GANDHI NAGAR – MAKESHIFT TO FACELIFT 

A case of convergence of SGSY, IAY and Basic Amenities schemes in 

Government assistance, 

NGO’s motivation and people’s 

participation were behind the 

transformation of a small group 

of gypsy beggars 

in Gandhi Nagar, Seikalathur 

Village of Manamadurai Block, 

Sivaganga District into a self- 

reliant, self-confident group 

residing in a colony with all basic 

infrastructure facilities.

After the Work 

During the Work 

Fifteen beggar 

families (2 couples of 

them blind from birth) 

lived in makeshift tents 

in Gandhi Nagar. 

An NGO by name SERD 

organized them 

into 2 Self Help 

Groups. With economic

assistance extended to the tune of Rs. 1.00 Lakh each by DRDA, Sivaganga 

and SBI, Manamadurai, they started making and selling soft toys and fancy 

items. Once their tattered tent housing was brought to the notice of the 

district administration, fifteen IAY Houses were sanctioned. Basic 

Amenities like lighting, CC Roads and water facilities were sanctioned to the 

colony at an estimated cost of Rs. 4.50 lakhs under Basic Amenities 2006- 

07 (State Scheme) and under routine department procedures. 

Canara Bank 

extended a loan of Rs. 20,000 

each, under DRI Scheme 

for rural housing to enable the 

IAY beneficiaries to complete 

their houses, without being 

debtors of cut-throat private 

money lenders. This scheme 

was piloted in Sivaganga 

After the Work 

District on the direction of the Hon’ble Union Finance Minister 

Mr. P. Chidambaram. 

As a result, 15 families were brought out of begging. They go 

about their daily chores with self-confidence and pride. One family owns an 

auto-rickshaw now. On the whole, Gandhi Nagar got a facelift and its 

residents, a smile of hope on their faces.

DISTRICT RURAL DEVELOPMENT AGENCY, MADURAI. 

Village Velambur is situated 9 Km from T. Kallupatti Block, having total population of 3986. There are 568 families have 

been identified as BPL families. Some BPL families are living in damaged houses. Gram Panchayat has decided to allot them pucca 

houses turn by turn on priority basis. Hence in 2008-09, Gram Panchayat has sent a proposed to T. Kallupatti Block Office. 

Under Indira Awaz Yojana 288 proposals were sanction by DRDA, Madurai beneficiary were selected from which one case 

study was carried out.

Name of the village : Venkatachalapuram

Amount : Rs. 55,000/-

The beneficiary was living in old house with their children. The beneficiary has demolished this old house and constructed a 

good new pucca house. The beneficiary was unable to construction a pucca house without government help for that Government 

released Rs. 55,000/- to the beneficiary. Thus due to India Awas Yajana She is now having her own house and he is so, happy that her 

dream to build a house is now fulfilled.

Village Silaimalaipatti is situated 9 Km from T. Kallupatti Block, having total population of 950. There are 244 families have 

been identified as BPL families. Some BPL families are living in damaged houses. Gram Panchayat has decided to allot them pucca 

houses turn by turn on priority basis. Hence in 2008-09, Gram Panchayat has sent a proposed to T. Kallupatti Block Office.

happy that her dream to build a house is now fulfilled.

Therkutheru Village is situated 6km away from Melur Block, having total 

population of 6136. Among 1800 families living in the village 563 families have 

been identified as BPL families. Most of the BPL families are living in damaged 

houses. Gram Panchayat has decided to allot them pacca houses turn by turn on 

priority basis. In 2008-09 Gram Panchayat has selected 12 beneficiaries and sent 

a proposal to Melur Panchayat Union. 

In turn the proposal was submitted to DRDA and it was sanctioned to 

build a Group House under IAY. The details of beneficiary is as follows :

The beneficiary has no house on her own. She is selling fish and her husband is doing coolie work. She was living in 

rental house with their two sons. While most of their income goes to the education of the children, the beneficiary was unable 

to construct a pucca house without government help for that Government released Rs. 55,000/- to the beneficiary. Thus due to 

Indira Awas Yojana she is now having her own house and she is so happy that her dream to build a house is now fulfilled.

beneficiaries and sent a proposal to Melur Panchayat Union.

The process of completion of incomplete houses of the year 2009-10 

in Nabarangapur District 

• Beneficiary-wise on monthly basis a complete plan 

has been prepared to complete all incomplete 

houses under IAY/ Mo-Kudia of previous year. 

• Daily visit & monitoring format on physical & 

financial progress of IAY/ Mo-Kudia houses 

beneficiary-wise has been devised for reporting by 

the PEOs. 

• The BDO shall reviewed the progress PEO & 

beneficiary-wise in block level fortnightly meeting. 

• The performance of each PEO & progress of each 

beneficiary house shall be reviewed in the District 

level review meeting. 

• Material are locally arranged by PEO. 

• PEO is sensitizing the beneficiaries to complete the IAY house at GP level. 

• Dist. level squad (two groups) have been deployed to touch directly with the 

beneficiary. 

• Priority is given to the beneficiary under VASUNDHARA Scheme. 

The process of selection and work plan for New Houses of 2010-11 

• The district have received 3071 no. of IAY houses as target for the year 2010-11. 

However, fund is yet to be received from Govt. which is being distributed among 

BDOs. The BDOs shall issue work order on receipt of funds. 

• Preparation of new 5-year wait list of IAY has been started as per the instructions/ 

guidelines from Govt. 

• BPL households who have completed 100 days of work in 2009-10 under NREGS 

& FRC beneficiaries will be given weight age in the wait list. 

• PEO-wise performance & progress of each IAY house shall be reviewed in the 

district level review meeting.
