Century 5 , with which some <strong>of</strong> George Bush’s <strong>in</strong>ner circle are associated, have recently<br />

come to light as <strong>the</strong> result <strong>of</strong> <strong>the</strong> tragedy <strong>of</strong> <strong>the</strong> war <strong>in</strong> Iraq. Accord<strong>in</strong>g to Rouleau,<br />

The proclaimed objective <strong>of</strong> <strong>the</strong> signatories is to assure <strong>the</strong> global<br />

pre-em<strong>in</strong>ence <strong>of</strong> <strong>the</strong> US, especially by prevent<strong>in</strong>g any o<strong>the</strong>r<br />

<strong>in</strong>dustrial power from play<strong>in</strong>g a role on <strong>the</strong> <strong>in</strong>ternational or regional<br />

scene…. A unilat<strong>era</strong>list policy is called for, as well as possible<br />

resort to pre-emptive wars, to defend <strong>the</strong> values and <strong>in</strong>terests <strong>of</strong> <strong>the</strong><br />

US. The United Nations is presented as a “forum <strong>of</strong> leftists, anti-<br />

Zionists and anti-imperialists” to which <strong>the</strong>re should be recourse<br />

only if <strong>the</strong> UN supports Wash<strong>in</strong>gton’s policy”.<br />

Theirs is no less than a manifesto for a conscious and delib<strong>era</strong>te policy <strong>of</strong> imperialist<br />

supremacy <strong>in</strong> <strong>the</strong> 21 st century.<br />

The struggle for fair trade aga<strong>in</strong>st <strong>the</strong> stranglehold <strong>of</strong> <strong>the</strong> multilat<strong>era</strong>l <strong>in</strong>stitutions has<br />

taken many forms and has cont<strong>in</strong>ued unabated s<strong>in</strong>ce <strong>the</strong> early 1970s. These have ranged<br />

from reformist notions <strong>of</strong> improv<strong>in</strong>g <strong>the</strong> bureaucratic procedures <strong>of</strong> <strong>the</strong> multilat<strong>era</strong>l<br />

<strong>in</strong>stitutions, especially <strong>of</strong> <strong>the</strong> World Bank and <strong>the</strong> IMF at one end, to more generously<br />

conceptualised attempts to change <strong>the</strong> architecture <strong>of</strong> “global governance” <strong>in</strong> <strong>the</strong> middle,<br />

across to <strong>the</strong> mass mobilis<strong>in</strong>g, campaign orientated <strong>in</strong>ternational social movement for<br />

global justice and aga<strong>in</strong>st “global apar<strong>the</strong>id”. The ruthless and cynical manoeuvres <strong>of</strong> <strong>the</strong><br />

political leadership <strong>of</strong> <strong>the</strong> North have resulted <strong>in</strong> a series <strong>of</strong> civil wars and <strong>in</strong>ternational<br />

conflicts, all <strong>of</strong> which are, naturally rooted <strong>in</strong> local or regional histories and none <strong>of</strong><br />

which can be expla<strong>in</strong>ed by simply read<strong>in</strong>g <strong>of</strong>f from a formulaic def<strong>in</strong>ition <strong>of</strong><br />

“<strong>globalisation</strong>”. The peculiarities <strong>of</strong> each given situation are always complex and<br />

explicable <strong>in</strong> terms <strong>of</strong> its unique history. Certa<strong>in</strong> trajectories, however, orig<strong>in</strong>ate directly<br />

from <strong>the</strong> larger frame <strong>of</strong> reference that has been designed by <strong>the</strong> social, economic and<br />

political forces <strong>of</strong> <strong>globalisation</strong>. One <strong>of</strong> <strong>the</strong>se, is <strong>the</strong> defensive strategy <strong>of</strong> target countries,<br />

regions and communities <strong>of</strong> band<strong>in</strong>g toge<strong>the</strong>r <strong>in</strong> order to resist be<strong>in</strong>g swamped or,<br />
