Objective for the Presentati<strong>on</strong><br />

• Several Pilot Projects have been implemented across the<br />

country.<br />

• Some <str<strong>on</strong>g>of</str<strong>on</strong>g> the States have undertaken aggressive programs for<br />

rural electrificati<strong>on</strong> using <strong>DDG</strong>.<br />

• Government <str<strong>on</strong>g>of</str<strong>on</strong>g> India is now keen to launch ‘Mass Mass Scheme’ Scheme<br />

so that rural electrificati<strong>on</strong> could be enhanced significantly.<br />

• Proposed scheme would result in installati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 40-60MW 40 60MW<br />

capacity using <strong>DDG</strong> opti<strong>on</strong>s.<br />

• Instituti<strong>on</strong>al Mechanisms play crucial role in<br />

implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> any ‘Mass Mass Scheme’. Scheme<br />

• Structure <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>DDG</strong> operator would play significant role in<br />

overall instituti<strong>on</strong>al arrangements.<br />

• Draft Guidelines permit wide range <str<strong>on</strong>g>of</str<strong>on</strong>g> instituti<strong>on</strong>al<br />

structures to be the project proposers. proposers<br />

• It is necessary to limited the eligibility to ensure that it is<br />

possible to structure and enforce c<strong>on</strong>tractual commitments.<br />

• Sound financial background should be pre-requisite pre requisite for any<br />

proposer in any form.<br />

<strong>DDG</strong> Operator<br />

• <strong>DDG</strong> Operator will build, own, operate and transfer <strong>DDG</strong><br />

facility and associated LT distributi<strong>on</strong> network for a<br />

specified period <str<strong>on</strong>g>of</str<strong>on</strong>g> time.<br />

• <strong>DDG</strong> and not distributi<strong>on</strong> company will be the owner.<br />

• Project to be transferred to Discom at the end <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>tract<br />

period or as and when grid integrati<strong>on</strong> is feasible.<br />

• <strong>DDG</strong> will be required to raise 10% <str<strong>on</strong>g>of</str<strong>on</strong>g> the cost <str<strong>on</strong>g>of</str<strong>on</strong>g> the project.<br />

• Performance parameters in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> load served will be set<br />

for <strong>DDG</strong> Operator.<br />

• <strong>DDG</strong> will supply power to c<strong>on</strong>sumers in identified rural<br />

areas.<br />

Distributi<strong>on</strong> Companies<br />

• Discoms will have to identify areas suitable for <strong>DDG</strong>.<br />

• Discoms will c<strong>on</strong>firm that grid is unlikely to reach the area<br />

in next five years.<br />

• Discoms may initiate the project <strong>on</strong> BOOT root.<br />

• Alternately, if the project is proposed by the local<br />

communities and/or entrepreneurs, Discom will provide<br />

necessary certificati<strong>on</strong>.<br />

– In such cases, BOOT requirement should not be imposed.<br />

• C<strong>on</strong>firm that Tariff Guidelines issued by the Commissi<strong>on</strong><br />

are being adhered to by <strong>DDG</strong> Operator.<br />

• M<strong>on</strong>itoring <str<strong>on</strong>g>of</str<strong>on</strong>g> various <strong>DDG</strong> operator in its area <str<strong>on</strong>g>of</str<strong>on</strong>g> supply<br />

force utilities to take up <strong>DDG</strong> schemes wherever network<br />

cannot reach.<br />

• Develop guidelines for determinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> tariff for various<br />

technologies that may be adopted by the <strong>DDG</strong> operators.<br />

• M<strong>on</strong>itor compliance <str<strong>on</strong>g>of</str<strong>on</strong>g> various <strong>DDG</strong> schemes through<br />

Criteria for selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Project<br />

• Secti<strong>on</strong> 7 (ii) <str<strong>on</strong>g>of</str<strong>on</strong>g> the Draft Guidelines suggest that ‘Any Any<br />

• If criteria for selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the project is to be linked to either either<br />

cost to serve or cost <str<strong>on</strong>g>of</str<strong>on</strong>g> supply or marginal cost, involvement<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> Regulator would be crucial.<br />

• Currently, regulators use different methodologies to<br />

calculate these numbers.<br />

• Development <str<strong>on</strong>g>of</str<strong>on</strong>g> criteria would involve extended stakeholder<br />

c<strong>on</strong>sultati<strong>on</strong>s, as larger utility issues are involved.<br />

• It is necessary to have simpler criteria for selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

project such as n<strong>on</strong>-availability n<strong>on</strong> availability <str<strong>on</strong>g>of</str<strong>on</strong>g> grid and utility<br />

certificati<strong>on</strong> regarding n<strong>on</strong>-extensi<strong>on</strong> n<strong>on</strong> extensi<strong>on</strong> over five year period.<br />

Regulatory Process<br />

• In case <str<strong>on</strong>g>of</str<strong>on</strong>g> areas exempt under eighth proviso to Secti<strong>on</strong> 14,<br />

the Regulator can not set the tariffs.<br />

• However, Regulator is required to specify framework for<br />

determinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> tariff.<br />

• It may be good idea to provide guidelines for Regulators<br />

which may be taken into account by the Regulators while<br />

developing their tariff framework.<br />

• Regulator can also set standard price for supply <str<strong>on</strong>g>of</str<strong>on</strong>g> electricity<br />

to c<strong>on</strong>sumers from <strong>DDG</strong> facility and selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the <strong>DDG</strong><br />

Operator may be d<strong>on</strong>e using ‘Competitive Competitive Bidding’ Bidding process.<br />

• Village Electrificati<strong>on</strong> Committees agreeing to purchase<br />

power at price set by the Regulator may be given preference.<br />

• Terminati<strong>on</strong> Clauses in Master Agreement<br />

• Return <strong>on</strong> Investment to <strong>DDG</strong> operator<br />

• Requirement <str<strong>on</strong>g>of</str<strong>on</strong>g> the security deposits and guarantees<br />
