GANDHI NAGAR – MAKESHIFT TO FACELIFT<br />
A case <strong>of</strong> convergence <strong>of</strong> SGSY, IAY and Basic Amenities schemes in<br />
Government assistance,<br />
NGO’s motivation and people’s<br />
participation were behind the<br />
transformation <strong>of</strong> a small group<br />
<strong>of</strong> gypsy beggars<br />
in Gandhi Nagar, Seikalathur<br />
Village <strong>of</strong> Manamadurai Block,<br />
Sivaganga District into a self-<br />
reliant, self-confident group<br />
residing in a colony with all basic<br />
infrastructure facilities.<br />

Fifteen beggar<br />
families (2 couples <strong>of</strong><br />
them blind from birth)<br />
lived in makeshift tents<br />
in Gandhi Nagar.<br />
An NGO by name SERD<br />
organized them<br />
into 2 Self Help<br />
Groups. With economic
assistance extended to the tune <strong>of</strong> Rs. 1.00 Lakh each by DRDA, Sivaganga<br />
and SBI, Manamadurai, they started making and selling s<strong>of</strong>t toys and fancy<br />
items. Once their tattered tent housing was brought to the notice <strong>of</strong> the<br />
district administration, fifteen IAY Houses were sanctioned. Basic<br />
Amenities like lighting, CC Roads and water facilities were sanctioned to the<br />
colony at an estimated cost <strong>of</strong> Rs. 4.50 lakhs under Basic Amenities 2006-<br />
07 (State Scheme) and under routine department procedures.<br />

extended a loan <strong>of</strong> Rs. 20,000<br />
each, under DRI Scheme<br />
for rural housing to enable the<br />
IAY beneficiaries to complete<br />
their houses, without being<br />
debtors <strong>of</strong> cut-throat private<br />
money lenders. This scheme<br />
was piloted in Sivaganga<br />
After the Work<br />
District on the direction <strong>of</strong> the Hon’ble Union Finance Minister<br />
Mr. P. Chidambaram.<br />
As a result, 15 families were brought out <strong>of</strong> begging. They go<br />
about their daily chores with self-confidence and pride. One family owns an<br />
auto-rickshaw now. On the whole, Gandhi Nagar got a facelift and its<br />
residents, a smile <strong>of</strong> hope on their faces.

houses turn by turn on priority basis. Hence in 2008-09, Gram Panchayat has sent a proposed to T. Kallupatti Block Office.<br />
Under Indira Awaz Yojana 288 proposals were sanction by DRDA, Madurai beneficiary were selected from which one case<br />
study was carried out.<br />

• Beneficiary-wise on monthly basis a complete plan<br />
has been prepared to complete all incomplete<br />
houses under IAY/ Mo-Kudia <strong>of</strong> previous year.<br />
• Daily visit & monitoring format on physical &<br />
financial progress <strong>of</strong> IAY/ Mo-Kudia houses<br />
beneficiary-wise has been devised for reporting by<br />
the PEOs.<br />
• The BDO shall reviewed the progress PEO &<br />
beneficiary-wise in block level fortnightly meeting.<br />
• The performance <strong>of</strong> each PEO & progress <strong>of</strong> each<br />
beneficiary house shall be reviewed in the District<br />
level review meeting.<br />
• Material are locally arranged by PEO.<br />
• PEO is sensitizing the beneficiaries to complete the IAY house at GP level.<br />
• Dist. level squad (two groups) have been deployed to touch directly with the<br />
beneficiary.<br />
• Priority is given to the beneficiary under VASUNDHARA Scheme.<br />
The process <strong>of</strong> selection and work plan for New Houses <strong>of</strong> 2010-11<br />
• The district have received 3071 no. <strong>of</strong> IAY houses as target for the year 2010-11.<br />
However, fund is yet to be received from Govt. which is being distributed among<br />
BDOs. The BDOs shall issue work order on receipt <strong>of</strong> funds.<br />
• Preparation <strong>of</strong> new 5-year wait list <strong>of</strong> IAY has been started as per the instructions/<br />
guidelines from Govt.<br />
• BPL households who have completed 100 days <strong>of</strong> work in 2009-10 under NREGS<br />
& FRC beneficiaries will be given weight age in the wait list.<br />
• PEO-wise performance & progress <strong>of</strong> each IAY house shall be reviewed in the<br />
district level review meeting.<br />
