It was not possible to achieve improvements<br />

beyond a limit on the basis <strong>of</strong> OFAP within the<br />

existing structure and with a view to take the reform<br />

process to its logical conclusion, PFC facilitates<br />

formulation <strong>of</strong> Reform-OFAP. Besides aiming at<br />

bringing about efficiency improvements in the state<br />

power sector, R-OFAP focuses on reform/<br />

restructuring activities needed to create an<br />

institutional mechanism for the self sustainability<br />

<strong>of</strong> the sector in the long run.<br />

During the year 2003-04, R-OFAPs have been<br />

entered into with West Bengal State Electricity<br />

Board (WBSEB) and Uttar Pradesh Jal Vidyut<br />

Nigam Limited (UPJVNL).<br />

FINANCIAL ASSISTANCE FOR POWER SECTOR<br />

STUDIES<br />

<strong>Power</strong> Finance Corporation (PFC) being a<br />

developmental financial institution provides technical<br />

and financial assistance by strategically providing<br />

grants, interest free and / or concessional loans to<br />

carry out power sector studies including Distribution<br />

Management, Renovation & Modernization (R&M)<br />

Thermal, Reform & Restructuring and Institutional<br />

Development. The major studies completed so far<br />

(March, 2004) are Residual Life Assessment (RLA)<br />

Study <strong>of</strong> Bassi HEP, RLA / Life Extension Study<br />

(LES) <strong>of</strong> Bhatinda Thermal <strong>Power</strong> Station Unit –4,<br />

Distribution Management Study at Lucknow (Uttar<br />

Pradesh <strong>Power</strong> Corporation Limited), Preparation<br />

<strong>of</strong> feasibility report for ‘Supervisory Control And Data<br />

Acquisition’ (SCADA) System for New Delhi<br />

Municipal Corporation, DMS at Guwahati (Assam<br />

State Electricity Board), DMS study at 24 Paragana<br />

(West Bengal State Electricity Board).<br />

Grants worth Rs. 8.02 crores is sanctioned by PFC<br />

during the year 2003-04 and an amount <strong>of</strong> Rs. 5.29<br />

crores disbursed upto 31st March, 2004 towards<br />

studies R&M Thermal, Reform & Restructuring and<br />

Institutional Development etc. So far, PFC has<br />

sanctioned Grants worth <strong>of</strong> Rs. 45.37 crores (till<br />

March, 2004) and released grants worth Rs.31.10<br />

crores.<br />

RENOVATION MODERNISATION & LIFE<br />

EXTENSION OF THERMAL & HYDRO PLANTS<br />

PFC, as on 31st March, 2004 has sanctioned loans<br />

worth Rs.1075.40 crores towards R&U (Hydro) and<br />

Rs. 4819.03 crores towards R&M (Thermal). The<br />

corresponding cumulative disbursements till March,<br />

2004 are Rs. 557.84 cores and Rs.2455.36 crore<br />

for R&U (Hydro) and R&M (Thermal) respectively.<br />

PRIVATE SECTOR FINANCING<br />

PFC has so far supported 3750 MW <strong>of</strong> Generation<br />

Capacity by way <strong>of</strong> sanctioning financial assistance<br />

<strong>of</strong> about Rs.3780 crores to 44 Private <strong>Power</strong> Projects<br />

out <strong>of</strong> which 1459 crores was disbursed. This includes<br />

important generation projects viz. Lanko Kondapalli<br />

<strong>Power</strong> Projects in Andhra Pradesh, Captive <strong>Power</strong><br />

Plant <strong>of</strong> Sanghi Industries in Gujarat, Malana <strong>Power</strong><br />

in Himachal Pradesh, Balaji <strong>Power</strong> in Tamil Nadu etc.<br />

During the year 2003-04, loans were sanctioned to<br />

15 private power projects amounting to Rs.955 crores<br />

which include; 469 MW Gas based CCP Plant <strong>of</strong><br />

Gautami Private <strong>Power</strong> Ltd., 110 MW Corex gas<br />

based Captive <strong>Power</strong> Plant <strong>of</strong> JSW <strong>Power</strong> Ltd.,<br />

120 MW Gas based power project <strong>of</strong> Aban <strong>Power</strong>,<br />

Samal HEP <strong>of</strong> Orissa <strong>Power</strong> Consortium, 18 MW<br />

Bio-mass project <strong>of</strong> Raghuram Renewable Energy<br />

Ltd., 26 MW Bagasse based project <strong>of</strong> SCM Sugars<br />

Ltd. & 6 MW Bio-mass project <strong>of</strong> Sainath <strong>Power</strong>.<br />

Cumulatively, 1100 MW generation capacities in<br />

Private Sector have been commissioned with PFC’s<br />

support, so far.<br />

ACCELERATED POWER DEVELOPMENT AND<br />

REFORM PROGRAMME (APDRP)<br />

PFC has sanctioned a counterpart loan <strong>of</strong> Rs.1380<br />

crores (during the year 2003-04) for implementation<br />

<strong>of</strong> distribution schemes in the States <strong>of</strong> MP, AP,<br />

Bihar, Delhi, Haryana, Jharkhand, Goa, Maharashtra<br />

& UP. As on date, (31.3.2004) cumulative sanctions<br />

<strong>of</strong> counterpart loan by PFC stands at Rs.3500<br />

crores. An amount <strong>of</strong> Rs.214 crores has been<br />

disbursed during the financial year 2003-04 under<br />

APDRP counterpart funding. The APDRP<br />

counterpart funding provided by PFC covers<br />

distribution improvement schemes major cities<br />

namely Delhi, Patna, Ranchi, Hoogli, Hyderabad,<br />

Barellie and Faridabad etc. This also includes a<br />

recent sanction <strong>of</strong> Rs.80 crores to NDPL for<br />

improvement <strong>of</strong> distribution system in Delhi.<br />

ACCELERATED GENERATION & SUPPLY<br />

PROGRAMME (AG&SP) DURING 10TH PLAN<br />

The AG&SP scheme has been extended to 10th Plan. The AG&SP scheme for the 10th Plan<br />

envisages the following.<br />

1. The assistance under the AG&SP scheme<br />

shall be limited to only State sector, R&M<br />

(<strong>Power</strong> Plants) and generation projects<br />

including those based on non-conventional<br />

energy sources.<br />

2. The assistance under the AG&SP scheme<br />

shall be limited only those States, which<br />

perform satisfactorily with respect to the<br />

agreed milestones <strong>of</strong> the reform MOUs entered<br />

into with the MOP.<br />

3. Interest subsidy under the scheme is 3%.<br />

However, the subsidy for the projects in Northeastern<br />

Region would be 4%.<br />
