9. MEETPOINT BILLING – FACILITIES BASED<br />

9.1 CLEC and SBC TEXAS will establish Meet Point Billing (MPB) arrangements in order to provide<br />

Switched Access via SBC TEXAS’ Access Tandem in accordance with the Meet Point Billing<br />

guidelines adopted by and contained in the OBF’s MECAB documents, except as modified herein.<br />

Each Party will maintain provisions in its respective federal and state access tariffs, and/or<br />

provisions within the National Exchange Carrier Association (NECA) Tariff No. 4, or any successor<br />

tariff to reflect the MPB arrangements identified in this Agreement, including MPB percentages.<br />

9.2 CLEC and will implement the Multiple Bill/Single Tariff option. As described in the MECAB<br />

document, each Party will render a bill in accordance with its own tariff for that portion of the<br />

service it provides.<br />

# 9.2.1 The details of record exchange options available to CLEC from SBC TEXAS are set forth<br />

in Attachment 24: Recording.<br />

9.3 In the case of tandem routing, the tandem company will provide to the end office company the<br />

billing name, billing address, IXC billing contact telephone number, IXC type of service, IXC ACTL<br />

and carrier identification code (CIC) of the Interexchange Carriers (IXCs) in order to comply with<br />

the MPB Notification process as outlined in the MECAB document. Such information will be<br />

provided, on a one-time basis. In the event that the end office company is unable to ascertain the<br />

IXC to be billed, the tandem company will work with the end office company to identify the proper<br />

entity to be billed.<br />

9.4 Intentionally Left Blank.<br />

# 9.5 Neither Party will compensate the other for any record exchange under Section 9 of this<br />

Attachment or under Appendix Recording.<br />

9.6 The Official Recording Company will provide to the other Party the Switched Access Detail Usage<br />

Data (category 1101XX records) via such media as the Parties may agree to, on a daily basis<br />

within ten (10) business days after the usage occurs. The Official Recording Party will send such<br />

data to the location specified by the other Party.<br />

9.6.1 Each Party will act as the Official Recording Company for Switched Access usage when it<br />

is jointly provided between the Parties. As described in the MECAB document, the<br />

Official Recording Company for tandem routed traffic is:<br />

(1) the end office company for originating traffic,<br />

(2) the tandem company for terminating tandem routed traffic and<br />

(3) the SSP company for originating 800 traffic.<br />

9.7 MPB shall also apply to all jointly provided MOU traffic bearing the 900, or toll free NPAs (e.g., 800,<br />

877, 866, 888 NPAs, or any other non-geographic NPAs) which may likewise be designated for<br />

such traffic in the future where the responsible party is an IXC. The Party that performs the SSP<br />

function (launches the query to the 800 database) will bill the 800 Service Provider for this function.<br />
