Cumulatively, since launch <strong>of</strong> the programme in 1988-<br />
89, over 62.9 lakh single point light connections are<br />
reported as released and the beneficiary States have<br />
drawn a grant <strong>of</strong> over Rs.516 crore upto March 2004.<br />
Interest free schemes <strong>of</strong> REC<br />
REC introduced in February 2003, new category <strong>of</strong><br />
schemes for providing loan assistance to State<br />
Governments at concessional interest rates <strong>of</strong> 1%<br />
per annum for electrification <strong>of</strong> dalit bastis and 3%<br />
per annum for villages and hamlets. On successful<br />
implementation <strong>of</strong> each project and adherence to<br />
stipulated norms, the interest is fully waived. An<br />
amount <strong>of</strong> Rs.232 crore was disbursed by the<br />
Corporation against sanction <strong>of</strong> Rs.1116 crore during<br />
the year 2003-04 under these schemes. The<br />
implementing states have reported electrification <strong>of</strong><br />
119 villages, 5206 dalit bastis and 2965 hamlets<br />
during the year.<br />
Debt Refinancing<br />
Under Debt Refinancing Scheme, which came into<br />
effect from 16th December 2002, loan assistance<br />
<strong>of</strong> Rs.2062.48 crore was sanctioned during 2003-<br />
04. The borrowers have drawn Rs.1671.83 crore<br />
during this period.<br />
System Improvement<br />
Thrust on schemes for improvement <strong>of</strong> power<br />
distribution network for reducing T & D losses and<br />
improving the quality <strong>of</strong> power supply was continued.<br />
During the year 2003-04, a total <strong>of</strong> 350 System<br />
Improvement Schemes were sanctioned involving<br />
loan outlay <strong>of</strong> Rs.3394.34 crore. This included<br />
counterpart funding under Accelerated <strong>Power</strong><br />
Development & Reforms Programme (APDRP) <strong>of</strong><br />
<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> for 39 schemes involving loan<br />
outlay <strong>of</strong> Rs.679.89 crore. The System<br />
Improvement Schemes also include 94 schemes<br />
involving a loan assistance <strong>of</strong> Rs.997.46 crore for<br />
financing sporadic investments in the distribution<br />
system by way <strong>of</strong> installation <strong>of</strong> essential equipment<br />
like transformers, capacitors, conductors, meters,<br />
circuit breakers etc.<br />
Generation Projects<br />
Under its expanded mandate <strong>of</strong> financing <strong>of</strong> all power<br />
projects, including transmission and generation, the<br />
Corporation sanctioned 21 generation projects, with<br />
a financial outlay <strong>of</strong> Rs.8033.78 crore, including<br />
consortium financing with other financial institutions<br />
during 2003-04. Cumulatively, till 31 st March 2004,<br />
the Corporation has sanctioned 57 Hydro & Thermal<br />
Generation projects involving financial assistance<br />
<strong>of</strong> Rs.8799 crore. This will create additional<br />
generating capacity <strong>of</strong> nearly 4365 MW to cater to<br />
the needs <strong>of</strong> the nation.<br />
Cumulative Performance <strong>of</strong> REC upto<br />
31.3.2004<br />
Over the last 35 years, REC has cumulatively<br />
sanctioned Rs.63456 crore for 40696 projects<br />
and disbursed Rs.37110 crore as on 31.3.2004<br />
as financial assistance on relatively s<strong>of</strong>ter terms<br />
to the SEBs, Electricity Departments <strong>of</strong> State<br />
Government and other <strong>Power</strong> Utilities. Upto 31st March, 2004, 305064 villages have been reported<br />
electrified and 8207482 pumpsets have<br />
been reported energized under the projects<br />
financed by REC.<br />
Central Institute for Rural Electrification<br />
(CIRE) <strong>of</strong> REC based at Hyderabad.<br />
During the year 2003-04, REC’s Central Institute<br />
for Rural Electrification (CIRE) located at<br />
Hyderabad conducted 18 programmes, which<br />
include 14 open programmes, 2 sponsored<br />
programmes and 2 in-house programmes. The<br />
training programmes are on <strong>Power</strong> Sector<br />
Reforms, <strong>Power</strong> Purchase Agreement and<br />
Information Technology for <strong>Power</strong> Sector, Trends<br />
and Developments in Electricity Metering, pilferage<br />
<strong>of</strong> Electricity- Technical and Legal Remmedies,<br />
<strong>Power</strong> Transformers- Ensuring Optimum<br />
Performance, Cyber Laws, Reliable & Energy<br />
Efficient Distribution Transformers for <strong>Power</strong><br />
Utilities, Safety & Conservation, Upgradation <strong>of</strong><br />
<strong>Power</strong> Distribution Technologies and System<br />
Improvement, Understanding Electricity<br />
Regulation in India etc. Officers from State<br />
Electricity Board, Regulatory Commissions and<br />
various Distribution Companies took part in these<br />
training programmes.<br />
CIRE has also designed and organized two Special<br />
Training Programmes On “<strong>Power</strong> Distribution<br />
Management and Technologies” for the Engineers<br />
<strong>of</strong> NESCL, sponsored by NTPC. These<br />
programmes were <strong>of</strong> 12 days duration each and<br />
34 participants took part in the programmes.<br />
