The Cak<strong>for</strong>nia Air Resources Board adopted requirements in 1991 <strong>for</strong>fleet mixture in order to meet the emission<br />

standards. By the year <strong>20</strong>01, it is proposed that 90% of each vehicle man.ufacturer’sJleet be low-emission<br />

vehicles. A March 1996 amendment to theplan allows the marketplace to determine the number ofzero emission<br />

vehicles from 1998 to <strong>20</strong>02.<br />
