This discourse … (emphasises) privatisation, open capital markets<br />
and trade lib<strong>era</strong>lisation, market-based pric<strong>in</strong>g, deregulated and<br />
flexible labour markets, and <strong>in</strong>tegration <strong>in</strong>to <strong>the</strong> global economy as<br />
<strong>the</strong> most effective means to achieve economic development (Daniel<br />
et al 2003:373-374).<br />
Writ<strong>in</strong>g this article, as I do, <strong>in</strong> <strong>the</strong> immediate aftermath <strong>of</strong> <strong>the</strong> historic events <strong>in</strong> Cancun,<br />
from <strong>the</strong> perspective <strong>of</strong> a radical <strong>in</strong>tellectual <strong>in</strong> <strong>the</strong> South, I would summarise <strong>the</strong><br />
dynamics at <strong>the</strong> economic level <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g simple terms. The government <strong>of</strong> <strong>the</strong><br />
United States <strong>of</strong> America, act<strong>in</strong>g <strong>in</strong> <strong>the</strong> <strong>in</strong>terests <strong>of</strong> <strong>the</strong> all-powerful transnational<br />
corporations that are domiciled <strong>the</strong>re is us<strong>in</strong>g exactly <strong>the</strong> same k<strong>in</strong>d <strong>of</strong> tactics as those<br />
used by <strong>the</strong> rul<strong>in</strong>g classes <strong>in</strong> <strong>the</strong> British empire <strong>in</strong> an earlier historical period by<br />
proclaim<strong>in</strong>g and promot<strong>in</strong>g a doctr<strong>in</strong>e <strong>of</strong> “free trade” <strong>in</strong> <strong>the</strong> full knowledge that <strong>the</strong><br />
acceptance <strong>of</strong> this ideology by <strong>the</strong> majority <strong>of</strong> people <strong>in</strong> <strong>the</strong> world, and by sovereign<br />
states <strong>in</strong> particular, can only benefit <strong>the</strong> strongest economic powers. In this, it is aided and<br />
abetted albeit, gen<strong>era</strong>lly speak<strong>in</strong>g, as competitors by <strong>the</strong> European Union and by Japan<br />
and some <strong>of</strong> <strong>the</strong> East Asian “tigers”. S<strong>in</strong>ce <strong>the</strong> collapse <strong>of</strong> <strong>the</strong> Soviet Union and its<br />
satellite states, <strong>the</strong> USA and to a lesser extent, <strong>the</strong> European Union, have all <strong>the</strong> lev<strong>era</strong>ge<br />
at <strong>the</strong>ir command <strong>in</strong> order to compel virtually all states to toe <strong>the</strong> l<strong>in</strong>e; Ch<strong>in</strong>a and India, to<br />
a lesser extent, Brazil, are simply too huge for such compulsion to work without<br />
unleash<strong>in</strong>g <strong>the</strong> danger <strong>of</strong> a destabilis<strong>in</strong>g reaction 3 . And, <strong>the</strong> l<strong>in</strong>e is precisely <strong>the</strong> neolib<strong>era</strong>l<br />
mantra referred to above. In order to do this, <strong>the</strong>se strong powers use <strong>the</strong> surrogate<br />
or mercenary services <strong>of</strong> <strong>the</strong> <strong>in</strong>ternational multilat<strong>era</strong>l <strong>in</strong>stitutions, <strong>in</strong> <strong>the</strong> ma<strong>in</strong> <strong>the</strong> World<br />
Bank (WB), <strong>the</strong> International Monetary Fund (IMF) and <strong>the</strong> World Trade Organisation<br />
(WTO).<br />
Between and among <strong>the</strong>mselves, <strong>the</strong> modern hegemons have divided up <strong>the</strong> world <strong>in</strong> such<br />
a way that <strong>the</strong>ir economic benefits are mutually re<strong>in</strong>forc<strong>in</strong>g. This effect is atta<strong>in</strong>ed ma<strong>in</strong>ly<br />
through <strong>the</strong> <strong>in</strong>strumentality <strong>of</strong> <strong>the</strong> transnational corporations and <strong>of</strong> mutual trade and<br />
