2.123 “Rate Center” means the specific geographic point and corresponding geographic area defined by the State<br />

Commission and local community for the purpose of rating inter-and intra-LATA toll calls.<br />

2.124 “Rating Point” means the vertical and horizontal (V&H) coordinates assigned to a Rate Center and associated with a<br />

particular telephone number for rating purposes. The Rating Point must be in the same LATA as the Routing Point of<br />

the associated NPA-NXX as designated in the LERG, but need not be in the same location as that Routing Point.<br />

2.125 “Remittance Information” means the information that must specify the Billing Account Numbers (BANs) paid; invoices<br />

paid and the amount to be applied to each BAN and invoice.<br />

2.126 “Routing Point” means the location which a LEC has designated on its own network as the homing or routing point for<br />

traffic inbound to Exchange Service provided by the LEC which bears a certain NPA-NXX designation. The Routing<br />

Point need not be the same as the Rating Point, nor must it be located within the Rate Center area, but must be in<br />

the same LATA as the NPA-NXX.<br />

2.127 “Section 251(b)(5) Calls” means Completed Calls that originate on either Party’s network that terminate on the other<br />

Party’s network, that are exchanged directly between the Parties and that, originate and terminate within the same<br />

MTA. A call that is originated or terminated by a non-facility based provider, i.e., a provider without switching<br />

equipment, is not a call that originates or terminates on either Party’s network. In order to measure whether traffic<br />

comes within the definition of Section 251(b)(5) Calls, the Parties agree that the origination and termination point of<br />

the calls are as follows:<br />

2.127.1 For AT&T LOUISIANA, the origination or termination point of a call shall be the End Office Switch that, at<br />

the beginning of the call, serves the calling party or the called party.<br />

2.127.2 For WSP, the origination or termination point of a call shall be the Cell Site that, at the beginning of the call<br />

serves the calling party or the called party.<br />

2.128 “Selective Router” means/refers to the central office that provides the tandem switching of 9-1-1 calls. It controls<br />

delivery of the voice call with ANI to the PSAP and provides Selective Routing, Speed Calling, Selective Transfer,<br />

Fixed Transfer and certain maintenance functions for each PSAP. Also known as 9-1-1 Selective Routing Tandem.<br />

2.129 “Service Start Date” means the date on which services were first supplied under this <strong>Agreement</strong>.<br />

2.130 “Service Switching Point (SSP)” means or refers to the Public Switched Telephone Network (PSTN) Central Office or<br />

Tandem Switch that is equipped with a Signaling System 7 (SS7) interface and is capable of routing and connecting<br />

calls under the direction of a SCP in the CCS network.<br />

2.131 “Serving Wire Center (SWC)” means the Wire Center that serves the area in which the other Party’s or a Third<br />

Party’s Wire Center, aggregation point, point of termination, or point of presence is located.<br />

2.132 “Shared Facility Factor” means the factor used to appropriately allocate the cost of 2-way DS1 Interconnection<br />

Facilities based on proportionate use of the Facility between AT&T LOUISIANA and the WSP.<br />

2.133 “Signaling System 7 (SS7)” means or refers to a signaling protocol used by the CCS Network that employs data<br />

circuits to carry packetized information about each call between switches within the PSTN.<br />

2.134 “SMR” (“Specialized Mobile Radio”) means as described by the FCC rules.<br />

2.135 “SPNP” (“Service Provider Number Portability”) means synonymous with Permanent Number Portability “PNP”.<br />

2.136 “State Abbreviation” means the following:<br />

2.136.1 “LA” means Louisiana<br />

2.137 “Surety Bond” means a bond from a Bond company with a credit rating by A. M. BEST better than a “B”. The<br />

bonding company shall be certified to issue bonds in a state in which this <strong>Agreement</strong> is approved.<br />

2.137.1 Surrogate Billing Factor means a mutually agreed upon factor equal to one (1) months’ worth of all AT&T<br />

LOUISIANA land-to-mobile (LM) originated Section 251 (b)(5) terminated by WSP divided by the sum of<br />

land-to-mobile MOUs terminated by WSP and mobile-to-land Section 251 (b)(5)Calls traffic terminated by<br />

AT&T LOUISIANA during the selected one month. When the Surrogate Billing Factor is used as the
