means optional supplementary services such as directory assistance, N11, operator services,<br />

Service Access Codes (600, 700, 800 and 900 services, but not including 500 services) and Switched Access<br />

Services. Enhanced 911 (“E911”) is not an Ancillary Service.<br />

2.7 “Ancillary Services Connection” means a one-way, mobile-to-land Type 1 interface used solely for the transmission<br />

and routing of Ancillary Services traffic.<br />

2.8 “Answer Supervision” means an off-hook supervisory signal sent by the receiving Party’s Central Office Switch to the<br />

sending Party’s Central Office Switch on all Completed Calls after address signaling has been completed.<br />
