splitting protocols are given in Tables III.E.1.b.i-2 <strong>and</strong> III.E.1.b.i-3. We propose that the<br />

Proportional Protocol be required for cases in which the Equivalence Value <strong>of</strong> a<br />

renewable fuel is less than 1.0. For cases in which the Equivalence Value is equal to or<br />

greater than 1.0, we propose to allow parties the flexibility to follow a batch splitting<br />

protocol <strong>of</strong> their own choosing so long as there is at least one gallon-RIN for every<br />

physical gallon in each <strong>of</strong> the daughter batches. We request comment on these batch<br />

splitting protocols, any alternative protocols, <strong>and</strong> the need to codify a protocol in the<br />

regulations for specific situations.<br />
