13.0 Maintenance/Repairs/Testing<br />

13.1 SBC TEXAS will provide maintenance for all 251(c)(3) Unbundled Network Elements and 251(c)(3) UNE<br />

Combinations ordered under this Agreement at levels equal to the maintenance provided by SBC TEXAS in<br />

serving its end user customers, consistent with this Attachment and will meet the requirements set forth in<br />

this Section 13. Such maintenance requirements will include, without limitation, those applicable to testing<br />

and network management.<br />

13.2 SBC TEXAS technicians will provide repair service on 251(c)(3) Unbundled Network Elements and<br />

251(c)(3) UNE Combinations that is at least equal in quality to that provided to SBC TEXAS customers;<br />

trouble calls from CLEC will receive response time and priorities that are at least equal to that of SBC<br />

TEXAS customers. CLEC and SBC TEXAS agree to use the severity and priority restoration guidelines set<br />

forth in SBC TEXAS MMP 94-08-001 dated April 1996, and as subsequently modified.<br />

13.3 When SBC TEXAS returns a “no trouble found” response to a CLEC trouble ticket, CLEC may accept the<br />

response or seek a joint test with the SBC TEXAS technician and, at the CLEC’s discretion, with a CLEC<br />

technician, a vendor technician, and/or the CLEC’s network operations center (NOC).<br />

13.4 Dispatching of SBC TEXAS technicians to CLEC Customer premises shall be accomplished by SBC TEXAS<br />

pursuant to a request received from CLEC When a SBC TEXAS employee visits the premises of an CLEC<br />

local customer, the SBC TEXAS employee must inform the customer that he or she is there acting on behalf<br />

of their local service provider. Materials left at the customer premises (e.g., a door hanger notifying the<br />

customer of the service visit) must also inform the customer that repair persons were on their premises<br />

acting on behalf of their local service provider.<br />

13.5 All misdirected repair calls to SBC TEXAS from CLEC customers will be given a recording (or live<br />

statement) directing them to call the number designated by CLEC. Scripts used by SBC TEXAS will refer<br />

CLEC customers (in both English and Spanish when available) to the CLEC 800 number in the CLEC<br />

CNSC. All calls to 611 in SBC TEXAS' territory will continue to receive a standardized vacant code<br />

announcement (i.e., a recording specifying the number dialed is not valid) for all customers. CLEC on a<br />

reciprocal basis will refer all misdirected repair calls that CLEC receives for SBC TEXAS customers to a<br />

SBC TEXAS designated number.
