2.108 “North American Numbering Plan (NANP)” means the numbering architecture in which every station in the NANP<br />
Area is identified by a unique ten (10)-digit address consisting of a three (3)-digit NPA code, a three (3)-digit central<br />
office code of the form NXX, and a four (4)-digit line number of the form XXXX.<br />
2.109 “Numbering Plan Area (NPA)” also called area code means the three (3)-digit code that occupies the A, B, C<br />
positions in the ten (10)-digit NANP format that applies throughout the NANP Area. NPAs are of the form NXX,<br />
where N represents the digits two (2) through nine (9) and X represents any digit zero (0) through nine (9). In the<br />
NANP, NPAs are classified as either geographic or non-geographic. a) Geographic NPAs are NPAs which<br />
correspond to discrete geographic areas within the NANP Area. b) Non-geographic NPAs are NPAs that do not<br />
correspond to discrete geographic areas, but which are instead assigned for services with attributes, functionalities,<br />
or requirements that transcend specific geographic boundaries. The common examples are NPAs in the N00 format,<br />
(e.g., 800).<br />
2.110 “Number Portability” means As Defined in the Act.<br />
2.111 “NXX” or “Central Office Code” means the three (3)-digit switch entity indicator that is defined by the fourth (4th)<br />
through sixth (6th) digits of a ten (10)-digit telephone number within the NANP. Each NXX Code contains 10,000<br />
station numbers.<br />
2.112 “OBF” (Ordering and Billing Forum) means a forum comprised of local telephone companies and interexchange<br />
carriers whose responsibility is to create and document Telecommunication industry guidelines and standards.<br />
2.113 “Offer Services” means when WSP opens an NPA-NXX, ports a WSP number to serve an End User or pools a block<br />
of numbers to serve End Users.<br />
2.114 “Operations Support Systems (OSS)” means the suite of functions which permits WSP to interface to the ILEC for<br />
pre-ordering, ordering, provisioning, maintenance/ repair and billing as described in the Attachment OSS herein.<br />
2.115 “Originating Landline to WSP InterMTA Traffic” means traffic delivered directly from AT&T LOUISIANA’s originating<br />
network to WSP’s network that, at the beginning of the call: (a) originates on AT&T LOUISIANA’s network in one<br />
MTA; and, (b) is delivered to the mobile unit of WSP’s End User or the mobile unit of a Third Party connected to a<br />
Cell Site located in another MTA.<br />
2.116 “Paging Traffic” means traffic to WSP’s network that results in the sending of a paging message over a paging or<br />
narrowband PCS frequency licensed to WSP or traffic to AT&T LOUISIANA’s network that results in the sending of a<br />
paging message over a paging or narrowband PCS frequency licensed to AT&T LOUISIANA.<br />
2.117 “Party” means either WSP or AT&T LOUISIANA “Parties” means both WSP and AT&T LOUISIANA.<br />
2.118 “Past Due” means when either Party fails to remit payment to the other Party for any charges by the Bill Due Date, or<br />
if payment for any portion of the charges is received from WSP after the Bill Due Date, or if payment for any portion<br />
of the charges is received in funds which are not immediately available to the billing Party as of the Bill Due Date<br />
(individually and collectively means Past Due).<br />
2.119 “Person” means an individual or a partnership, an association, a joint venture, a corporation, a business or a trust or<br />
other entity organized under Applicable Law, an unincorporated organization or any Governmental Authority.<br />
2.120 “POI” (“Point of Interconnection”) means the physical location at which the Parties’ networks meet for the purpose of<br />
establishing Interconnection. POIs include a number of different technologies and technical interfaces based on the<br />
Parties mutual agreement. The POI establishes the technical interface, the test point(s) and the point(s) for<br />
operational and financial division of responsibility, subject to the specific facility cost sharing provisions, and related<br />
terms, in Attachment 2 – Network Interconnection.<br />
2.121 “PNP” (“Permanent Number Portability”) means a long term method of providing LNP using LRN consistent with the<br />
Act and the rules, regulations, orders and rulings of the FCC and the Commission.<br />
2.122 “PSTN” means or refers to the Public Switched Telephone Network as defined in Telcordia Technologies Practice,<br />
BR-795-400-100 COMMON LANGUAGE® Message Trunk Circuit Codes (CLCI MSMSG Codes) refers to a<br />
common carrier network that provides circuit switching between public users. The PSTN carriers are voice, data and<br />
signaling traffic.<br />
