FinalIy, this chapter incorporates two case studies <strong>of</strong> municipal successes in South Africa,<br />

being Tshwane and Durban. Tshwane is chosen since it is the country's administrative capital<br />

and Pretoria falls under this municipality. An understanding <strong>of</strong> the nature <strong>of</strong> municipal<br />

service delivery operations in the South African perspective may be established in this<br />

context. Finally, the KZN-provincial perspective is also explained, using the Durban<br />

Metropolitan Area as a case.<br />

In the light <strong>of</strong> the above, this research inquiry attempts to apply the appropriate<br />

developmental practices in various spatio-temporal settings for growth and development <strong>of</strong><br />

the local economy <strong>of</strong> the study area. Preliminary situations are also explored with a view <strong>of</strong><br />

understanding or discovering the forms <strong>of</strong> spatial development existing in the study area, as<br />

well as the types <strong>of</strong> model that could be seen as representing the status quo <strong>of</strong> the Ulundi<br />

space economy.<br />

3.2 POLICIES AND PLANNING FRAMEWORKS<br />

The progression <strong>of</strong> the South African city from a colonial, through apartheid to the post ­<br />

democracy period has necessitated the formulation <strong>of</strong>new policies and planning frameworks.<br />

The KZN Provincial Planning and Development Commission seeks to attain sustainable and<br />

equitable planning and development for the benefit <strong>of</strong> all in the provlDce<br />

[www.kznplanning.gov.za/main. (2007)].<br />

The intention <strong>of</strong> this new reconstruction and development process is to achieve the<br />

empowerment <strong>of</strong> the communities especially those living in emerging towns. This<br />

democratised urban system has stimulated responses regarding resource use, land rights.<br />

management policies, participation and control <strong>of</strong> urban facilities. The decision that<br />

managers <strong>of</strong> local municipalities take, influence the future direction <strong>of</strong>the organisation <strong>of</strong>the<br />

urban industrial environment.<br />
