Tariff (ABT) in Eastern Region w.e.f. April 01,<br />
2003 and North-Eastern Region from November<br />
01, 2003. With this, ABT has been implemented<br />
in all the regions. This has stabilized the<br />
frequency to the prescribed band as per IEGC<br />
i.e. 49.0 Hz to 50.5 Hz for large percentage <strong>of</strong><br />
time in all the five regions.<br />
ABT has also encouraged inter-State and inter<br />
regional bilateral trading resulting in meeting<br />
higher demand from the existing sources. Merit<br />
order operation <strong>of</strong> generating units is gaining<br />
importance and many states are utilizing this<br />
facility to utilize the system commercially to full<br />
advantage. There is overall improvement in Grid<br />
stability and partial and total blackouts have<br />
drastically reduced.<br />
Further, Western, Eastern & North-Eastern<br />
Regions continued to operate successfully in<br />
synchronous mode. In fact Raipur – Rourkela<br />
400 kV D/c line rescued Western Regional Grid<br />
in Sept’03 by importing power from Eastern<br />
Region when there was a generation loss in<br />
western Region.<br />
Efforts made by POWERGRID in modernizing<br />
the Regional Load Despatch Centers (RLDCs),<br />
implementation <strong>of</strong> Availability Based Tariff (ABT),<br />
power transfer through inter-regional links and<br />
effective Operation & Maintenance measures<br />
using State-<strong>of</strong>-the-Art technologies have led to<br />
overall improvement in power supply position in<br />
all parts <strong>of</strong> the country. It is demonstrated by<br />
the fact that there were no major grid<br />
disturbances during the financial year 2003-<br />
04. The trippings per line were lowest ever & the<br />
system availability was as high as 99.28%.<br />
With the development <strong>of</strong> vital inter-regional<br />
transmission links, surplus power <strong>of</strong> Eastern<br />
Region is being gainfully utilized for power deficit<br />
regions. POWERGRID was able to facilitate<br />
transfer <strong>of</strong> 22,000 MU <strong>of</strong> energy across the<br />
regions during the year 2003-04, an increase <strong>of</strong><br />
about 70 % compared to previous year (i.e.<br />
13,000 MU during 2002-03). Thus, inter-regional<br />
power transfer <strong>of</strong> worth Rs. 4,400 Crore was<br />
facilitated, most <strong>of</strong> which would have remained<br />
bottled up but for the facilities created by<br />
POWERGRID.<br />
MANAGEMENT OF ENVIRONMENTAL AND<br />
SOCIAL ISSUES<br />
Concern for Environment<br />
Impact <strong>of</strong> POWERGRID’s business on<br />
environmental degradation is almost negligible,<br />
however, it believes that conservation and<br />
management <strong>of</strong> the environment has to remain<br />
the integral and essential part <strong>of</strong> economic<br />
development. Following the well established<br />
principles <strong>of</strong> environmental management,<br />
POWERGRID has evolved its own Environmental<br />
and Social Policy & Procedures (ESPP) in<br />
consultation with a wide section <strong>of</strong> people to<br />
take ample care <strong>of</strong> environmental and social<br />
issues arising out <strong>of</strong> its activities. This ESPP<br />
document, which has been inducted for<br />
application in all <strong>of</strong> its projects, helps to address<br />
all environmental and social issues at appropriate<br />
time and in appropriate manner.<br />
POWERGRID has been successfully<br />
implementing the ESPP through in-house<br />
designing <strong>of</strong> Rehabilitation Action Plan (RAP)<br />
and Environment Assessment Management Plan<br />
(EAMP). All projects were implemented<br />
according to these plans. These plans are<br />
executed at site and monitored not only at the<br />
highest level <strong>of</strong> the hierarchy but also by<br />
multilateral funding agencies like WB & ADB.<br />
Emergency Restoration<br />
POWERGRID, in conscious endeavours to<br />
discharge its broader social responsibilities, has<br />
taken many steps which include faster<br />
restoration <strong>of</strong> transmission system belonging to<br />
State utilities which are damaged during Natural<br />
calamities like flood, earthquake, cyclones, etc.<br />
Transparency in operation<br />
In POWERGRID, System & Procedure Manuals<br />
have been developed for most <strong>of</strong> the functional<br />
areas like Construction, O&M, Human Resource,<br />
Quality, etc. and well defined “Works &<br />
Procurement Policy and Procedure” ( WPP) is<br />
in place.<br />
Committees <strong>of</strong> eminent independent experts<br />
constituted to advice POWERGRID on various<br />
strategic issues related to financial management,<br />
procurement, and project execution. Similar<br />
Committee on HR strategies and Research &<br />
Development activities are under finalization.<br />
CONVERGENCE WITH TELECOM<br />
To exploit the synergy <strong>of</strong> transmission business<br />
with advantages <strong>of</strong> inherent communication<br />
infrastructure, POWERGRID diversified into<br />
Telecom business.<br />
POWERGRID’s huge transmission infrastructure<br />
<strong>of</strong> over 48,000 Ckms will be sturdy, clean, easier<br />
to lay and free from rodent menace and<br />
vandalism. Besides, network will provide safe,<br />
reliable and secure connectivity to cities/ towns<br />
& rural areas across the country.<br />
