A significant amount of financial resources for the implementation ofprojects lie with sector
departments. The lOP provides guidance to sector departments as to where their services are
required and hence where to allocate resources at local government level. By participating in
the integrated development planning process, sector departments ensure an alignment
between their programmes and those of municipalities. The lOP serves as a guide to the
private sector in making decisions with regard to areas and sectors in which to invest, and
allow a coordinated local policy.
3.2.2.7 IDP implementation cycle
lOP implementation generally occurs in a cycle, which is made up of four stages shown in
Figure 3.1. During the planning stage, performance indicators are formulated to monitor
implementation and its impact. The outcome of monitoring sometimes results in the
adjustment of the plan and the implementation programme. Once the lOP has been
completed, it has to be submitted to the municipal council for consideration and approval.
The council must consider that the lOP identifies the issues that affect the area and the extent
to which the strategies and projects will contribute to addressing the problems.
