plans will serve as a guide both to the department and the municipality in the housing delivery<br />

process (IDP-<strong>Zululand</strong> District Municipality, 2006).<br />

Although recreation and tourism are physical infrastructural resources, this study seeks to<br />

place them under economic development due to their enormous socio-economic prospects<br />

they implicitly <strong>of</strong>fer to the area under study.<br />

5.5 SOCIAL SERVICES AND FACILITIES<br />

An analysis <strong>of</strong> the levels <strong>of</strong> access to social services and facilities provides an important<br />

perspective <strong>of</strong>the severe socio-economic conditions that are experienced by many households<br />

in <strong>Zululand</strong>. The following sections examine relative levels <strong>of</strong> accessibility <strong>of</strong> households to<br />

the following services and facilities: schools, health care, pension pay points, police stations,<br />

community halls and recreation facilities. The study acknowledges fire-fighting and other<br />

emergency services in its outlook, but it concentrates on the most common services and<br />

facilities mentioned earlier in this section. In this research work, the level <strong>of</strong> provision <strong>of</strong><br />

social services rendered to the people <strong>of</strong> Ulundi is a barometer <strong>of</strong> municipal performance.<br />

Effective service delivery and performance management systems <strong>of</strong> the municipal<br />

management <strong>of</strong> Ulundi are assessed based on how satisfactory the provision <strong>of</strong> services has<br />

been in the study area<br />

5.5.1 Access to education facilities<br />

There are 448 Primary, 81 Combined and 186 Secondary Schools (Total: 715) in <strong>Zululand</strong><br />

(Figure 5.5). The spatial distribution <strong>of</strong> these schools was analysed by the <strong>Zululand</strong> District<br />

Municipality (ZDM) in relation to the population distribution and school occupancy rates.<br />

The critical elements relating to the provision <strong>of</strong> education facilities are not the number <strong>of</strong><br />

schools, but their locality, condition and size. It should be noted that only 60% <strong>of</strong> creches<br />

from the data base <strong>of</strong>the Department <strong>of</strong> Social Welfare could be mapped. The locations <strong>of</strong><br />

the remaining creches need to be investigated as a separate process (IDP-<strong>Zululand</strong> District<br />

Municipality, 2006). In the light <strong>of</strong>this study the situation <strong>of</strong>education facilities in relation to<br />
